ELF Perimeter Roads Tender: Emergency Landing Facility Works on NH-16, Andhra Pradesh (Rs 61.74 Cr)

NHAI is building perimeter roads on both sides of an emergency landing facility on NH-16 near Ongole along with an air traffic control plinth for Rs 61.74 crore, and the ELF perimeter roads tender closes at 11:00 AM on 19 November 2026.

Roads around a highway runway

The scope is construction of perimeter roads on both sides of the emergency landing facility including an ATC plinth of 50 metres by 50 metres, on the Chilakaluripeta to Nellore section of NH-16 from km 1210.000 to km 1214.600 in Andhra Pradesh, on EPC mode. The technical wing at NHAI head office is the inviting authority through PIU Ongole, reference PROJ-36017(33)/1/2025-PIU Ongole/291023.

An emergency landing facility is a 4.6 km stretch of highway built to aircraft specification so the air force can use it as a runway. The perimeter roads let service vehicles reach the strip without entering the carriageway, and the ATC plinth is the foundation for the control cabin.

Second ELF package on the same highway

NHAI already has a separate tender running for the emergency landing facility works at km 1274 to 1277.6 on the same Chilakaluripeta to Nellore section, at Rs 121.37 crore. This package is a different chainage and a different reference number, so the two are siblings rather than the same job. Elsewhere in the state there is the Chittoor to Mallavaram balance works tender on NH-140.

The estimate here is Rs 61,74,00,000 with a deposit of Rs 62,00,000 and a Rs 10,000 fee, and the portal gives 365 days. Bids open at 11:30 AM on 20 November.

Tolerances tighter than normal road work

Anything beside an aircraft strip is built to levels that ordinary road work does not demand, and the finished surface has to drain fast. Motor graders with a good blade control system and compactors doing full passes are what deliver that. Excavators and tippers build the formation, a wheel loader feeds the plant, and the ATC plinth needs transit mixers and a small crane. Work has to fit around air force and NHAI clearances, so programme float matters.
