Read the headline and the Burari Road upgrade sounds like a resurfacing job. Read the split and it isn’t. Of the Rs 125 crore Delhi’s PWD has lined up for the North Delhi corridor, Rs 75 crore goes into 9.3 km of new storm-water drainage. The biggest head here is trench, not pavement, and that changes which machines earn hours on it.

What Delhi PWD has actually committed

PWD Minister Parvesh Sahib Singh inspected Burari Road on Sunday, 20 September, and reviewed the corridor plan with senior officials. Millennium Post and The Tribune carry the same figures. The stage word matters: both describe the work as planned and proposed, not administratively approved, and no sanction order with a package-wise split has been published. The procurement is firmer than the plan. Millennium Post reported the drainage work had already gone out to tender, with road packages expected to follow within about ten days. The itemised heads do not fill the headline. Rs 39 crore plus Rs 75 crore is Rs 114 crore, leaving roughly Rs 11 crore that has to cover the 3.2 km of bituminous work as well as the verges and planting. So concrete runs about Rs 10 crore a km, drains about Rs 8.1 crore a km, and the bituminous share sits well under Rs 3.5 crore a km. No desk has published a rate for it.

What it means for buyers

A 9.3 km drain through Burari is trenching in one of the tightest road widths in North Delhi, and street width plus buried utilities cap machine size long before the budget does. That is backhoe loader and 2-8 tonne compact work, with plate compactors for confined backfill and tippers on short shuttles. The backhoe-loader class, benchmarked by the JCB 3DX and its direct rivals, is the workhorse. A 20-tonne crawler excavator has nowhere to stand.

The corridor also asks for three fleets under one programme. The trench gang is one. The 3.9 km of RCC is a concrete train, so batching, transit mixers and lane-by-lane staging around curing. The bituminous stretch is a paver and roller train that mobilises, works fast and leaves. Few contractors own all three, so expect hired plant across most of it.

Timing is the part worth pricing. Drainage has to beat the next monsoon, and Delhi‘s dry season gets cut in half by winter air-quality curbs, when GRAP restrictions stop construction plant at the higher stages. That leaves October, then February to May, to move most of the earth.

Our take: this reads as a utilisation story, not a purchase signal. Staged work beside live traffic on an operating arterial, split across short fronts and squeezed into two dry spells, is hard to justify buying against. If you already run backhoe loaders and compacts in North Delhi, the drainage packages are the hours worth chasing.
