NTPC vendor registration does exist. It is a free online enlistment on NTPC’s Vendor Development Cell portal, vdc.ntpc.co.in, run from Nava Raipur for all NTPC stations. You do not register once for everything. You apply for a specific works group, such as miscellaneous civil works or ash dyke maintenance, during the window NTPC opens for it, prove your past work with auditor-certified orders, and stay enlisted for three years. Enlisted vendors are the ones NTPC plants send tender enquiries to for that group.
Try the obvious address, ntpc.co.in/vendor-registration, and on 22 October 2026 you got NTPC’s “Page not found”. The tender site’s “CPC Vendor Enlistment” link points to vendor.ntpc.co.in, which did not resolve at all. It is easy to conclude NTPC has no vendor list. That conclusion is wrong, and expensive.
NTPC is the opposite of a PSU like NBCC, where there is no standing contractor register and every tender qualifies you afresh. NTPC keeps a list, and for a large share of plant maintenance work the list decides who even hears about the tender.
What NTPC vendor registration actually is
The rule book is NTPC’s “Standard Terms & Conditions and Guidelines for Enlistment of Vendors on PAN NTPC Basis”, Revision 3 (Rev-3), checked on the portal on 22 October 2026. The Vendor Enlistment Cell at Nava Raipur runs it for O&M, non-O&M and civil works across all running NTPC stations, subsidiaries and joint ventures.
Materials sit in Material Enlistment Groups (MEGs) and works packages in Contract Enlistment Groups (CEGs). A machine-owning contractor cares about the CEGs. Each has its own qualifying requirement (QR) document, and you are enlisted group by group. No fee is charged, applications are online only, and enlistment lasts three years from approval. NTPC’s FAQ adds that being an existing NTPC vendor does not count; you still have to get enlisted.
Is it registration, or does NTPC qualify you per tender?
Both. When a station has a requirement, Rev-3 says the list of vendors to whom an enquiry can be issued is picked “out of all qualified enlisted vendors for the respective MEG/CEG”. That is a closed circle, close to a limited tender enquiry, and if you are not in it you never see the bid.
Project work goes out differently. On 1 October 2026 NTPC published an open e-procurement tender for a laydown area in ash dyke C and approach roads at Talcher Thermal, valued at Rs 7,75,70,358 with an EMD of Rs 10,00,000, open to anyone meeting that tender’s own qualifying requirements. Short hires run on GeM: NTPC’s tender site listed a GeM bid by its joint venture NTPC Tamil Nadu Energy Company for a 40-tonne crane for three months, closing 27 October 2026.
Rev-3 says enquiries are issued either on GePNIC or on GeM, and asks every applicant to register on both and hold a Class III digital signature carrying the organisation name. If you have not done that yet, start with GeM registration for contractors.
Which enlistment groups suit a contractor with machines
The enlistment calendar lists well over a hundred groups, mostly spares and specialist maintenance. These are the civil, earthwork and ash groups where excavators, loaders and tippers do the work. Dates are as shown on 22 October 2026; NTPC calls the calendar tentative.
| CEG | Work covered | Experience the QR asks for | Calendar window |
|---|---|---|---|
| CIVIL-01C | Miscellaneous civil works, Category 1: building repair, drains, boundary walls, CC road repair, area levelling | Civil construction or maintenance including concrete, brick or flooring work in the last 5 years | 3 to 24 Nov 2026 (not yet open) |
| ADW-03 | Civil works for ash dyke maintenance | Construction or maintenance of an ash dyke, reservoir, dam, river guide bund or irrigation canal in the last 5 years | 6 to 27 Oct 2026 (open) |
| ADW-01 / ADW-02 | Ash dyke raising (upstream; outward, centreline and starter dyke) | One dyke or embankment of at least 4.0 m (ADW-01) or 5.5 m (ADW-02) height, and 2.5 or 7.5 lakh cu m of earthwork in one year, within 7 years | 5 to 26 May 2026 (closed) |
| Road-01 | Cement concrete roads, Category 1 (Rs 50 lakh to Rs 4 crore) | RCC, PQC, PCC or geo-polymer road work in the last 5 years | 5 to 26 May 2026 (closed) |
| MGR-05 | Coal unloading from rakes and MGR operation assistance | Loading or unloading of coal from BOBR or BOXN rakes in the last 5 years | 3 to 24 Mar 2026 (closed) |
| AST-01SP | Transport of ash by road from NTPC plants (SC/ST-owned MSEs only) | Ash dyke, embankment, road or site levelling work, or bulk transport, or earthwork with loading and transport, in the last 7 years | 5 to 25 Oct 2026 (open) |
ADW-03 is the clearest fit for a machine owner. Its scope lists hydraulic excavators, backhoe loaders, water tankers, Hyva trucks, compactors, dozers and tractor trolleys for dyke upkeep, the kind of fleet built around a Tata Hitachi EX 210 Infra and a JCB 3DX. But it also excludes “exclusive proposals” for any single activity such as deploying machinery, vehicles or water tankers alone. Bare machine hire is not what the group enlists; you need executed dyke, dam or canal work to get in. MGR-05 is similar: its scope includes vehicles with drivers, naming JCB and Poclain, inside a coal unloading contract.
How much work the list lets you bid for
NTPC records two numbers against each enlisted vendor, and they cap the size of enquiry you receive. The first is your average annual turnover (AATO) from three years of audited accounts, counting sales or works turnover only, not other income. The second is your execution capability (EC), worked out from up to three of your highest executed orders of similar work in the last five years. One order of value P gives 1.25 times P. With orders P, Q and R, NTPC takes the highest of 1.25P, 2Q and 2.5R. Rev-3’s own worked example: orders of Rs 70 lakh, 60 lakh and 55 lakh give 87.5, 120 and 137.5, so EC is Rs 137.5 lakh.
For an annual or shorter works contract, you get the enquiry only if both AATO and EC are at least the estimated cost. For a contract running longer than a year, the AATO test becomes estimated cost times 12 divided by the completion period in months. The average annual turnover test often binds before EC does. Floors apply as well: Rev-3 sets a Rs 5 lakh minimum for EC and AATO, and the QR documents for CIVIL-01C, ADW-03 and ADW-04 raise it to Rs 20 lakh, Road-01 to Rs 50 lakh.
The category ceilings are in flux. Rev-3 puts Category 1 CEGs at up to Rs 4 crore and Category 2 at above Rs 4 crore up to Rs 50 crore. A portal notice seen on 22 October 2026 says NTPC is realigning these to up to Rs 10 crore for Category I and above Rs 10 crore up to Rs 50 crore for Category II, and asks vendors to resubmit their highest-value executed orders. Check which limit your group’s QR uses.
The NTPC vendor registration process, step by step
- Register on NTPC’s GePNIC e-procurement system at eprocurentpc.nic.in. The GePNIC ID is a mandatory field when you create your enlistment user ID.
- On NTPC’s vendor enlistment portal, use New User Registration. User ID and password come to your email, and the portal now sends a login OTP to the same address, so use a company email rather than one tied to an employee.
- Fill the general, financial and work profiles once. Every financial year needs its 18-digit UDIN.
- When your CEG’s window opens, select it and enter technical data against its QR.
- Upload the power of attorney and letter of undertaking on stamp paper, digitally signed, plus the undertaking on GeM registration (Annexure-IV).
- Final submit. You can unlock and resubmit only until the window’s end date. Evaluation starts after the cutoff, NTPC may physically inspect your establishment, and the certificate is downloaded from the portal with no signature.

Documents to keep ready
NTPC’s enlistment document list and the CEG QRs ask for the following, each as a separate PDF signed by your authorised signatory:
- PAN card, GST registration certificate and GePNIC registration
- PF code certificate (for works categories)
- MSE certificate, if you have one; Rev-3 accepts Udyam among its proofs
- Constitution documents: proprietor’s declaration, partnership deed and registration, or memorandum, articles and board resolution
- Audited balance sheet and profit and loss account for the last three completed years, with UDIN
- Three highest executed orders of similar work from the last five years, with BOQ and the client’s completion certificate, RA bill or final deviation statement
The last item trips most applicants. Every non-NTPC order has to be certified by your independent statutory auditor (Annexure-IIIA) or a specified third-party inspection agency (Annexure-IIIB), signed with their digital signature; otherwise Rev-3 says the application is liable for rejection. Sub-contract work counts only with the main contractor’s certificate countersigned by the owner, so the work experience certificate you collect at handover matters. The portal also carries an optional “Tools & Plants Owned” format asking for equipment type, number, make, model and year of manufacture.
What MSE status does and does not get you at NTPC
The Public Procurement Policy for MSEs Order, 2012 sets a 25% annual procurement goal from MSEs, within which 4% is for SC/ST-owned and 3% for women-owned MSEs, measured on “products or services”, per the MSME Ministry’s procurement portal. Works are the grey zone. The Talcher civil works tender above recorded the MSE Order 2012 as “Not Applicable” with the reason “WORKS”, and its EMD exemption field read “No”. Read each notice’s EMD clause before you count on an EMD exemption.
Where NTPC does act for MSEs is in enlistment. It runs a separate calendar for women and SC/ST-owned MSEs; its latest MSE tranche ran 1 July to 30 September 2026 and covered CIVIL-01C, ADW-03 and Road-01. The AST-01SP ash transport group is open only to SC/ST-owned MSEs, with social category proved by the Udyam certificate alone, and these applicants are exempt from the AATO requirement. If you have not registered yet, Udyam registration for contractors is the first step.
On the payment side, NTPC’s MSME Cell page lists contacts at five TReDS invoice-discounting platforms, including M1xchange, RXIL and KredX. None of the NTPC pages we checked linked a separate public vendor payment portal.
Keeping your enlistment alive
The system deletes you automatically after three years, so reapply with fresh credentials before expiry. A vendor who skips every tender sent to it for three years may be delisted. Subcontracting of site-awarded works is generally not allowed, 100% back-to-back subcontracting never is, and an unapproved subcontractor exposes the main contractor to banning.
The bottom line
If your firm has done ash dyke, dam, canal, road or civil maintenance work and can show auditor-certified orders for it, enlist. It costs nothing, lasts three years, and puts you in front of every NTPC station’s enquiries for that group. Sort out GePNIC, GeM and your digital signature first, watch the calendar for your group’s window, and keep your highest executed orders growing, because they set the size of job you are offered. Meanwhile, track open tenders and opportunities and NTPC’s tender website so your fleet keeps earning.
Figures are from NTPC’s enlistment Standard Terms & Conditions (Rev-3), CEG qualifying requirements, calendar and notices on vdc.ntpc.co.in, tender notices on ntpctender.ntpc.co.in and the MSME Ministry’s procurement portal, checked 21-22 October 2026.
