Una Bulk Drug Park CETP Tender, Himachal Pradesh (Rs 273.49 Cr)

Himachal Pradesh has tendered a 5.0 MLD common effluent treatment plant with zero liquid discharge for the Bulk Drug Park at Una, valued at Rs 273.49 crore and closing on 17 August 2026.

The Directorate of Industries is building the shared environmental infrastructure for the park, and this Bulk Drug Park CETP package covers: 1.5 MLD of high TDS stream and 3.5 MLD of low TDS stream, with a ZLD facility on top. Bids are managed out of Shimla by the Managing Director cum CEO of the park company. Anyone who tracked the Dholera CETP earlier this summer will recognise the shape of this contract.

What is being built

A CETP at this capacity is a civil and process package running together. Expect collection sumps and equalisation tanks, primary and secondary treatment trains, sludge handling, and for the ZLD side, evaporation and crystallisation units that push recovered water back into the park. Segregating the high and low TDS streams into separate lines is what drives the tank count up, so civil quantities are heavier than a single-stream plant of the same nominal capacity.

Bidding picture

The package is listed on an empanelment basis with two covers and a long 180-day bid validity, which points to a serious technical evaluation before commercials open. Firms with process-plant credentials will lead, but the earthwork, tankage and pipework underneath is regular heavy civil work that Himachal contractors can win at the subcontract level. Its sibling package for a 300 TPH boiler steam system closes the same day, so the park is letting both utilities together.

Plant on the ground

Tank farms of this size start with bulk excavation and mass concrete. That means excavators for deep tank pits, concrete mixers or a dedicated batching setup running through the raft and wall pours, and cranes to set equipment skids, pumps and pipe spools. Compactors handle the backfill and the internal roads, and a backhoe loader covers the constant utility trenching.
