Indian Railways has cleared Rs 122 crore to double a six-kilometre stretch between Barbil and Bolanikhadan in Odisha’s Keonjhar district. Six kilometres is a rounding error on a rail map and the civil contract under it will be small. The number that matters to machine owners sits upstream, at the mines: this stub is the throat of one of India’s densest iron ore evacuation routes.

What Indian Railways sanctioned

The sanction covers doubling only, on a section the Railways has tagged under its Energy, Mineral and Cement Corridor programme. Reporting by Pragativadi in Bhubaneswar and by Swarajya, both on 28 September, puts the completion cost at Rs 122 crore and says the work is going in ahead of SAIL’s Bolani mine expansion and capacity additions at plants and ports in the belt. Cutting freight train detention is a second stated objective. No split between civil work, signalling and electrification has been published, and no completion date has been stated.

What does Rs 122 crore over 6 km actually buy?

Run the rate and it looks dear. Rs 122 crore over six kilometres is Rs 20.33 crore per km, against Rs 14.10 crore per km on the 159 km Salem-Karur-Dindigul doubling this desk covered earlier: about 44 per cent higher. That is what a stub does. There is no cheap middle to average the structures down, so a crossing or two sets the whole rate. And with no head-wise split published, the civil slice, the only part that is a machine budget, is smaller than the headline rate implies. We are not going to guess it.

What it means for buyers

The construction job and the demand signal here point at different fleets, so treat them separately.

The construction job is a hire job. Six kilometres of doubling beside a live single line carrying six loaded ore rakes a day happens inside granted possession blocks, and the block, not the output target, picks the machine: 13 to 21 tonne crawler excavators, backhoe loaders on drain and cable work, small tandem compactors on the formation, short-shuttle tippers. Nobody amortises new iron against a six-kilometre scope in Odisha.

The bigger read is at the mine gate, because rail has been the cap. Work the published figures and about 9 MTPA over six loaded rakes a day is near 4,100 tonnes a rake; at that rake size another 8.9 MTPA is roughly six more rakes a day, so loaded departures roughly double. Bolani, Rungta and Khatau Narbheram have been shipping to a ceiling somebody else set. Lift it and the pit-to-siding chain has to grow to fill it: large hydraulic mining shovels, rear dump trucks on the haul, wheel loaders turning rakes faster at the loading points.

Our take: too small to chase as a contract, too pointed to ignore as a signal. If you hire out earthmoving in Keonjhar, the near-term money is the mine expansion this doubling is being built in front of, not the track. We would want SAIL’s own dated volume commitment before sizing a fleet against it.

  • Whether SAIL publishes a dated capacity figure for the Bolani expansion the sanction refers to.
