SAIL vendor registration is not one national list. Each steel plant registers its own suppliers, mainly manufacturers, traders and dealers, and Bhilai’s form even says it is not for contractors. If you do civil work, maintenance or crane and equipment hire, you win SAIL jobs through open tenders put out by each plant’s contract department on sailtenders.co.in, GeM and, for projects, the mjPRO portal. What you need ready is a GeM seller ID, a Class 3 digital signature and the papers each tender asks for.

Open the Bhilai Steel Plant vendor application and the heading answers half the question before you read a single clause: “Manufacturer/Trader/Dealer only & Not for contractors”. A civil or crane contractor chasing a SAIL registration certificate is often standing in the wrong queue.

On 23 October 2026, the SAIL tender site carried open tenders for civil repair at Bhilai’s coke ovens, scrap yard and auxiliary crane operation at Durgapur, and a package of job contracts for Bokaro’s works division. Each was an open tender issued by a plant’s own contracts office. Below, the supplier register and the contractor’s route are separated, plant by plant, from SAIL’s own documents.

How SAIL vendor registration actually works

SAIL runs five integrated plants (Bhilai, Durgapur, Rourkela, Bokaro and IISCO at Burnpur) plus special steel plants, mines and other units. Supplier registration is decentralised. SAIL’s MSE page on its tender site says that after enlistment, “the normal registration process shall, thereafter be followed by the Plants/Units for registering the eligible suppliers as per extant guidelines.”

The common registration form hosted on the tender site opens with one compulsory choice: “Select the SAIL Plant/Unit for which Registration is Applied”. The options are Bhilai, Durgapur, Rourkela, Bokaro, IISCO, Raw Materials Division, Alloy Steels Plant, Salem, Visvesvaraya Iron & Steel Plant, Chandrapur Ferro Alloy Plant and SAIL Refractory Company. So a Bhilai vendor code does not carry over to Bokaro. That form is also dated. It still asks for CST, VAT, excise and service tax numbers, so check the plant’s current form before you fill it.

Registration is not a right either. Bhilai’s instructions say registration, renewal or re-registration “is need based and is done entirely at the discretion of SAIL/ Bhilai Steel Plant”, and some item categories are put “on holidays” when the plant has enough vendors.

Supplier register or contractor tender: which route is yours?

A contractor with an excavator fleet or a crane is selling a service, not a catalogue item. SAIL plants buy those services through their contract cells. On the tender site, each plant’s tender names its own contracts office, and many service jobs are GeM bids.

Plant Tender (as listed on sailtenders.co.in) Category EMD (Rs) Issuing office
Bhilai Civil repair work at coke oven area, GeM bid, 24 months Services 5,00,000 Contract Cell Works & Budgeting, Sanyantra Bhawan

The full tender documents sit behind a login. Each summary page says “To download this Tender kindly Login / Register”, so the first registration a contractor actually needs is a free bidder account on the tender site, not a plant vendor code.

The portals you will use, plant by plant

SAIL’s central tender website, sailtenders.co.in, is run for SAIL by mjunction and lists plant tenders, EOIs, banned agencies and notices. Its helpline is 1800 419 20001. Plants use different bidding systems, and notices on the site say which:

  • At Rourkela, a notice says all sellers providing goods and services to RSP “should mandatorily register themselves on GeM portal and obtain a unique GeM Seller ID”. RSP also moved limited tender enquiries into its SRM module from 1 April 2021 and asked vendors to get digital signatures and be “SRM ready”.
  • In Rourkela Contract Cell (Works) cases, from 15 April 2023, price bids in open tender reverse auction cases go online through buyjunction.in, while the EMD part and techno-commercial bid are submitted in hard copy. A physical price bid gets the tender rejected.
  • At Durgapur, from 21 March 2024, all tenders of DSP Project Purchase are on the mjPRO platform; older ones stay on DSP’s SRM platform.
  • For all SAIL projects, tenders have been on eproc.sail.co.in (mjPRO) since 26 September 2023, and the notice says a Class 3 digital signature, combo of signing and encryption, is required.

Without a seller account, start with the steps for GeM registration for contractors are worth doing before your first SAIL bid, and the rules on a digital signature certificate for tenders explain why you need the encryption certificate as well as the signing one.

Registering on mjPRO for SAIL projects

mjunction’s Supplier Registration Manual for the SAIL project portal says the process is “Free-of-Cost”. You choose fresh registration, fill company details (name, business type, PAN, GSTIN if you have it, address), MSME details (Udyog Aadhaar number, enterprise size, supply or service, certificate upload) and user details, then verify your email by OTP (valid for 20 minutes) and receive a temporary registration number. You pick a login ID of 6 to 40 characters, set a password through the activation mail and map your signing certificate. The system then issues a vendor code. After logging in you must map a Class III encryption certificate; without it the portal will not let you bid.

What the Bhilai vendor registration form asks for

For firms that also supply goods (spares, fabricated items, consumables), the plant register matters. Bhilai publishes its form as a PDF titled “New VENDOR REGN FORM wef-July’17” and the PDF on BSP’s document server is dated October 2023. Its terms:

  • A Rs 5,000 non-refundable processing fee for new registration only, paid by account payee demand draft or pay order in favour of Steel Authority of India Ltd, Bhilai Steel Plant, payable at Bhilai.
  • Renewal and re-registration are free. Re-registration covers adding item categories or a change in ownership structure.
  • Deemed registered BSP vendors, MSE units, women and SC/ST vendors are exempt from the fee, with valid self-attested proof.
  • The filled form with enclosures must reach the plant within 90 days of issue or the case may be closed.
  • The form goes to GM (Vendor Development Cell), Room No. 477, Ispat Bhawan, Bhilai Steel Plant.

The checklist asks for PAN, GST documents, GeM registration number, a Udyam certificate issued after 1 July 2020, factory and trade licences, CA-certified profit and loss statements and balance sheets for three financial years with UDIN, and purchase orders from SAIL, other integrated steel plants, PSUs, government departments or reputed limited companies in the last three years for the same item category. You also sign an anti-bribery declaration (Bhilai has implemented IS/ISO 37001), agree to sign an integrity pact when asked, disclose any relationship with SAIL employees or other registered vendors, and for manufacturers, commit to SA 8000 labour standards. The form does not state a validity period; it provides a renewal route instead.

What MSEs get, and what the enlistment form is not

SAIL’s tender site has an “Enlistment of MSE” form, and many small firms mistake it for registration. SAIL says plainly that it “should not be considered as a purchase enquiry/registration”. Enlisted MSEs may be called for registration and vendor development programmes, and then the plant’s normal process applies.

Bhilai has run a special drive asking SC/ST and women-owned MSEs to declare their status with proof, citing the Public Procurement Policy for MSEs Order 2012, so the plant can give them the preference that order provides. Declarations go to vendorcell.bsp@sail.in with your 10-digit BSP vendor code if you have one. On mjPRO, MSME details are part of the registration form itself.

Hiring cranes and machines to a SAIL plant

Several current SAIL service tenders, such as Durgapur’s auxiliary crane operation and Bhilai’s slab handling contract, are about machines and operators. For a fleet built around this kind of work, compare pick-and-carry cranes like the Escorts Hydra 14 and the ACE F150, and check the full crane range before you commit to a three-year contract. The tender’s scope of work, not a vendor form, tells you what you must deploy.

For project packages, the CET acceptable makes list on the tender site (“Acceptable Makes of Equipment and Supplies”, February 2026 edition) forms part of the tender specification. Category A items must come only from listed makes.

Banning rules that apply at every plant

SAIL’s Guidelines on Banning of Business Dealings (Revision 2, effective 4 May 2024) cover goods, services and contracts across all plants and units. Suspension pending investigation ordinarily runs no more than six months and applies to that plant. A plant-wide hold on tender participation runs 6 months to 1 year. A ban is ordinarily 1 to 2 years, and two years for fraud, forgery or tampering with documents. Banned names go up on the SAIL tender site, CMMG informs GeM, and the ban reaches inter-connected firms named in the order, such as those sharing a PAN, bank account or directors.

Step-by-step: getting your first SAIL job

  1. Pick the plants you can actually serve from your base, and read their live tenders on the SAIL tender site.
  2. Create a free bidder login on the tender site so you can download full tender documents.
  3. Register as a seller on GeM, since Bhilai and Bokaro have issued service tenders as GeM bids and Rourkela requires a GeM seller ID.
  4. Buy a Class 3 signing and encryption digital signature, and register on mjPRO if you want project packages.
  5. Keep Udyam, GST, PAN, three years of audited accounts with UDIN, and completion certificates from comparable work ready to upload.
  6. Apply for plant vendor registration only if you also supply goods, using that plant’s current form.

Contractors who already work for power utilities will find that NTPC vendor registration follows a different model: NTPC keeps a central enlistment list for its stations, which SAIL does not.

The bottom line

For a contractor, SAIL vendor registration is mostly the wrong queue. Plant registers exist for suppliers of goods, and each plant keeps its own. Your route into Bhilai, Bokaro, Rourkela, Durgapur or Burnpur is the open tender: a tender site login, a GeM seller ID, a Class 3 digital signature and a clean file of turnover and work experience. Start with the plant nearest your yard, bid on a service contract that matches your machines, and build from there. Track new SAIL and PSU work through live tender opportunities for machine owners.

Figures and procedures come from SAIL’s tender website (sailtenders.co.in) and the tender summaries listed there on 23 October 2026, the mjPRO Supplier Registration Manual, SAIL’s project e-procurement notice of 26 September 2023, Bhilai Steel Plant’s vendor registration form (w.e.f. July 2017, PDF dated October 2023) and SAIL’s Guidelines on Banning of Business Dealings, Revision 2 of 4 May 2024. Rules, fees and procedures change and differ by plant; confirm current terms with the plant’s materials or contracts department or an official source before applying.
