Gujarat contractor registration for roads, bridges and buildings is done by the state Roads and Buildings (R&B) Department on its online portal, and the class limits still come from a resolution dated 6 August 2011. There are seven ordinary civil classes: AA with no tendering limit, then A (up to Rs 700 lakh), B (Rs 300 lakh), C (Rs 150 lakh), D (Rs 100 lakh), E-1 (Rs 50 lakh) and E-2 (Rs 15 lakh). Registration fees run from Rs 4,500 to Rs 33,000, renewal is charged per three-year term, and the minimum bank solvency ranges from Rs 1 lakh to Rs 300 lakh. Road, bridge and building specialists can add Special Categories I to III, which come with a list of owned machinery.
In May 2025 a contractor with AA class and Special Category-I (Road) registration lost a Kutch road widening tender at the technical stage. The tender asked for Special Category-I (Bridge) as well, and the firm had tried to cover the gap with an MoU partner. The R&B Department concluded the partner did not hold Special Category-I (Bridge); the partner had itself asked to be upgraded from Special Category-II. In June 2025 the Gujarat High Court refused to interfere. The class and category printed on your certificate decide which tenders you can enter. A partner’s certificate is no substitute.

Which rules govern Gujarat contractor registration today?
The base is Appendix 30 of the Gujarat Public Works Manual, Volume 2. R&B resolution RGN-6089-8-Part-1-C of 6 August 2011 revised its tables for limits, solvency, staff, upgradation and renewal, leaving the other rules as set in 1998. A second resolution of the same date, RGN-6089/(8)/Part-III/C, revised the special categories. The portal’s quick reference guide, last modified in August 2026, still cites the 6 August 2011 resolution and repeats its figures. We found no later revision.
Classes, tendering limits and fees
Table I of the R&B registration criteria resolution of 6 August 2011 sets these figures. The Narmada bond column is from the portal’s fee chart, which asks for 10% of solvency.
| Class | Tendering limit | Minimum solvency | Narmada bond | Registration fee (Rs) | Renewal fee, 3 years (Rs) | Approved by |
|---|---|---|---|---|---|---|
| AA | Unlimited | Rs 300 lakh | Rs 30 lakh | 33,000 | 8,000 | Committee of Chief Engineers |
| A | Rs 700 lakh | Rs 75 lakh | Rs 7.5 lakh | 18,000 | 7,500 | Committee of Superintending Engineers |
| B | Rs 300 lakh | Rs 35 lakh | Rs 3.5 lakh | 13,000 | 7,500 | Committee of Superintending Engineers |
| C | Rs 150 lakh | Rs 25 lakh | Rs 2.5 lakh | 7,500 | 5,000 | Committee of Superintending Engineers |
| D | Rs 100 lakh | Rs 12 lakh | Rs 1.2 lakh | 7,500 | 5,000 | Committee of Superintending Engineers |
| E-1 | Rs 50 lakh | Rs 2 lakh | Rs 20,000 | 4,500 | 2,500 | Committee of Executive Engineers |
| E-2 | Rs 15 lakh | Rs 1 lakh | Rs 10,000 | 4,500 | 2,500 | Committee of Executive Engineers |
The same fee is charged for a fresh registration and for an upgradation. The portal’s chart lists the same figures for electrical contractors in Classes A to E-2, with electrical diplomas and degrees in place of civil ones. Solvency is shown by an original certificate from a nationalised bank.
Turnover, works in hand and engineers on the payroll
Table II of the 2011 resolution adds turnover and works-in-hand tests, and a further table fixes the minimum civil engineering staff.
| Class | Annual turnover, last 3 years (Rs lakh) | Cost of works in hand (Rs lakh) | Minimum engineers |
|---|---|---|---|
| AA | 500 | 1,000 | 3 graduates and 5 diploma holders; one graduate with site safety experience |
| A | 300 | 600 | 2 graduates and 5 diploma holders |
| B | 100 | 200 | 2 graduates and 3 diploma holders |
| C | 30 | 60 | 1 graduate and 3 diploma holders |
| D | 15 | 30 | 2 diploma holders |
| E-1 | 5 | 10 | 1 graduate or 1 diploma holder |
| E-2 | 3 | 5 | 1 graduate or 1 diploma holder |
The upgradation table uses the same pairs. To move from B to A, for example, you need Rs 600 lakh of works in hand when you apply and a minimum average annual turnover of Rs 300 lakh.
Each engineer goes on the portal with pay, PAN, Aadhaar, Form 16 and Form 26AS, so the person must really be on your payroll. On the works statement (Form 3), private works count at only 50% of their value.
Special categories for roads, bridges and buildings
Large R&B tenders often ask for AA class plus a special category, as the Kutch case shows. The special category resolution of 6 August 2011 sets three levels, each available for road, bridge and building works.
| Special category | Tendering limit | Minimum solvency | Narmada FDR bond | Fee (Rs) | Renewal, 3 years (Rs) | Approved by |
|---|---|---|---|---|---|---|
| Category I | Unlimited | Rs 300 lakh | Rs 30 lakh | 35,000 | 18,000 | Committee of Chief Engineers |
| Category II | Rs 700 lakh | Rs 75 lakh | Rs 7.5 lakh | 18,000 | 7,500 | Committee of Superintending Engineers |
| Category III | Rs 300 lakh | Rs 35 lakh | Rs 3.5 lakh | 15,000 | 7,500 | Committee of Superintending Engineers |
The portal’s fee chart shows Rs 300 lakh solvency for Special Category II, against Rs 75 lakh in the resolution, so ask your division which figure applies.
The road machinery list
Gujarat writes its machinery test into the rules for road works. For Special Category I (Road) you must have completed Rs 1,200 lakh of works in three years, including two road works of Rs 400 lakh each, with Rs 1,000 lakh in hand and a Rs 500 lakh average turnover. You must own at least three drum mix plants (one of at least 80 tph), two paver finishers and one sensor paver finisher extendable to 10 metres. The list also asks for 12 dumpers, three static road rollers, three vibratory rollers, three field testing laboratories and three core cutting machines. Every machine except the static roller must be no more than 10 years old.
Category II (Road) scales this down to eight dumpers and two of each roller type, plus a drum mix plant and a hot mix plant. Category III (Road) needs one hot mix plant, one paver, four dumpers, two static rollers and one vibratory roller.
The vibratory roller is the line small road contractors most often lack. A soil compactor such as the JCB VM117 (about Rs 36 to 38 lakh ex-factory, indicative as of October 2026) or a tandem roller such as the Dynapac CC425 CEV-V (about Rs 35 to 37 lakh) is the kind of machine that fills it. Ask your division whether a tandem roller counts against that line before you buy.
Bridges and buildings
Bridge and building categories ask for concrete plant instead. Special Category I (Bridge) needs two completed major bridges of over Rs 400 lakh each, prestressing experience, two weigh batching plants of at least 15 cubic metres an hour, 700 sq m of steel centering and pre-stressing equipment. Special Category I (Building) needs three RCC frame buildings of Rs 400 lakh each and 3,000 sq m of centering.
Ordinary classes have no fixed machinery list in the 2011 tables, but Form 1 asks for the value of your workshop, machines, tools and plant, and Form 3(B) lists them. If you are building up plant for an upgrade, compare construction equipment loans before the solvency certificate is due, because a large new loan can change what the bank is willing to certify.
How to apply on rnbcontractor.com
R&B Gujarat contractor registration is online on the Roads and Buildings Department registration portal. Its guide sets out these steps:
- New contractors generate a user ID. The password is your registered mobile number. Existing contractors receive login details on their registered email and mobile number.
- Start a new application and choose the class and category and the division office you want to register with.
- Fill Form 1, the application form, with firm details, solvency, Narmada bond and a declaration that you are not blacklisted.
- Fill Form 3 for works of the last three years, Form 3(B) for tools and plant, the staff pages and turnover.
- Pay the fee online, run the system’s validation, upload the originals with stamp and signature, print the PDF and submit. Nothing can be changed after submission.
- Track the approving committee’s comments under “Authority Comments” in your login.
Upgrades and renewals use the same screens, and an annual return (Form 7) is due by 30 April. For renewals, the portal’s fee chart charges a late fee equal to the full application fee if you are up to 90 days late, and twice that fee if you are 91 to 365 days late. For AA class that is Rs 33,000 or Rs 66,000.
Register before you bid. In 2013 the Gujarat High Court called it prima facie arbitrary to forfeit a bidder’s EMD merely because it applied for registration after bidding, but that took a court case. With a valid certificate you can work through current government construction tenders in Gujarat without that risk.
Unemployed engineers: C and D class
Unemployed engineers have a separate route as sole proprietors. A BE (Civil) applies for C class with Rs 25 lakh solvency and a Rs 2.50 lakh Sardar Sarovar Narmada Nigam bond; a diploma holder applies for D class with Rs 12 lakh and Rs 1.20 lakh. Both pay Rs 7,500, and the portal’s chart asks them for no turnover or works in hand.
Do other Gujarat departments accept R&B registration?
Often, but the tender decides. The Narmada, Water Resources, Water Supply and Kalpasar Department keeps its own register, and the 2025 Kutch tender accepted registration with either R&B or that department. A 2011 Sardar Sarovar Narmada Nigam canal tender accepted AA class with the Nigam, the Narmada department or R&B. Both 2011 resolutions were also sent to Panchayat circle Superintending Engineers. We found no document on Gujarat Water Supply and Sewerage Board practice, so read the eligibility clause in each notice.
Coming from outside Gujarat? Clause 3(a)(ii) of an R&B bidding resolution of 20 June 2020 lets contractors registered in the appropriate category with CPWD, MES, Railways or another state government bid, provided they produce that certificate at bidding and obtain the required Gujarat R&B or Water Resources registration before the work order. In the 2025 Kutch case the High Court held that this benefit belongs to the bidder itself and cannot be borrowed by an MoU partner. Contractors from neighbouring states can compare the Rajasthan PWD contractor registration classes and the Maharashtra PWD contractor registration rules.
The bottom line
Apply for the class your last three years actually support, measured by turnover, works in hand and engineers on salary slips. E-1 and E-2 cost Rs 4,500 and need Rs 1 to 2 lakh of solvency. AA and the special categories need Rs 300 lakh, and for roads a fleet you already own. Confirm the special category solvency with your division and diary the three-year renewal so you never pay the late fee. When the certificate comes through, line up your next bids on the live tenders board.
Class limits, solvency, fees, staff and machinery requirements are taken from Gujarat Roads and Buildings Department resolutions RGN-6089-8-Part-1-C and RGN-6089/(8)/Part-III/C, both dated 6 August 2011, and from the fee chart and quick reference guide on rnbcontractor.com as updated in August 2026. Bidding conditions are as quoted in Gujarat High Court judgments of 2013 and 11 June 2025. Machine prices are indicative ex-factory bands as of October 2026. Rules, fees and procedures change; confirm current terms with your R&B division or an official source before applying.
