Jhansi Orai Tender: NH-27 Six-Laning in Three Packages (Rs 4,395 Cr)

NHAI has put the whole Jhansi to Orai stretch of NH-27 out to bid as three HAM packages worth ₹4,395.71 Cr together, and all three close on 21 October 2026.

The existing 4-lane highway is being rehabilitated and upgraded to a 6-lane divided carriageway between design chainage Km 1378.915 near Jhansi and Km 1515.710 near Orai. Rather than one mega contract, NHAI has split it into Package 1, Package 2 and Package 3, each with its own tender ID, its own earnest money and its own reference number, but a common closing date. Every package carries an EMD of almost exactly 1.00 per cent of its estimate, which cross-checks the values on the notices.

How the three packages divide the road

Package 1 covers Km 1378.915 near Jhansi at Sijwaha Tiraha to Km 1423.000 near Sultanpura Village, a stated length of 44.085 km, at ₹1,453.66 Cr. Package 2 runs from Km 1423.000 at Sultanpura Village to Km 1469.000 near Ingui Khurd Village, a stated 46.000 km, at ₹1,711.70 Cr and the largest of the three. Package 3 takes Km 1469.000 near Ingui Khurd Village through to Km 1515.710 near Orai at Bandha Village, at ₹1,230.35 Cr. All three are on HAM mode in Uttar Pradesh, with two covers and 120 days of bid validity.

Who should bid, and on how many

HAM means the winning firm builds and then maintains while the authority pays annuities, so bidders need balance-sheet depth and financial closure ability on top of construction capacity. The three packages sit side by side on the same corridor, which usually means a handful of large road developers take one each. Nothing stops a firm bidding more than one, and the qualification thresholds differ slightly because the estimates do. For machine owners and small contractors the real opening is the subcontract and hire market once award happens: three adjoining packages starting at the same time on 90-odd km of NH-27 creates concentrated demand for earthmoving and paving fleets in Jhansi, Jalaun and Orai.

Fleet demand on a 6-laning job

Widening a live 4-lane highway to six lanes is heavy on formation and paving work rather than structures. Plan for excavators on median and shoulder cut, motor graders on subgrade and granular layers, soil and tandem compactors through embankment and bituminous work, wheel loaders feeding crushers and plants, and tippers running aggregate on long hauls. Traffic diversions on an operating national highway also mean night working windows and a steady need for hired machines rather than one-off deployments.
