Rajasthan PWD contractor registration is an enlistment under Appendix XVI of the state’s Public Works Financial and Accounts Rules (PWF&AR), and the same rule book serves PWD, Irrigation, PHED, IGND and CAD. Civil contractors are enlisted in five classes: AA (any amount), A (up to Rs 10 crore), B (up to Rs 5 crore), C (up to Rs 1.5 crore) and D (up to Rs 30 lakh), limits fixed on 27 June 2024. The registration fee runs from Rs 4,500 (D) to Rs 45,000 (AA), plus a pledged security deposit of Rs 0.75 lakh to Rs 12 lakh, and since 26 December 2025 the top four classes need larger completed works to qualify.
Until June 2024, an A class contractor in Rajasthan could not bid for a work above Rs 3 crore. The same enlistment now reaches Rs 10 crore, and a D class firm’s ceiling has doubled from Rs 15 lakh to Rs 30 lakh. Eighteen months later the Finance Department moved the other way on the entry gate: from 26 December 2025, getting into AA class needs two completed works of at least Rs 2.5 crore each, up from Rs 1 crore.
So the bigger limits came with a harder door. Everything below comes from the Finance Department’s consolidated PWF&AR, Fourth Edition, Part II (Appendices), amended up to 1 July 2026, read with Rule 334 in Part I. For the central version, see our guide to PWD contractor registration under the CPWD rules.
Which rules govern Rajasthan PWD contractor registration?
Rule 334 of the PWF&AR says that, as a rule, all works go to enlisted contractors only, and points to Appendix XVI, the “Rules for Enlistment of Contractors in Public Works Departments (i.e. PWD, Irrigation, PHED, IGND, CAD etc.)”. The appendix supersedes all earlier enlistment orders and sets up five categories: civil, furniture and joinery, electrical, sanitary and plumbing, and painting. Civil covers buildings, roads, dams, bridges, canals, reservoirs and water supply and sewerage schemes, so it is the category a machine-owning contractor needs, and the one this guide covers.
Rule 334 also lists exceptions. If no registered contractor comes forward, unregistered contractors may be allowed for works up to Rs 2 lakh. Contractors enlisted with CPWD, MES, the Railways and other state or central bodies are treated as unregistered in Rajasthan, though firms equivalent to AA or A class may bid in tenders of Rs 1.50 crore and above by depositing full earnest money.
Classes, enlisting authority and tender limits
Your class decides two things: which officer enlists you, and the largest work you may bid for. The amount shown in the notice inviting tenders (NIT) decides which classes are eligible. The table shows the limits as substituted by the Finance Department order of 27 June 2024 (Circular 98/2024), with the limits they replaced.
| Class | Enlisted by | Concessional bidding area | Tender limit from 27 June 2024 | Earlier limit |
|---|---|---|---|---|
| AA | Chief Engineer (one authorised CE per department) | Whole of Rajasthan, in the enlisting department | Any amount | Any amount |
| A | Chief Engineer | Enlisting CE’s jurisdiction, plus other CEs of the same department | Rs 10 crore | Rs 3 crore |
| B | Additional Chief Engineer | The zone | Rs 5 crore | Rs 1.5 crore |
| C | Superintending Engineer | The circle | Rs 1.5 crore | Rs 50 lakh |
| D | Executive Engineer | The division | Rs 30 lakh | Rs 15 lakh |
Within your bidding area, the rules let you tender with concessional earnest money of 0.5% of the estimated cost instead of the normal 2%. Outside it, B, C and D class firms may bid elsewhere under the same senior officer, and AA and A class firms in other engineering departments, but only with full earnest money. If a concessional bid is forfeited, the full 2% is recovered. Check each NIT’s bid security clause; our explainer on how EMD in a tender is worked out covers the general rules.
Under para I.25, the total value of works you hold at once, across all categories, must not exceed five times the maximum limit of a class in which you are enlisted.
Registration fee and security deposit
You pay two amounts with the application in Form RPWA 108: a non-refundable registration fee, and a security deposit pledged to the enlisting authority as an interest-bearing security or a fixed deposit receipt of a nationalised or scheduled bank. The rates below are from the same 27 June 2024 order, which also raised the application form fee to Rs 500.
| Class | Registration fee from 27 June 2024 | Security deposit from 27 June 2024 | Fee and deposit before (from 10 Oct 2017) |
|---|---|---|---|
| AA | Rs 45,000 | Rs 12 lakh | Rs 30,000 and Rs 8 lakh |
| A | Rs 33,750 | Rs 6 lakh | Rs 22,500 and Rs 4 lakh |
| B | Rs 22,500 | Rs 3 lakh | Rs 15,000 and Rs 2 lakh |
| C | Rs 9,000 | Rs 1.5 lakh | Rs 6,000 and Rs 1 lakh |
| D | Rs 4,500 | Rs 0.75 lakh | Rs 3,000 and Rs 0.5 lakh |
Qualified unemployed diploma or degree engineers can be enlisted in D class at half the fee and half the deposit. Enlisting with a second authority, or in a second class or category, means paying both again. The enlistment deposit does not count towards the performance security of any work you win, and the department can adjust it against dues you owe any department.
Eligibility: experience, engineers, machinery and the bank report
Past work experience (amended 26 December 2025)
Every class except D must show two satisfactorily completed works, each of at least a set value, in the last three years. Circular 112/2025, dated 26 December 2025, raised those values sharply.
| Class | Each of 2 works, from 26 Dec 2025 | Each of 2 works, before |
|---|---|---|
| AA | Rs 2.5 crore | Rs 1 crore |
| A | Rs 1.25 crore | Rs 50 lakh |
| B | Rs 25 lakh | Rs 10 lakh |
| C | Rs 5 lakh | Rs 2 lakh |
| D | Nil | Nil |
The application asks for each work’s name, year, amount and the authority under which it was done. For work outside PWD, attach original or attested certificates from the officers concerned. A firm without two completed works of qualifying size can only start in D class. Moving up later means a fresh application and a fresh fee for the new class.
Turnover and solvency
The turnover requirement was deleted from Appendix XVI on 23 March 2001 (Circular 11/2001). The application form instead asks for a banker’s report, preferably in a sealed cover, on your financial capacity to handle works of the size you seek. No fixed solvency amount is prescribed, though individual tenders can set their own turnover test.
Engineers and machines
Para II.7 ties staff to the work, not the class. Whenever you execute a work above Rs 1 crore, you must employ a civil engineering graduate; for works between Rs 15 lakh and Rs 1 crore, a civil diploma holder. The online form asks for an engineer’s affidavit in the employee section.
For AA, A and B class, the bar is higher. You need a permanent engineering organisation, an office that can prepare bills and estimates, and “sufficient machinery and tools”, with details and proof of ownership attached. The rules name no specific machines, so show the fleet you own, for example a JCB 3DX backhoe loader for road and pipeline work or a Tata Hitachi EX 210 Infra excavator for canal and foundation work. If ownership proof is the gap, compare equipment loan options for contractors before you apply for a higher class.
How to apply online through SSO Rajasthan
PWD’s user manual for its Contractor Management Application (November 2020) sets out the online route:
- Log in at sso.rajasthan.gov.in with your SSO ID and password.
- Open Citizen apps (G2C) and select “Contractor Management System”.
- On the Contractor Enlistment dashboard, click New Enlistment. Choose “Yes” under existing enlistment if you are renewing, and enter your old licence details.
- Select the department, contractor type and class, then fill in address, firm and bank details, including each partner’s Aadhaar and PAN.
- Complete the infrastructure section: work experience, machine details, employee details, litigation and relatives in service.
- Upload the documents as PDF files under 2 MB each, enter the registration fee challan details, and submit.
- Once approved, download the enlistment approval order from the same dashboard.
Form RPWA 108 asks for work experience certificates, address verification from the municipality, police station or gram panchayat, the firm’s registration certificate, the partnership deed, a registered power of attorney, signatory photos and the security deposit with the bank’s undertaking. The enlisting officer may grant provisional enlistment where documents are incomplete, for up to one year at a time and two years in total. Screens may have changed since 2020, so confirm the fee payment mode with the enlisting office.
Validity, renewal and how you lose the enlistment
Appendix XVI does not fix a validity term in years. The enlistment order and identity card state your period of enlistment. Renewal costs 20% of the prescribed fee, while re-enlistment for any reason costs the full fee. Under para VII.2, as amended on 3 April 2025 (Circular 101/2025), the registering authority reviews each registration every four years against performance data. Para VIII.6 in the same compilation still says two years, so ask your enlisting office which cycle it follows.
Three conditions catch contractors out. By the end of September each year you must submit a copy of your last quarter’s GST return, or risk removal. You can be removed if you secure no contract in two consecutive years. And any change, such as a new partner or address, must be reported within one month. Demotion, removal and blacklisting each need a 15-day show cause notice; a blacklisted contractor cannot be enlisted in any engineering department and forfeits the deposit.
Does the same register work for WRD and PHED?
Appendix XVI applies equally to PWD, Irrigation (WRD), PHED, IGND and CAD, with the same classes, limits and fees. But each department enlists through its own officers, and para I.13 makes you pay a separate fee and deposit for each authority. PHED, for example, publishes its own class-wise list of registered AA to D contractors. A PWD enlistment lets an AA or A class firm bid in WRD or PHED only by paying full earnest money; for concessional bidding, you need that department’s own enlistment. How other states run their canal and dam registers is covered in our guide to irrigation department contractor registration.
The bottom line
If you have no qualifying works yet, D class is the realistic start: no experience requirement, a Rs 4,500 fee and a Rs 30 lakh ceiling. If you already hold two completed works of Rs 25 lakh or more, B class now opens tenders up to Rs 5 crore. Before applying for A or AA, check your works against the December 2025 thresholds, because the old Rs 1 crore and Rs 50 lakh benchmarks no longer qualify. Once enlisted, track live government tenders for contractors open to your class.
Figures are from the Government of Rajasthan Finance Department’s Public Works Financial and Accounts Rules, IV Edition, Parts I and II, amended up to 1 July 2026 (Rule 334 and Appendix XVI, with orders dated 27 June 2024, 3 April 2025 and 26 December 2025), the PWD Contractor Management user manual of November 2020, and PHED’s published contractor list, all read in October 2026. The full rule book is available from the Rajasthan Finance Department’s PWF&AR Part II.
