Delhi has cleared the design for a 5.5 km six-lane elevated corridor on Maa Anandmayee Marg, running from the Outer Ring Road to Mehrauli-Badarpur Road and lifting through traffic over roughly 12 intersections. For anyone who owns or hires plant in the capital, the useful detail is not the traffic relief. It is the fleet a viaduct of this kind actually pulls, and how little of it is earthmoving.

What Delhi actually approved

UTTIPEC is the capital’s traffic and transport planning and engineering body, and what it signed off is a design clearance, not money. The Tribune and Punjab Kesari both report the corridor as cleared at the 70th governing body sitting, with the stated aim of separating through traffic from local movement around the Okhla industrial areas. Neither carrier gives a sanctioned cost, a tender date or a construction period, and we are not going to invent one. With the six station plans approved, all 31 multi-modal integration schemes DMRC drew up for its Phase-I and Phase-II corridors now have UTTIPEC clearance.

What it means for buyers

With no cost published, there is no rupee-per-km figure to rank this against our earlier elevated-road coverage. The scope still tells you the job. Six lanes carried on 5.5 km of viaduct is a piling and launching contract: bored piling rigs working down the central median, pier caps set by crawler crane, precast segments erected by launching gantry, and a batching plant feeding transit mixers and boom pumps for the full term. Bulk earthmoving is a bit part here.

The constraint that picks the machine is the road itself. This runs along a working south Delhi arterial, so the contractor gets a median working width, utility diversions and night possessions rather than an open site. That caps rig and crane size well below what the budget alone would suggest, and it makes heavy erection kit sit idle between possession windows.

The Crown Plaza underpass is the only real excavation on the list, and it is a cut-and-cover box beside live traffic: shoring, dewatering and 20-tonne-class excavators working inside a confined pit. The six station plans are the opposite job again. They cover roughly 300 m around each station, which is footpath, last-mile and access work spread over six separate sites.

Our take: treat this as two different buying arguments. The viaduct favours owning the concrete train and hiring the gantry and heavy crane, because utilisation on a possession-limited alignment is lumpy. The station-area packages are scattered, short-duration city work, and on that pattern the low-bed cost of shifting a machine between sites usually beats the ownership case, which points to backhoe loaders, compacts and plate compactors on hire. And a design clearance is not a work order. PWD still has to get a sanctioned cost and float the packages.

What to watch

  • A PWD cost sanction for the corridor. Until a figure is notified, no per-km rate can be computed and no package split exists.
  • Whether the viaduct is tendered as one contract or split, which decides if this suits a single large fleet or several mid-size contractors.
