There is no single national PHED contractor registration, because the Public Health Engineering Department belongs to each state. In Haryana you register once on the Haryana Engineering Works Portal, and that one certificate covers PHED, PWD and Irrigation, in six classes, for five years. Bihar’s PHED keeps its own online register in three classes at phedbihar.gov.in. Assam’s PHE Department registers Class I(C), II and III contractors through the Sewa Setu portal against a fixed deposit. Rajasthan’s PHED enlists contractors under the common rules for all its works departments.

Type the same search in Patna, Guwahati, Jaipur and Panchkula and you need four different answers. The department that tenders piped water schemes and Jal Jeevan Mission works has the same name in every state, but the register behind it does not.

This guide covers the four states people search for most, from each department’s own portal or rule book. Where a figure could not be traced to an official page, it is left out.

PHED contractor registration: which register applies in each state

Start with the question of whose list you need to be on. In two of the four states it is PHED’s own register. In the other two, PHED uses enlistment rules it shares with the state’s other engineering departments.

State Whose register Classes Online route Source and date
Haryana Common registration-cum-enlistment for all engineering departments on the portal, PHED included Class I to Class VI works.haryana.gov.in (HEWP) Rules for Contractors-2024, gazette of 13 May 2025
Bihar PHED’s own register Class 1, 2, 3 phedbihar.gov.in PHED user manuals, 2019 and 2020; registered list read 22 Oct 2026
Assam PHE Department’s own register Class I(C), II, III Sewa Setu (ARTPS) portal Sewa Setu service pages, read 22 Oct 2026
Rajasthan Common Rules for Enlistment of Contractors in Public Works Departments (PWD, Irrigation, PHED, IGND, CAD) AA, A, B, C, D on PHED’s list PHED’s PMIS publishes the class-wise list PHED contractors page, read 22 Oct 2026

If your state is not here, look first for a common engineering works portal, then for the department’s own registration page. The PWD contractor registration guide explains how the state public works registers are set up, and many PHEDs borrow them.

Haryana: one registration on HEWP covers PHED

Haryana is the simplest case. The Registration-cum-Enlistment Rules for Contractors-2024, notified in the Haryana Government Gazette on 13 May 2025, replaced the 2022 registration rules. The certificate you get is valid in every engineering department on-boarded on the Haryana Engineering Works Portal. The portal itself is run from PHED: its 9 May 2025 memo is signed for the Project Director, HEWP-cum-Chief Engineer (Rural), in the office of PHED’s Engineer-in-Chief at Panchkula.

Class Value of work Bank solvency Refundable deposit Turnover in any one of last 5 years
Class I More than Rs 25 crore Rs 2 crore Rs 15 lakh Rs 10 crore
Class II Up to Rs 25 crore Rs 1 crore Rs 10 lakh Rs 5 crore
Class III Up to Rs 10 crore Rs 50 lakh Rs 5 lakh Rs 3 crore
Class IV Rs 64.01 lakh to Rs 1 crore Rs 10 lakh Rs 50,000 Rs 30 lakh
Class V Rs 25.01 lakh to Rs 64 lakh, in one category Rs 5 lakh Rs 50,000 Rs 10 lakh
Class VI Up to Rs 25 lakh Nil Rs 50,000 Nil

Three points in the 2024 rules matter most for water supply contractors. Class V is the only class tied to a department category, and PHED’s category reads “All Public Health Engineering related works”, so a Class V contractor bids only in that category. Class V and VI applicants, or at least one employee, must hold an engineering diploma. And the one-time registration fee is Rs 5,000, paid online, with the refundable deposit paid only after the application is found eligible.

Registration is not compulsory to bid. Unregistered contractors can still take part but must furnish EMD in the tender, while registered contractors get the EMD exemption on HEWP tenders within their class. The registration runs five years, renewal can be sought three months before expiry, and the maximum processing time is 36 days. A Haryana PHE Department instruction dated 23 December 2025 directs that all state government engineering works be processed end to end on the portal, including the e-measurement book and bill payments.

The rules also keep score. After each work you are rated on 20 parameters, and a contractor whose score falls below 70 per cent is automatically de-registered. You can read the full Haryana Registration-cum-Enlistment Rules 2024 on the portal.

Bihar: PHED runs its own online register

Bihar’s PHED keeps its own register, separate from the Rural Works and Road Construction lists explained in our guide to Bihar contractor registration. Its website, phedbihar.gov.in, has a Registration menu with New Registration, a published list of registered contractors, a debarred contractors list and an Upgrade/Renew link on its MIS site. The New Registration form accepts six entity types: individual, sole proprietorship, partnership firm, company, unemployed engineers and joint venture. Your email ID becomes your username and an OTP goes to your phone and email.

PHED’s own user manual (2019) sets out the rest. You upload identity, PAN, address and GST proof plus your firm or company papers, and PAN is verified online. You then pay the full amount for your class in one go through the SBI payment gateway: Rs 2,00,000 for Class 1, Rs 1,00,000 for Class 2 and Rs 25,000 for Class 3, with no part payment. Keep the DU number the bank gives you, because you enter it on the portal as proof of payment. The certificate follows once the concerned officers approve the application.

The published list gives a sense of scale. On 22 October 2026 it held 6,628 entries: 895 in Class 1, 2,703 in Class 2 and 3,030 in Class 3. More than nine in ten of them run exactly five years from the registration date, which suggests a five-year term, but the user manuals do not state the validity, so confirm it with the department. The tender value each class may bid for is not stated on PHED’s portal either; take it from the state’s contractor registration rules and the notice inviting tender.

Assam: PHE Department registration through Sewa Setu

Assam’s PHE Department lists its contractor services on the state’s Sewa Setu portal under the Assam Right to Public Services Act: fresh registration, renewal and upgradation for each class, a Class I(C) conversion service, and re-registration of old paper licences. That last service exists because an offline licence has to be digitised before it can be renewed online. This is a separate register from the Water Resources and Irrigation registers covered in our guide to irrigation department contractor registration.

Requirement Class I(C) Class II Class III
Fixed deposit (unreserved) Rs 10,000 for at least 3 years, pledged to the Additional Chief Engineer (PHE) of the zone Rs 7,000, pledged to the Superintending Engineer (PHE) Rs 2,000, pledged to the Executive Engineer (PHE)
Turnover Engineering works averaging Rs 50 lakh over the past 3 years, CA certified Minimum Rs 20 lakh, CA certified with UDIN Income tax return
Key personnel 1 BE (Civil) and 2 Diploma (Civil) engineers 1 Diploma (Civil) engineer Not stated
Experience route Class I(C) registration in another works department, or 3 years’ work certificates Class II in another department, or PHED Class III with an upgradation letter Not stated

Every class also pays a court fee stamp of Rs 8.25 and needs PAN, GST registration with returns, an Assam labour licence, an EPF certificate with challan, a bank solvency certificate, and a police verification report from an officer not below DSP rank, taken within one month (a valid passport is accepted instead). Reserved categories pledge 50 per cent of the deposit. The Class I(C) page sets a time limit of 30 working days, and the service page for Class I(C) PHE registration on Sewa Setu lists the full set.

Renewal is where Assam contractors get caught. In a December 2023 case over a Jal Jeevan Mission scheme in Dhubri Division, the Gauhati High Court found the contractor had a valid PHE registration from the tender to the preliminary work order, and had applied for renewal in time. It set aside the cancellation of the contractor’s work order. Keep proof of every renewal filing.

Rajasthan: PHED uses the common enlistment rules

Rajasthan’s PHED has no separate contractor rule book. Its contractors page links, as its “Procedure for registration / debarment / blacklisting of Contractor”, Appendix XVI of the Public Works Financial and Accounts Rules: the Rules for Enlistment of Contractors in Public Works Departments, which apply to PWD, Irrigation, PHED, IGND and CAD alike. The copy PHED links sits in an older folder of its site, and the Rajasthan High Court applied a newer version of these rules to a PHED enlistment refusal in July 2025, so ask the enlisting office for the current edition. The classes, limits and fees under those rules are set out in our guide to Rajasthan PWD contractor registration.

What PHED does publish is its own list. The PMIS contractor list can be filtered by class (AA, A, B, C, D and other agencies), by status (registered, debarred, blacklisted, de-listed) and by type of work: civil, civil and drilling, electrical, furniture and joinery, and sanitary and plumbing. The same page warns that a blacklisted contractor cannot be enlisted in any engineering department, and that the contractor’s enlistment security is forfeited.

The machinery side of PHED registration

Only Assam lists plant at the registration stage. For Class I(C) and Class II, the tools and plant list covers a truck, mixer machine, pump set, vibrator and generator set. For Class I(C), a bore well drilling machine, owned or held on lease, agreement or MoU, is mandatory. Class III asks only for hand tools such as pick axes and ropes. Haryana checks machines later instead: one of the 20 appraisal parameters asks whether you installed or mobilised the machinery the contract required.

Pipe-laying work itself is trenching first. For distribution lines in village streets, a backhoe loader such as the JCB 3DX digs the trench and backfills it. For larger trunk mains, a 20-tonne excavator such as the Tata Hitachi EX 210 Infra is the usual choice. The machines for pipeline and water supply work are grouped by task. Once you hold a registration, check the live water supply and PHED tenders for the class and category you qualify in.

Before you apply

  1. Pull two or three recent PHED tender notices in your state and note the class and category they ask for.
  2. Get the solvency, turnover and experience certificates for that class before you open the online form.
  3. Line up the people the class needs, such as a diploma engineer in Haryana Class V and VI or the three engineers for Assam Class I(C).
  4. Diarise the renewal date the day the certificate arrives.

If you also bid for town water supply and drainage work, see how municipal corporation contractor registration differs.

The bottom line

Treat PHED contractor registration as a state question. In Haryana, one HEWP registration opens PHED along with the other engineering departments. In Bihar and Assam, you need PHED’s own register, on phedbihar.gov.in or Sewa Setu. In Rajasthan, you enlist under the common rules and appear on PHED’s class-wise list. Pick the class your recent tender notices ask for.

When the certificate is in hand, browse current PHED and Jal Jeevan Mission tenders and plan the trenching machines the work will need.

Figures come from the Haryana Registration-cum-Enlistment Rules for Contractors-2024 (gazette of 13 May 2025), PHED Bihar’s contractor registration user manuals (2019 and 2020) and registered list, Assam’s Sewa Setu PHE service pages and Rajasthan PHED’s contractors page and PMIS list, all read on 22 October 2026.
