Visakhapatnam Port Flyover: Rs 334.89 Crore Approved

A Rs 334.89 crore sanction for 3.584 km of elevated road inside Visakhapatnam Port works out to about Rs 93 crore a kilometre. That single division tells a fleet owner more than the headline does: at that rate there is almost no earthwork in the job. This is a structures contract from end to end, and the machines it will pull are not the ones most buyers picture when they read the word “flyover”.

What does Rs 93 crore a kilometre buy?

Set that rate beside the sanctions this desk has costed recently and it sorts itself immediately. The Guwahati-Tezpur corridor came in near Rs 66 crore a kilometre, and that is access-controlled greenfield thick with bridges. Bhopal-Vidisha sat around Rs 39 crore a kilometre on an existing formation. Rajasthan’s missing-link programme ran at roughly Rs 33 lakh a kilometre, which is patch-and-renewal money. At about Rs 93 crore a kilometre, Visakhapatnam is the steepest of the four, and the reason is that essentially none of the length sits on the ground.

So the fleet is piling-rig led, with crawler cranes at pier and cap stage, girder launchers or segment erectors along the deck, and a concrete train that runs for most of the contract: batching plant, transit mixers and boom placers. Mass earthmoving barely features. Where excavators and backhoe loaders do earn hours is the utility-shifting package at the front and the approach ramps at either end, plus trenching, reinstatement and compaction behind them.

The second thing worth reading is the site itself. Building over nine live level crossings inside a working port means possession windows, night shifts and machines chosen for footprint and headroom rather than raw output. Compact and short-tail carriers beat the biggest iron in the yard here, and a contractor pricing this will value a machine that can work a narrow corridor between rail lines over one that moves more material an hour.

Our take: the honest read is that the addressable hire window is early, short and small, while the long, valuable work is concrete plant and lifting that a contractor of this size will own. Nobody should reposition iron on this note. Thirty months runs from a commencement that has not been dated, and the five-year maintenance tail at the end of it is not machine demand at all.

What to watch

  • Who executes it. Visakhapatnam Port signed an agreement worth about Rs 300 crore with Rail Vikas Nigam in January 2025 for a port flyover, described then as running from Seahorse Junction to the dock area. No carrier on this approval names an executing agency or explains how the two arrangements relate.
  • The tender, if one is floated. Until packages are split, no hirer knows whether the piling, the erection and the utility works go to one contractor or several.
  • A dated commencement. The 30-month clock is meaningless until it starts, and approvals at Indian ports have sat for a year before mobilisation.
