Trunk works for a city that does not exist yet
The package covers design, construction, commissioning and five years of operation and maintenance for the infrastructure works proposed under the Activation Area of the BIDA Master Plan 2045, on EPC terms. An activation area is the first slice of a master-planned industrial city that gets serviced so plots can be sold. In practice that means internal roads, drains, water lines, sewers and power ducts going in across open farmland before any factory arrives. Package 1 is the start of a programme, so performance here counts for the packages that follow.
Five years of running after the build
EMD is ₹3,97,00,000, a clean 2 per cent of the estimate, with no exemption, and the tender fee is ₹41,654, which is high enough to filter out casual bidders. The portal does not state a completion period. What it does state is five years of operation and maintenance after commissioning, so price the maintenance years into the bid rather than treating them as an afterthought.
Nothing is in place on an activation area, so the contractor builds its own access first. Excavators and tippers cut the road formation and the drain lines, motor graders and compactors build the layers, and backhoe loaders follow the utility trenches from one plot boundary to the next. Culverts, chambers and pump houses need transit mixers and a pick and carry crane. With five years of O and M attached, owned machines usually beat hired ones on cost here.
