The National Dairy Development Board is building two dairy plants in upper Assam and has tendered the civil side of both, and the Assam dairy plant civil tender closes at 6:00 PM on 2 November 2026.
Two plants, two item rate contracts
The larger package is for a 1 LLPD plant at Lahowal in Dibrugarh at ₹29.56 crore, reference NDDB-HO-CIVIL-DIBRUGARH. The second covers a 50 TLPD plant at Karmipathar revenue village under Dhemaji revenue circle at ₹26.05 crore, reference NDDB-HO-CIVIL-DHEMAJI. Together that is ₹55.61 crore.
Scope on both is the same list: civil, structural, water supply, sanitary, roadwork, internal electrification and miscellaneous works. This is the building and site package, not the dairy machinery, so a general civil contractor is the right bidder rather than a process house.
Why the roadwork line matters to you
A greenfield plant site in Dibrugarh or Dhemaji starts as farmland. Before the structure goes up somebody has to raise the pad above flood level, cut the internal roads and get the drainage right. On upper Assam sites that earthwork is often the single largest item in the bill, and it is the part that decides whether the rest of the programme holds.
EMD is ₹59,12,000 for Dibrugarh and ₹52,11,000 for Dhemaji, exemption is allowed on both, and the fee is ₹20,000 each. The portal shows no work period, so the bid document is where you will find it. Both were published on 25 September 2026 and open at 3:30 PM on 3 November.
A compact fleet, used hard
Site filling and internal roads call for excavators, tippers and a compactor, with a backhoe loader doing the water supply and sanitary trenches. Plant buildings are framed structures, so concrete mixers and a pick and carry crane cover the rest. Nothing exotic, but it all has to work through a wet climate with long supply lines.
Contractors already working around Dibrugarh, Tinsukia or North Lakhimpur have the advantage here, mostly on mobilisation cost and on knowing where the borrow earth is.
