Two in stream storage structures worth ₹173.87 crore are open for bids in Sundargarh district, and the first half of the Sundargarh storage structures pair closes at 5:00 PM on 26 October 2026.
Barriers on the Sapei and the Ichha
The Chief Engineer, Basin Manager, Upper Mahanadi Basin at Burla has issued two consecutive notices. The first is construction of the Phulbari in stream storage structure across the river Sapei near Phulbari village in Bargaon block, worth ₹1,03,54,36,099, reference CE AND BM – MB- 08/2026-2027(Online), closing 28 October. The second is the Bharatpur structure across the river Ichha near Bharatpur village in Lephripada block, worth ₹70,33,37,955, reference CE AND BM – MB- 07/2026-2027(Online), closing 26 October.
Both are on EPC turnkey basis including the power connectivity system and operation and maintenance of the commissioned structure, and both carry 912 days. An in stream storage structure is a low barrier that holds water in the river channel itself rather than flooding a reservoir behind a dam, which is why these have become the standard answer for irrigation in this part of Odisha.
Deposits, exemption and the state pipeline
EMD is ₹1,03,54,361 on Phulbari and ₹70,33,380 on Bharatpur, each exactly 1 per cent, and exemption is allowed on both. The fee is ₹10,000 per package, which keeps the field open to mid sized contractors. Bids open the morning after each closing.
River work is seasonal work. Everything below the water line has to be finished between the end of one monsoon and the start of the next, behind coffer dams that you build and then remove. That puts excavators on the diversion and the foundation excavation from the first dry week, with pumps running continuously. The barrier itself is a concrete job needing transit mixers with a reliable aggregate supply, and a crane to set gates, hoists and the power connectivity equipment. A wheel loader works the stockpile and a compactor finishes the approach bunds. Two and a half years sounds generous until you count only the dry months.
