Bihar OPRMC-III Re-Tender: Five Road Maintenance Packages (Rs 739.20 Cr)

Bihar’s Road Construction Department has re-tendered five OPRMC-III road maintenance packages worth ₹739.20 crore together, three under Sherghati and one under Biharsharif, closing on 18 and 19 September 2026.

What the Bihar OPRMC-III re-tender is

OPRMC stands for Output and Performance based Road Assets Maintenance Contract. Instead of paying for each repair, the department hands a contractor a network of state roads for a long period and pays against performance standards the roads must meet. Phase III is the current round, and these five packages are re-tenders, meaning the first call did not produce a contract. All five were put back on the portal on 11 September 2026 with a one-week window.

The packages are 49A, 49B and 49C under the Sherghati road division, 39B under the Biharsharif road division, and 2B, whose bids are opened at the office of the Chief Engineer (North), RCD, Patna. They are separate tenders with separate IDs and separate earnest money.

These are item-rate contracts with a 180-day bid validity and a tender fee of ₹10,000 each. Earnest money on every package works out to a little over 1 per cent of its value. A long maintenance contract suits road contractors who want steady work in one district for years, with their own plant parked nearby, more than firms chasing one-off construction jobs. Because this is a re-tender with a short window, bidders who looked at the first call are best placed.

Machines a road maintenance contract keeps busy

Performance contracts are won or lost on how fast potholes, shoulders and drains get fixed. Expect a small asphalt plant or a tie-up with one, a paver and tandem roller for resurfacing, a motor grader for shoulders, backhoe loaders for drains and patch preparation, and tippers on standby. A bitumen sprayer and a road marking unit are part of the routine fleet on a network contract.

2. Search by the tender ID of the package you want, for example 2026_Governme_139519_1 for Package 49A, under the Road Construction Department.
3. Register and keep a valid Class III Digital Signature Certificate ready.
4. Download the re-NIT, the model bid document, and the technical and financial sheets for each package, and check eligibility and EMD.
5. Submit your bid online before 18 September 2026 for 39B and 2B, or 19 September 2026 for 49A, 49B and 49C.
