Riverbank work with an operating tail

The Chief Engineer, Basin Manager, Upper Mahanadi Basin at Burla has tendered construction of river front development from Mandalia to Chaunrpur bridge along the Mahanadi in Sambalpur district, phase 1, on an EPC turnkey basis including the power connective system and operation and maintenance. Reference is CE-BM-MB-13/2026-27 (Online), value ₹1,33,05,00,000, period 730 days.

River front projects combine two trades that rarely sit in the same company. One is hard river engineering: protection, revetment, steps and retaining structures that have to survive a Mahanadi flood. The other is public realm, meaning paving, lighting and landscape, with the power connective system and an O and M obligation attached.

What the bid terms say

EMD is ₹1,33,05,000, exactly 1 per cent of the estimate, with exemption allowed. The fee is ₹10,000 and bids open at 11:30 AM on 1 December. Turnkey plus O and M means you own the defects and the running of what you build, so the bid has to price a maintenance crew for the full term, not just the construction.
