Municipal corporation contractor registration is no longer one rule, and in several states it is no longer a condition for bidding at all. Pune Municipal Corporation scrapped its own pre-registration from 1 April 2020 and accepts PWD or other government registration instead. Uttar Pradesh’s nagar nigams, nagar palikas and nagar panchayats have not required registration to bid since a government order of 20 September 2019; only the lowest bidder registers, before signing. Madhya Pradesh’s urban bodies ask for state PWD registration. Greater Chennai Corporation still keeps its own register in five classes, renewed online every three years for Rs 15,000.

In April 2020 Pune’s municipal commissioner wrote down a problem most city contractors knew well. The corporation had moved its tenders online, but each one still carried a condition that bidders be pre-registered with the corporation itself. Many firms could not bid for want of that certificate, the order said, and the purpose of e-tendering was defeated. So Pune closed its contractor register.

That order is a good place to start, because a lot of what is written about nagar nigam registration describes a system several cities have since dismantled. Here is what four of them now ask for, read from their own orders and notices.

Municipal corporation contractor registration in four places

Where Own register needed to bid? What is accepted instead Rule and date
Pune Municipal Corporation No, since 1 Apr 2020 State PWD, MJP, MIDC, CIDCO or any government department in India Office order MA/D/99, 3 Apr 2020
Uttar Pradesh: nagar nigam, nagar palika, nagar panchayat No, since 2019 Criteria stated in each tender; L1 bidder registers before signing GO 3890, 20 Sep 2019
Madhya Pradesh urban bodies No separate municipal register MP PWD registration in the appropriate class Standard bid document, 1 Jan 2014
Greater Chennai Corporation Yes, Classes I to V GCC registration, renewed every three years GCC notice, 5 Mar 2026

None of the four publishes a rupee tender limit for each class that we could verify, so we do not quote one. Where a city uses classes, the class you need is printed in the tender’s eligibility clause.

Pune: the register that closed

Before 2020, Pune’s Vigilance Department enrolled civil, electrical and mechanical contractors in several classes on the recommendation of the department concerned, with a 35-day internal time limit for a road department file. The office order of 3 April 2020 ended that. Tenders for infrastructure and development works no longer carry a pre-registration condition. For water supply and sewerage, a valid registration with Maharashtra Jeevan Pradhikaran, MIDC, CIDCO or any government department in India is enough; for roads and other works, a valid registration with the State PWD or any government department.

The order closed the online registration system and stayed pending applications. A firm that still holds an old PMC certificate may submit it, but nobody needs a new one. In practice, that makes your PWD contractor registration the document that matters for Pune’s road work.

Uttar Pradesh: nagar nigam contractor registration comes after you win

The Uttar Pradesh government order of 20 September 2019 went to every Nagar Ayukt and every executive officer of a nagar palika parishad and nagar panchayat. It said the old rule, that only a contractor registered with the body could bid, clashed with e-tendering and cut competition. Registration with the local body is no longer needed to bid, and each body is to write the technical and financial criteria for the work into the tender itself.

Registration still exists, but at a different point. Once the lowest tender is received, that bidder pays the prescribed registration fee by demand draft or e-banking, is registered with the body, and then signs the contract after the security deposit. The order does not state the fee, so ask the body before you price it in.

Lucknow Nagar Nigam’s application form shows what the file will need: PAN, the firm’s deed or articles, the power of attorney, partners and their liabilities, a bank certificate, the place of business, the category and class sought, and a list of past works with completion certificates from the officers who supervised them. Keep a solvency certificate and those completion certificates current, since you will have days, not weeks, between the L1 result and signing.

Madhya Pradesh: the PWD registration is the municipal one

Madhya Pradesh’s urban development department uses the state’s standard bid document for its tenders, issued by PWD in January 2014 and amended for online bidding in 2020. Its eligibility clause says the bidder should hold valid registration with the Government of Madhya Pradesh PWD in the appropriate class. A bidder who is eligible and has applied can still bid, but must hold valid registration when the contract is signed, or the earnest money is forfeited.

The state PWD is the nodal agency for registering contractors for all works departments, and in 2016 it replaced the old A, B and C categories with a single category, registered online. The same document holds 5% of the contract as performance security and deducts another 5% from each running bill as security deposit, and it gives no mobilisation or machinery advance, so plan your working capital accordingly.

Chennai: a corporation that still keeps its own classes

Greater Chennai Corporation runs its own register in Classes I to V. Its notice of 5 March 2026 says registration and renewal have been online since a Tamil Nadu government order of 26 February 2024. The current cycle runs for three financial years, 2026-27 to 2028-29, and is renewed with the contractor’s legacy number.

  • Renewal fee for Class 1 to Class 5: Rs 15,000 for the three years.
  • Late renewal: an extra Rs 1,000 for each month of delay. The window was extended to 31 October 2026.
  • Documents: the registration and last renewal certificates, GST certificate or returns, the last income-tax return, details of tenders, LoAs and works, and any three of a listed set in place of a solvency certificate, such as audited balance sheets, a bank solvency certificate or a credit-line certificate.
  • A contractor who does not renew once in three years is removed from the list, and one who takes part in no tender for five consecutive years has the registration cancelled.

A 2022 notice set the fee for re-registering after a lapse at Rs 5,000 application plus Rs 50,000 registration for Classes I to IV, and Rs 1,000 plus Rs 10,000 for Class V. The 2026 notice does not repeat those figures, so confirm them before you let a registration lapse.

What to check before you register anywhere

The tender notice decides, not the city’s reputation. Open the eligibility clause and look for four things: whether registration with the corporation is required at bid stage, at signing or not at all; which other registrations it accepts; the class, if any; and the financial criteria, usually average annual turnover and similar completed works. Then check the EMD and whether it must be paid online.

For a small firm, the practical order is usually one strong state registration first, then the city’s own only where a tender insists on it. In Maharashtra’s rural areas that state-level register is a different one again, explained in our guide to Zilla Parishad contractor registration.

Where your machines fit in municipal work

City work is drains, roads, water lines and solid waste, and much of it runs on compact machines that can work in a lane. A backhoe loader such as the JCB 3DX or JCB 4DX covers desilting, trenching and loading in one machine. Our overview of municipal and waste work lists the machines city contracts most often call for.

The bottom line

Do not pay for a municipal registration until a tender asks for one. Pune and Uttar Pradesh have moved registration out of the way of bidding, Madhya Pradesh rides on PWD registration, and Chennai still wants its own, renewed every three years. Read the eligibility clause, hold one strong state registration, and keep your completion certificates ready for the day you come in L1.

To see which city works are open now, browse live municipal and government tenders, and compare backhoe loader prices if the contract needs a machine you do not yet own.

Rules are taken from the Pune Municipal Corporation office order of 3 April 2020, Uttar Pradesh GO 3890 of 20 September 2019, the Madhya Pradesh standard bid document of 2014 and its 2020 amendment, and Greater Chennai Corporation notices of 2022 and 5 March 2026. Registration rules, fees and procedures change; confirm current terms with the municipal body or an official source before applying or bidding.
