What the Faridabad CETP tender covers

The scope runs the full chain: planning, design, engineering, procurement, construction, installation, testing and commissioning of a 50 MLD common effluent treatment plant based on physico-chemical treatment followed by a biological extended aeration process. It is being procured by Haryana State Industrial and Infrastructure Development Corporation for the industrial area at Faridabad, and the identification block records it as Civil Works under the Works category.

The estimate is disclosed at ₹312.76 crore, on a works contract in two covers with 180 days of bid validity. The EMD is ₹1,63,85,000 with exemption allowed, which is 0.52 per cent of the estimate. That is low but not suspect: a flat, capped deposit rather than a percentage. Read it the other way and the figure holds up, because a value 100 times smaller would put the deposit at over half the contract, which no authority charges. Tender fee is ₹50,000, paid online. Submissions open on 10 August and bids are opened at HSIIDC IMT Faridabad on 1 September.

A CETP is a process plant sitting on a civil base, so the winning bid usually pairs a water-treatment specialist with a civil contractor. The bidder pool HSIIDC has attracted on this work type is very wide, over 2,600 past tenders with no dominant name, but that number covers the corporation’s whole procurement, not effluent plants specifically. For a job of this scale the real field is much narrower.

Three weeks to close is tight for a design-and-build process package, so the process partner needs to be lined up already. For machine owners around Faridabad, Palwal and Ballabgarh, this is a hire play rather than a bid: plant construction of this size runs excavation and concrete for months, and the contractor rents locally rather than hauling a fleet into the NCR.

Effluent treatment plants are deep-structure jobs. Aeration tanks, clarifiers, sumps and equalisation basins all go well below ground, so excavators lead on the bulk dig, with shoring and dewatering close behind. The Faridabad water table makes dewatering a real cost line, not a formality. Tippers move spoil out through an operating industrial area, which usually means night running and tighter fleet scheduling.

Once the dig is done the job turns into a concrete programme: batching plant, transit mixers and pumps for the tank walls and rafts, with cranes setting aerators, blowers, launders and the mechanical packages. Backhoe loaders do the constant service-trench and pipeline work that a plant site generates, and compactors close out the roads, hardstanding and external development.
