Uttar Pradesh’s first double decker elevated road has cleared its first funding hurdle in Greater Noida, and for anyone who owns or hires plant in the NCR the number that matters is not the Rs 756.01 crore. It is 12 metres. That is the corridor the structure has to fit inside, and on a job like this the available width picks the machines long before the budget does.
The quick facts
- The Greater Noida Industrial Development Authority cleared phase one of the state’s first double decker elevated road at its 144th board meeting on 3 September 2026.
- Sanctioned cost of phase one: Rs 756.01 crore.
- Alignment runs from the Ek Murti roundabout on Greater Noida West’s 130-metre road, through Shahberi, to the Delhi-Meerut Expressway (NH-9).
- Three lanes on each deck, one deck per direction, adopted because the usable corridor at Shahberi is about 12 metres.
What the authority actually approved
Amar Ujala’s Noida desk carried the decision on the evening of the board meeting and Swarajya followed the next day. A feasibility study found the existing road through Shahberi runs roughly 14 metres wide, while a conventional four-lane elevated road needs at least 15 metres of working corridor. Stacking two three-lane decks fits the same capacity into about 12 metres.
Three things are not settled. Carriers disagree on who pays: Amar Ujala reports the cost shared equally by the Yamuna, Noida and Greater Noida authorities together with the Ghaziabad Development Authority, while Swarajya names only GNIDA and GDA. The corridor length is put at about 4.5 km by one desk and left unstated by the others. The cost of the balance stretch, from the Shahberi drain onward to NH-9, is not consistently reported either. So we are not quoting a rupees-per-km rate here, because both inputs it needs are unstable. NHAI has been asked to prepare the detailed project report, which makes this a sanction rather than a tender.
What does a 12-metre corridor mean for buyers?
That width rules out the way most Indian elevated roads get built. There is no room beside the alignment for a casting yard, none for a heavy crawler to set up outriggers, none to park a batching plant on site. The work gets pushed towards precast: segments cast off site, trucked in at night, lifted by a launching gantry that walks forward along the deck it has already built. A gantry is specialist kit, usually carried over by the main contractor from a previous viaduct, and the general hire market does not supply it.
What the hire market will supply is everything underneath. Bored piles in a congested urban right of way mean piling rigs working off the live carriageway, with excavators and backhoe loaders on utility diversion and pile-cap work in between. Rigs in that class come from makers such as Bauer, Soilmec and Liebherr, and there are only so many of them working the NCR at once. Concrete arrives as transit mixers from an off-site plant, so the volume lands with ready-mix operators around Ghaziabad rather than on the alignment.
Our take: on the machine classes most of our readers own, this reads as a utilisation story rather than a purchase signal. Building a second deck over live construction below means tight possession windows and machines standing idle between them, and contractors price that by hiring instead of buying. The genuine buy signal sits with piling contractors, and only if a wider narrow-corridor viaduct programme follows across Greater Noida West, Noida and Ghaziabad. One stretch of four or five kilometres does not justify a rig on its own. Fleet owners in Uttar Pradesh should also watch the clock: a DPR still has to be written and a four-way funding agreement still has to close before any package reaches the market.
What to watch
- The NHAI detailed project report, which will fix the corridor length and pier spacing, and with them the girder weight the cranes on site have to handle.
- Whether the balance stretch from the Shahberi drain to NH-9 gets its own dated sanction and cost.
- The funding agreement between the authorities. A four-way equal split takes longer to close than a two-way one, and tender dates move with it.

FAQ
When will construction start on the Greater Noida double decker road?
No start date has been announced. NHAI has been asked to prepare the detailed project report first, and a tender can only follow that. Treat the 3 September approval as a funding sanction for phase one, not a work order.
Why does a 12-metre corridor change the equipment list?
Because there is no space for a casting yard, a site batching plant, or a large crawler crane to set up. The job leans on precast segments, a launching gantry and piling rigs working off the carriageway, with concrete trucked in from an off-site plant.
How much has been sanctioned so far?
Rs 756.01 crore for phase one. Reports on the cost of the remaining stretch to NH-9 differ, so we have not quoted a total for the full corridor.
