Bihar has cleared Rs 239.33 crore to widen and strengthen 44 km of State Highway 25 between Bhagalpur, Amarpur and Banka. For machine owners in eastern Bihar the useful part is the timing, not the headline number: tenders have not gone out yet, and work is slated to start in October, once the monsoon is off the site.
The sanction was reported by the Hindi daily Prabhat Khabar on 27 July and carried again by Patna Press two days later, with both giving the same figure and the same scope. The corridor runs through Goradih, Tamauni Mor, Simariya, Ratanganj, Amarpur and Samukhiya, and it carries traffic between Bihar and Jharkhand. Administrative approval is the stage that unlocks bidding, so the contractor and the fleet on site are still open questions.
Work out the rate and the job describes itself. Rs 239.33 crore across 44 km is roughly Rs 5.4 crore a kilometre, which is strengthening-and-widening money, not greenfield expressway money. Expect an existing carriageway to be widened, re-profiled and re-surfaced rather than a new alignment cut through open country.
That shapes the machine mix. Shoulder cutting, side drains and cross-drainage work sit with 8 to 21 tonne excavators and backhoe loaders, the latter doing the utility shifting that always eats the first weeks of a state highway job. Subgrade and granular layers are motor grader work, and paved shoulders mean more compaction passes than a plain two-lane, so soil compactors and tandem rollers get a longer run than usual. Tippers do the rest.
The mobilisation window is the thing to plan around. If bidding opens shortly and award follows, contractors will be sourcing machines through late September, which is the tail of the monsoon lull when rental rates in the Bhagalpur belt are soft and used stock moves cheaply. Buying into that window is very different from buying in December, when three or four packages are competing for the same rollers.
It also matters that this is not an isolated package. Bihar has had a run of civil work reach the sanction or award stage this month, and a state that keeps clearing 40 to 50 km road tranches is a state where a grader or a soil compactor has repeat work rather than one contract. That changes the arithmetic on owning versus hiring.
Our take: treat October as the earliest credible mobilisation, not a fixed date. Tenders have not been floated, and a two-month gap between administrative approval and a signed contract is normal in Bihar. Anyone sizing a fleet off this should watch the bid notice, not the sanction.
