Shamli Gorakhpur Expressway Tender: Ten NHAI HAM Packages in Uttar Pradesh

Ten packages of the Shamli-Gorakhpur greenfield corridor are now out to tender across Uttar Pradesh, together worth Rs 34,470.86 crore, with bids closing between 2 and 5 November 2026.

The corridor and the packages on offer

NHAI is building a high-speed, access-controlled greenfield highway from Shamli in western Uttar Pradesh to Gorakhpur in the east. All ten packages below are on the Hybrid Annuity Mode and were published between 14 and 16 September 2026. Chainages are design kilometres along the corridor:

• Package 2, ch. 84.500 to 143.100: Rs 3,144.05 Cr, closes 4 November
• Package 3, ch. 143.100 to 212.600: Rs 3,451.81 Cr, closes 4 November
• Package 5, ch. 212.600 to 274.000: Rs 3,144.34 Cr, closes 2 November
• Package 6, ch. 274.000 to 348.039: Rs 3,432.76 Cr, closes 2 November
• Package 7, ch. 348.453 to 422.500: Rs 3,091.06 Cr, closes 2 November
• Package 8, ch. 422.500 to 466.000 (43.5 km): Rs 1,942.57 Cr, closes 3 November
• Package 9, ch. 466.000 to 510.700 (44.7 km): Rs 3,303.63 Cr, closes 5 November
• Package 10, ch. 510.700 to 579.950 (69.25 km): Rs 3,906.77 Cr, closes 5 November
• Package 11, ch. 579.950 to 662.400 (82.45 km): Rs 4,154.01 Cr, closes 5 November
• Package 12, ch. 662.400 to 745.594 (83.194 km): Rs 4,899.86 Cr, closes 5 November

Packages 2 to 7 are tendered from NHAI headquarters and packages 8 to 12 from its UP division, so the reference series differ. The work, mode and timing are the same, and the numbers are grouped here for that reason.

What it means for contractors across UP

Each package is a full HAM contract of 43 to 83 km for a large highway contractor. Taken together, close to 660 km of new formation across western and eastern UP is a very large earthwork programme. Borrow earth, embankment, cross-drainage structures, service roads and river bridges are usually sublet on jobs like this, so fleet owners along the route should expect demand for tippers and rollers once the packages are awarded.

EMD by package

EMDs run at about 1% of each estimate, from Rs 19,43,00,000 on Package 8 to Rs 49,00,00,000 on Package 12. Tender fees range from Rs 2,00,000 to Rs 4,90,000.

Machines the corridor will absorb

Excavators at borrow areas, thousands of tipper trips, and dozers, motor graders and vibratory rollers on the embankment. Canal and river crossings need piling rigs, cranes and batching plants with transit mixers. The six-lane pavement then brings wet mix and hot mix plants, sensor pavers and tandem rollers, package by package.

1. Open the official portal: Central Public Procurement Portal (etenders.gov.in).
2. Search by the tender ID of the package you want, for example 2026_NHAI_290995_1 for Package 12, under National Highways Authority of India.
3. Register on the portal and keep a valid Class III digital signature certificate ready.
4. Download the RFP and schedules for that package and check the HAM eligibility, EMD and fee.
5. Submit before that package’s deadline, between 2 and 5 November 2026, 11:00 AM.
