Pune Metro Phase 2 foundation stone laid: Rs 13,500 crore for four elevated lines

Reviewed by 4 min read

Prime Minister Narendra Modi laid the foundation stone for Pune Metro Phase 2 on Tuesday, 3 November: four elevated lines, about 44 km, put at around Rs 13,500 crore. For contractors and machine owners in Pune, that is the number that counts. The 23 km Pink Line he opened the same day is finished work. Phase 2 is the piling, pier and viaduct work still to come, and most of it has not been let yet.

What was announced

  • Phase 2, about Rs 13,500 crore: Lines 2A, 2B, 4 and 4A. The stones were laid by video link on 3 November.
  • Lines 2A and 2B, about 12.75 km: Vanaz to Chandani Chowk, and Ramwadi out to Vitthalwadi on the east-west line.
  • Line 4, about 25.52 km: Kharadi to Khadakwasla. Line 4A, 6.12 km: Nal Stop to Manik Baug.
  • Line 3 (Pink Line): about 23 km, Maan to District Court, over Rs 8,300 crore, opened the same day. The two together make up the Rs 21,800 crore headline.

What happened in Pune on 3 November

PTI’s report on NewsDrum and Open magazine’s bureau copy give the same split. The Pink Line, over Rs 8,300 crore, was inaugurated, and Phase 2, about Rs 13,500 crore, got its foundation stone. The line lengths match too: 12.75 km for 2A and 2B, 25.52 km for Line 4, 6.12 km for Line 4A. Line 4 and 4A add up to 31.64 km, which is the 31.636 km the Union Cabinet cleared on 26 November 2025 at Rs 9,857.85 crore, with 28 elevated stations. Open puts the Line 2 extensions at over Rs 3,600 crore with 13 stations.

Does this change what a Pune contractor should line up?

Yes, and the type of work is clear. All four lines are elevated, so this is viaduct work: bored piles, pile caps, piers, pier caps and segments, plus station boxes up on stilts. That is work for rotary piling rigs, crawler and mobile cranes for pier caps and segment handling, batching plants with transit mixers, and concrete pumps for piers and station decks. Launching gantries do the span erection, but that is specialist kit the viaduct contractor brings in, not something a local fleet owner buys.

Look at the cost per km. Rs 13,500 crore over about 44.4 km is roughly Rs 304 crore a km. Line 4 and 4A on their own come to about Rs 312 crore a km. Our own Mumbai Metro 12A post had the metro-only cost at about Rs 457 crore a km. Pune’s number is lower because there is no underground section and no integrated flyover. More of the money goes to repeated pier-and-span work, and that keeps the same crane and piling crews busy for years, not months.

The constraint is the street, not the budget. These viaducts run along road medians through Kharadi, Hadapsar, Swargate and Warje, under traffic barricades and largely at night. That limits rig and crane size and favours compact gear for utility shifting, such as backhoe loaders and small excavators. Our view, hedged: local owners will earn more from hire contracts under the package winners than from bidding themselves. Most of that pull should come once the Line 4 packages are awarded.

Only one Phase 2 civil package appears to be with a contractor so far. In March, Maha-Metro gave a T&T Infra and Univastu joint venture a Rs 229.97 crore package, including GST, for 1.123 km of Line 2A viaduct and the Kothrud Bus Depot and Chandani Chowk stations, with 27 months to finish. We found no civil award yet on Lines 4 or 4A. A June Punekar News report said Maha-Metro had started surveys ahead of floating tenders. FAQ

Which Pune Metro lines got a foundation stone on 3 November 2026?

Phase 2: Line 2A (Vanaz to Chandani Chowk), Line 2B (Ramwadi to Vitthalwadi), Line 4 (Kharadi to Khadakwasla) and Line 4A (Nal Stop to Manik Baug). The total is about Rs 13,500 crore over roughly 44 km.

Has the Phase 2 civil work been awarded?

Only partly, as far as we can find. A Rs 229.97 crore Line 2A viaduct package went to the T&T Infra and Univastu joint venture in March. We found no award yet on Lines 4 or 4A.

Which machines will Pune Metro Phase 2 need most?

Piling rigs, cranes, batching plants, transit mixers and concrete pumps for the viaduct, and compact excavators and backhoe loaders for utility diversion along the medians.

Dates to note

  • 4 November: Pink Line passenger service starts at 17 of its 23 stations.
  • Lines 4 and 4A: the Union Cabinet approval of 26 November 2025 set a five-year completion window, which points to about 2030.
  • Next step to watch: Maha-Metro civil package awards on Line 4 and 4A, and who wins them.
