NHAI wants a contractor to finish 26.6 km of the eight-lane Vadodara Mumbai Expressway in Gujarat, a ₹873.62 crore balance-work package closing on 14 September 2026.

Picking up an unfinished stretch

This is Package IX of the Vadodara Mumbai Expressway, covering km 128.0 to km 154.6 between Karvad and Jujuwa. The word that matters in the title is balance. The original contract for this stretch did not carry it through, and NHAI is retendering the work that remains on EPC mode.

Balance-work packages behave differently from a fresh alignment. Some of the earthwork and structures are already standing, so the incoming contractor inherits a part-built corridor and has to survey what is usable before pricing. That cuts both ways: less bulk earthmoving than a greenfield job of the same length, but more care over interfaces, and a document set worth reading closely. Reading the money

Earnest money is ₹8,74,00,000 against an estimate of ₹873.62 crore, which is one per cent almost to the rupee and confirms the value. The tender fee is ₹90,000 and bid validity runs 120 days over two covers.

The tender was published on 28 May 2026 with a single date-extension corrigendum issued on 9 July 2026. The document set is unusually large for a package this size, with several tranches of tender documents and a pre-bid reply loaded against it, which is normal for balance work where the scope has to be defined against what already exists on site.

At ₹873 crore this sits below the mega-package tier and inside reach of a strong regional EPC contractor with expressway experience. The bidder pool NHAI has drawn for Gujarat highway work at this scale includes both national firms and established Gujarat contractors, which makes it more competitive than the multi-thousand-crore packages.

What an eight-lane finish needs on site

Completing a part-built expressway is pavement-heavy rather than earthwork-heavy. Expect paving trains, heavy compactors and motor graders working the remaining formation and shoulders, with wheel loaders feeding the batching and mixing plants.

The structures that remain incomplete carry the rest of the demand: cranes for girder and span work, piling rigs where foundations are outstanding, and concrete mixers running steadily through the deck pours.
