Delhi BS-IV Truck Entry Ban From 1 November: What Tipper and Mixer Owners Need to Know

From Sunday, 1 November, a tipper, transit mixer or low-bed trailer registered outside Delhi will be turned back at the border unless its engine meets BS-VI or it runs on CNG or electricity. If you run pre-2020 trucks out of Gurugram, Noida, Ghaziabad or Faridabad and your sites are inside Delhi, you have six days to rework your fleet plan.

The quick facts

  • Who is barred: commercial goods vehicles registered outside Delhi that meet BS-IV or older emission norms, covering light, medium and heavy goods vehicles, from 1 November 2026.
  • Exempt: CNG and electric vehicles, and diesel trucks and buses that meet BS-VI.
  • Delhi’s winter action plan, announced on 20 October, keeps non-BS-VI vehicles registered outside Delhi out from 1 November to 31 January, according to the Chief Minister’s statement.
  • Last year’s step barred BS-III and older goods vehicles from outside Delhi from 1 November 2025. This year the line moves up to BS-IV.

What was announced

The traffic police advisory, reported by Construction World and The Economic Times, lists the vehicle classes and the CNG, electric and BS-VI exemptions. Separately, the Delhi government’s winter action plan, reported by The Times of India and HT Auto, bars non-BS-VI vehicles from outside the city alongside a “No PUC, No Fuel” rule and curbs on construction dust. The Tribune reports Delhi traffic police planning display boards at the borders to turn back vehicles that don’t qualify.

Which construction fleets does the ban hit?

BS-VI became mandatory for new trucks in April 2020, so as a rule of thumb any goods vehicle bought before then is caught. On a construction site that means older tippers carrying excavated soil and aggregate, transit mixers running from batching plants just over the border, and the tractor units that pull low-bed trailers. The last one is easy to miss: if the prime mover is BS-IV, the excavator on its trailer cannot get into Delhi either, whatever the machine’s own emission stage.

The timing makes it worse. November to January is already Delhi’s tightest construction window, because GRAP restrictions stop dust-heavy work on bad-air days. Losing older trucks on the days work is allowed squeezes it further.

One thing the advisories don’t settle. Registered construction equipment vehicles such as backhoe loaders and mobile cranes carry a separate CEV emission stage rather than the truck BS norms, and none of the published versions says how they are treated at the border. Check with Delhi Traffic Police before moving one in.

Our take: expect BS-VI tippers and mixers to charge more for Delhi work this winter, and older NCR trucks to move to Haryana and UP sites, which should soften their resale prices there. If you are replacing a truck now, our BS-IV versus BS-VI engine guide covers what changes under the bonnet. Contractors with sites inside the city can start with machines and suppliers in Delhi.

What to watch

  • The end date for goods vehicles. The Chief Minister has said 31 January for outside non-BS-VI vehicles, but the advisory carriers give no end date for the goods-vehicle bar.
  • Any clarification on registered construction equipment vehicles and low-bed haulage of machines.
  • Border enforcement in the first week, and whether essential-goods exemptions are notified.

FAQ

Which trucks cannot enter Delhi from 1 November 2026?

Commercial goods vehicles registered outside Delhi that meet BS-IV or older emission norms, including light, medium and heavy goods vehicles. CNG, electric and BS-VI diesel vehicles are exempt.

How long will the ban last?

Delhi’s winter action plan keeps non-BS-VI vehicles from outside the city out from 1 November to 31 January, per the Chief Minister. The traffic advisory on goods vehicles, as reported, gives no end date, so do not plan on BS-IV access returning in February until an order says so.

Are excavators and other construction machines covered?

The advisories name goods vehicles and buses. They do not say how registered construction equipment vehicles are treated. A machine carried on a low-bed is still blocked if the truck pulling it is BS-IV or older.
