Ground work on the Umroi (Shillong) airport runway extension is due to begin within weeks: the tender is complete, the Airports Authority of India has allotted the job, and the Centre has separately cleared over Rs 60 crore for the Baljek airport upgrade in Garo Hills. For anyone running or hiring machines in the Northeast, that means two funded earthmoving sites opening in one state inside the same season.
Sangma set this out after meeting Union Civil Aviation Minister Kinjarapu Rammohan Naidu in New Delhi on 21 July. India Today NE carried his remarks the following day, and Meghalaya Monitor published the same meeting readout with the clearance and land detail. The extended runway is meant to take A320-class aircraft, which is the whole point of the project — it ends Meghalaya’s dependence on the road run from Guwahati for anything larger than a turboprop. One caveat: execution-level clearance from the DGCA has been reported as still pending, so the start date is a stated intent, not a mobilisation notice.
Umroi sits on hill terrain, so a runway extension there is not a flat-land job. Expect rock excavation and bulk cut-and-fill first, which pulls 20-tonne class excavators and dozers, then the grading and layer work that keeps motor graders, soil compactors and tandem rollers busy for months. Apron and terminal work brings batching plants, transit mixers and pavers behind that.
The 18-month clock matters more than the headline. With a three-month monsoon buffer built in, the contractor has to push the heavy earthwork into the dry window, which historically means October to May in the Shillong belt. That compresses demand rather than spreading it — hire rates for excavators and rollers in the Guwahati–Shillong corridor tend to firm up when a big site mobilises, because Northeast fleets are thin and most machines travel in from Assam.
Baljek is the smaller and quieter opportunity. At the Rs 60 crore scale, it is backhoe loader, mini excavator and 8–10 tonne roller work rather than a fleet job, but it suits owner-operators in the Garo Hills who currently chase district road contracts.
Our take: treat Umroi as a rental and subcontract opportunity before treating it as a machine-purchase trigger. Until DGCA sign-off and a visible mobilisation, buying iron on the strength of this announcement is early. If you already own a suitable fleet, the sensible move now is to get on the contractor’s hire list.

The Meghalaya Chief Minister said on 22 July 2026 that physical work would begin within a few weeks, with the tender complete and the job allotted by AAI. Execution-level DGCA clearance was reported as still pending at that point.
On hill terrain, the sequence usually runs rock excavation and bulk earthwork, then layer construction and compaction, then paving. That means excavators and dozers up front, graders and soil compactors through the middle, and batching plants, mixers and pavers for the apron and terminal.
The Centre has cleared over Rs 60 crore for the Baljek airport upgrade in Garo Hills, with work expected to follow once the paperwork is complete. The state has asked AAI to operate it, beginning with 19-seater services.
