NHAI has put the whole Jhansi to Orai stretch of NH-27 out to bid as three HAM packages worth ₹4,395.71 Cr together, and all three close on 21 October 2026.

The existing 4-lane highway is being rehabilitated and upgraded to a 6-lane divided carriageway between design chainage Km 1378.915 near Jhansi and Km 1515.710 near Orai. Rather than one mega contract, NHAI has split it into Package 1, Package 2 and Package 3, each with its own tender ID, its own earnest money and its own reference number, but a common closing date. Every package carries an EMD of almost exactly 1.00 per cent of its estimate, which cross-checks the values on the notices.

How the three packages divide the road

Package 1 covers Km 1378.915 near Jhansi at Sijwaha Tiraha to Km 1423.000 near Sultanpura Village, a stated length of 44.085 km, at ₹1,453.66 Cr. Who should bid, and on how many

HAM means the winning firm builds and then maintains while the authority pays annuities, so bidders need balance-sheet depth and financial closure ability on top of construction capacity.
