BHEL vendor registration happens on a free portal, supplier.bhel.in, where you sign up with your PAN and apply to a specific BHEL unit for up to 10 supply items per application. BHEL scores the file out of 100 and may visit your works. That portal is built for suppliers of goods. If you run excavators, cranes and site crews, the work you want (roads, drains, RCC, NDT, crane hire at power project sites) is tendered openly on BHEL’s e-procurement portal, and you qualify tender by tender against its own turnover and experience criteria. For most civil and erection contractors, that second route is the real way in.

On 22 October 2026 BHEL’s tender page carried two notices from its power plant sites. One asked for road, drain, shoulder and murram works at the 2 x 660 MW Ennore SEZ project in Tamil Nadu. The other wanted a 165 tonne hydraulic crawler crane on monthly rent at the Raghunathpur Phase-II site in West Bengal. The Ennore tender document runs to 56 pages, and none of its qualification criteria asks for a BHEL vendor code.

People search for a BHEL registration form expecting one list that unlocks all BHEL work. BHEL actually runs separate systems, and a machine-owning contractor needs to know which one decides his business.

Two routes into BHEL work

BHEL’s supplier registration page, last updated 17 September 2026, adds new suppliers and authorised traders of OEMs unit by unit. Its tenders page lists separate tendering units for the four Power Sector regions (PSER, PSNR, PSSR and PSWR), which run BHEL’s power project sites and buy site work through open tenders.

Route Who it suits Where you apply What decides it
Supplier registration Manufacturers, fabricators, machinists, authorised dealers of OEMs supplier.bhel.in, unit by unit A 100-mark evaluation of your firm, then a vendor code
Open works tender Civil, erection, NDT, crane hire and other site contractors eprocurebhel.co.in (NIC portal) That tender’s pre-qualification criteria (PQR), checked each time
Contractor registration form Contractors a unit or region wants to empanel for a work package Supplier Development Cell of the unit or Power Sector region Package code given by BHEL, past work, resources owned

How BHEL vendor registration works on the supplier portal

The BHEL Online Supplier Registration Portal and its 29-page help file set out the steps. You enter India as your country, your company PAN and a common office email, and BHEL mails you a user ID and password. One login can raise applications to several units. Search the material list first: each application covers at most 10 products, and you can add more only after the first 10 are approved.

Filling runs in four stages: Form Input, Form Confirm, Form Print and Form Despatch. Uploads are PDF only, every page must be signed and stamped by your authorised signatory, and each page times out after 15 minutes, so save drafts often. The printed form is signed (the financial page also by a Chartered Accountant) and uploaded under Form Despatch. BHEL will not process your application until that step is done.

What you upload, going by the help file and the supplier registration form in SEARP-2016:

  • ownership documents for your constitution, such as a partnership deed or certificate of incorporation
  • PAN and GSTIN certificates
  • MSE proof, if you claim MSE status
  • audited financial statements for the last four years
  • ISO certificates and approvals from other PSUs or bodies, if you have them
  • an experience list with copies of recent purchase orders and customer performance certificates
  • a quality manual and the confidentiality agreement cum undertaking

How BHEL scores your file

The rule book is BHEL’s Supplier Evaluation, Approval and Review Procedure, SEARP-2016 (Rev 02, dated 26 September 2016, abridged web version with form amendments up to 24 December 2018). The current help file uses the same four parameters: a file evaluation, a spot assessment by visit or video call if needed, then final approval.

Parameter Maximum marks Minimum to qualify
Organisational soundness plus financial information 50 30 (financial at least 10)
Quality system (manufacturers and subcontractors) 25 15
Technical competence (manufacturers and subcontractors) 25 15
Total 100 60

A score above 90 means permanent status, normally without a visit. Between 75 and 90 is still permanent status, with a visit preferred. From 60 to 75 you get development or trial status and a mandatory visit, and below 60 you are not registered. On timing, SEARP-2016 says BHEL should ask for missing details within ten days and finish registration within three months of receiving a complete form. If you do not answer a query within two weeks, BHEL may reject the file, and a rejected applicant can reapply only after three months.

Where a civil or erection contractor fits

BHEL’s supplier registration page also hosts “Registration Forms for Contractors” (Annexure VI, document AA:MM:SR:01, Revision 01), with queries going to the Supplier Development Cell of the unit or Power Sector region. Its first line asks for the work package you seek registration for, with a package code “to be given by BHEL”. You apply for a named package a unit is empanelling, not for a general works licence.

There are three sections. Section I covers your company, ownership, PF registration, any electrical contractor licence (for electrical works), IBR approval (for boiler and IBR piping), your site engineers and safety staff, and three years of audited accounts. Section II lists the tools, plant and machinery you own, with make, capacity, year and quantity. That is where your JCB 3DX backhoe loader or an Escorts Hydra 14 pick-and-carry crane goes, so keep RC copies ready. Section III is work experience for the last five years, each job backed by its work order and a completion certificate, a client-verified final bill or a client document showing progress.

One caution: the contractor form still asks for service tax and VAT numbers, so it predates GST. Ask the Supplier Development Cell whether a newer version applies; BHEL’s list of unit sourcing heads (27 January 2026) gives the contact points.

What a BHEL site works tender asks for

The Ennore SEZ notice (tender BHEL:PSSR:ENR-SEZ:2026-27:SCT:285, dated 21 October 2026) shows how Power Sector regions buy civil work: a two-part national tender on eprocurebhel.co.in only, every page signed with a Class 3 signing and encryption digital signature certificate.

Requirement Ennore SEZ road and drain works, Oct 2026
Average annual turnover Rs 3 crore or more over FY 2023-24 to 2025-26 (audited)
Similar work, last 7 years, for State, Central or PSU bodies One work of Rs 7.92 crore, or two of Rs 4.95 crore each, or three of Rs 3.96 crore each
RCC quantity 2,462 cum in 12 months on one contract, or 3,693 cum across two contracts
Net worth and profit Positive net worth; profit before tax in at least one of the three years
EMD and tender cost EMD Rs 5,00,000; tender document free
Other conditions Signed Integrity Pact, reverse auction among qualified bidders, customer approval of qualified names
MSE benefit “MSME Benefits not applicable for this works contract”

None of these criteria needs a BHEL vendor code. Past work value is updated using the consumer and wholesale price indices, so an older job usually counts for more than its face value. If your experience comes from a direct BHEL order, you need a certificate from the BHEL contracting department, which the tender says you request through siddhi.bhel.in. You can track BHEL site works with other PSU jobs in the live tender opportunities for machine owners.

The New Vendor and First Timer rule

Power Sector tenders also test capacity. BHEL counts the letters of award you hold across its regions, your monthly performance and safety scores in its online Contractor Performance Evaluation System, and caps contracts in hand at your turnover times a factor of 0 to 3.5 set by your rating. The logic is close to a bid capacity formula in tenders, except that a poor performance rating can shrink your capacity to zero.

A contractor without at least six package-months of scores in the last 24 months is treated as a “New Vendor” and can qualify if every other condition is met. Win a job and you are tagged “First Timer” from the date of your first letter of award. While that tag lasts, you are generally not eligible for the next BHEL Power Sector job, with narrow exceptions (for example, an average score of 60 or more on the evaluations already available). Plan for it: your first BHEL site job is effectively a trial, and a second award may have to wait until the scores come in.

MSE status, validity and staying on the list

BHEL asks MSEs to register in its units and publishes an MSE item list (March 2026, 71 pages). The entries are goods and job work, such as cable trays, fasteners, galvanised steel structures and CNC machining, rather than civil works contracts. As the Ennore tender shows, MSE status may count for nothing in a works tender, so read the MSE clause before you budget the EMD.

The portal states that no fee is charged for online supplier registration and that BHEL has authorised no agent to register you, worth remembering when a consultant quotes a “BHEL registration charge”. The abridged SEARP-2016 sets no expiry date. Instead, BHEL can delete a supplier who has not quoted in the last four consecutive enquiries or in any enquiry for two years, after a 15-day show-cause notice. Re-registration is then possible only after one year. Every order is rated for quality (60 marks), delivery (30) and service (10), and a rating below 60 sends you into BHEL’s suspension of business dealings guidelines.

Since 2020, BHEL has told registered suppliers that purchases would run through GeM or eprocurebhel.co.in, so you need accounts on both portals as well as a vendor code.

A practical order of work

  1. Get a Class 3 signing and encryption digital signature certificate for tenders and enrol as a bidder on eprocurebhel.co.in.
  2. Filter BHEL’s tender list by PSER, PSNR, PSSR and PSWR. Notices from 22 October 2026 alone included road and drain works, NDT services at a project site and crane hire.
  3. Match your credentials against the PQR before paying any EMD. The Ennore tender counted only work done directly for State, Central or PSU bodies.
  4. If you also fabricate or supply items on the MSE list, apply on supplier.bhel.in to the unit that buys them.
  5. Expect your first award to tag you as a First Timer, and price and staff that job to score well.

For power sector work, run this alongside NTPC vendor registration, where a standing list does decide who hears about plant maintenance tenders.

The bottom line

Register on supplier.bhel.in only if you make or trade goods BHEL buys. For roads, RCC, erection support or crane hire at BHEL power projects, do not wait for a registration that may never come. Build State, Central and PSU completion certificates, get your digital signature and e-procurement account in order, and bid on the Power Sector tenders that match your turnover. Large crane hire and multi-crore civil packages need machines and cash in hand on day one, so line up construction equipment finance before the EMD is due, not after the award.
