A jail is a building job with a security specification: perimeter wall and watch towers first, then barrack blocks, kitchen, hospital, administration and staff quarters, with water, sewage, power and a treatment unit inside the wall. The concrete cycle decides the programme, so put a batching point and transit mixers on site and keep a pick-and-carry crane for shuttering and steel. An excavator handles bulk earthwork and the perimeter foundation, backhoe loaders run services and drains, and a roller finishes internal roads at the end.
