Only one official wage list we could find names the job. Chhattisgarh’s water resources schedule of rates for 2025, quoting the Labour Commissioner’s order of 25 September 2024, puts the “Operator Concrete / Asphalt paver” in the skilled band at Rs 456 a day (Rs 11,858 a month as printed) and the paver helper in semi-skilled at Rs 426. That is the legal floor, not a market paver operator salary. Other states set a skilled floor without naming the paver: Rs 493 a day in Himachal Pradesh, Rs 862 a day in Delhi. The machine around the operator costs far more: Rs 791 an hour for a mechanical paver in Chhattisgarh and Rs 2,000 an hour for a sensor paver in Puducherry, both including the operator and fuel.

A tipper tips its load into the hopper. The conveyors drag the hot mix back, the augers spread it across the width, and the screed irons it into a mat. Behind it, the rollers wait for the right temperature. Two or three people decide how that mat turns out: the operator on the deck, steering and setting the feed, and the screedmen at the back, watching thickness and the edges.

Get it right and the layer passes the straight-edge test. Get it wrong and the contractor lifts the bad stretch and lays it again. That is the case for paying this crew properly, and the wage books are only where the discussion starts.

Paver operator salary: what the official books say

A wage order sets the minimum an employer must pay. A state schedule of rates sets what a government estimate allows for a day of that worker. Neither is a promised salary. They are the only dated, official numbers available, and only Chhattisgarh’s names the paver operator.

Source and date Job as listed Day rate Per month
Chhattisgarh WRD SOR 2025 (wage order of 25 Sep 2024) Operator Concrete / Asphalt paver, skilled Rs 456 Rs 11,858 as printed
Chhattisgarh WRD SOR 2025 (same order) Helper Concrete / Asphalt paver, semi-skilled Rs 426 Rs 11,078 as printed
Himachal Pradesh minimum wage (from 1 Apr 2025) Paver not named; skilled band covers dozer, loader, crane and mixer operators Rs 493 Rs 14,790 as printed (493 x 30)
Delhi minimum wage (order of 15 Apr 2025, from 1 Apr 2025) No jobs named; skilled band Rs 862 Rs 22,411
Tamil Nadu SOR 2025-26, Highways (from 22 Jul 2025) Bitumen Raker Man; Bitumen Heat Master Operator (skilled) Rs 1,001 about Rs 26,026 at 26 days

Read the rows with care. The Chhattisgarh Water Resources Department schedule of rates 2025 reproduces the Labour Commissioner’s wage statement; we could not reach the state labour site to check whether a later order has raised it. The Himachal row is our reading of note 4 of that order, which says a job not named must be paid at least the rate for a similar job with the same skill. Delhi grades by skill only, so the skilled rate applies if the operator is graded skilled, as Chhattisgarh grades the job. Tamil Nadu does not list a paver operator at all. Its Rs 1,001 is what the state’s estimates allow for the bitumen hands around the paver, which shows how the state values asphalt work.

The Code on Wages has been in force since 21 November 2025 and keeps these state notifications running. A wage floor and an estimating rate are different things, so compare like with like.

Operator and screedman: who does what

On a small mechanical paver one person often does both jobs. On a large sensor paver on a national or state highway, the work splits. The operator drives at a steady speed, keeps the hopper fed without spilling, and controls the conveyors and augers so the head of material in front of the screed stays even. The screedmen set and check thickness, run the screed heaters, fit width extensions and watch the joints and edges. On a sensor paver they also set the grade and slope sensors that hold the level.

No wage order we found lists a screedman as a separate job. In Chhattisgarh’s list, the screed hands would sit with the paver helper in the semi-skilled band unless the employer grades them higher. The Infrastructure Equipment Skill Council’s Paver Operator qualification counts screed work as part of the operator’s job: preheating the screed, fitting extensions and controlling mix temperature are all in its performance criteria.

What a paver’s hire rate says about the operator

Owners renting out a paver often ask what share of the rate is the operator’s. The state books include the operator but never show the share:

Rate book Machine Hire rate What it includes
Chhattisgarh PWD road SOR (from 15 Jun 2026) Paver finisher, mechanical Rs 791 an hour Fuel and manpower; working hours only, idle hours not paid
Puducherry PSR 2024-25 (from 14 Aug 2024) Sensor paver finisher Rs 2,000 an hour Operating staff, diesel, lubricants and consumables
Tamil Nadu SOR 2025-26 Paver finisher Rs 3,234 a day Not stated
Tamil Nadu SOR 2025-26, Highways Paver finisher, hydrostatic, 170 HP, over 5 m width Rs 4,510 an hour Not stated

Set Chhattisgarh’s two figures side by side. A full day of the skilled wage, Rs 456, is less than one working hour of the paver at Rs 791. And because the Chhattisgarh road schedule of rates pays only for working hours, a paver standing still because its operator did not turn up earns nothing that day.

Why a bad screed costs the contractor money

The same Chhattisgarh road schedule prices bituminous layers two ways. Dense bituminous macadam, grading I, laid with a sensor paver is Rs 6,328 per cubic metre; with a mechanical paver it is Rs 6,145. Bituminous macadam, grading I, is Rs 5,205 against Rs 5,045. The state pays more for sensor work because it expects a more even layer.

The tolerances in the same book, taken from the MoRTH specification, show what that means:

  • A machine-laid wearing course may sit within 6 mm of the design level; a hand-laid one gets 10 mm.
  • Under a 3 m straight edge, the finished pavement surface may show a gap of no more than 3 mm.
  • On a national highway carriageway, a 300 m length may have no more than 15 bumps or dips of 4 mm and no more than 2 of 7 mm.

The book’s notes say surface regularity must be within these limits and a failure to rectify invites action. Rectifying means milling or lifting the layer and laying it again, with hot mix, tippers, the paver and the rollers paid twice. Most of what decides the result happens at the screed: speed, an even head of material, steady sensor settings and short stops. The roller train behind it, covered in road roller operator salary, compacts the mat but cannot fix a wavy one. A paver that keeps stopping also lets the mix cool, and a hot mix plant waiting on a slow paver loses money too.

Paving seasons, night work and overtime

Paving work follows the weather. Bituminous laying stops in rain, so crews tend to work long days in the dry months and see little paving through the monsoon. Some operators spend those months on rollers, plant work or maintenance. We found no official figure for how many paving days a year a crew gets, so plan with your own site records.

Night work is common on busy city roads and highways under traffic. The law sets the floor for long hours. Section 14 of the Code on Wages says hours beyond a normal working day are paid at not less than twice the normal rate. Tamil Nadu’s 2025-26 schedule of rates allows an extra 25 percent on labour rates for night work in corporation and municipal areas, but only where night work is necessary and the tender includes the clause. That allowance goes into the government estimate; it is not a wage rule.

How to become a paver operator

The common route is up from the same gang. Chhattisgarh’s list shows the steps: paver helper is semi-skilled, paver operator is skilled. A helper who learns the hopper, conveyors and screed controls on the job moves into the seat. Roller operators on a paving crew are the other main source, because they already understand mix temperature and joints.

For a paper qualification, the Infrastructure Equipment Skill Council’s Paver Operator qualification pack (QP IES/Q0120, version 2.0, approved 26 May 2022) is set at NSQF Level 4. It asks for a minimum age of 18, prefers a light commercial vehicle licence, and lists several entry routes, one being a Level 3 qualification plus two years of relevant experience. Its review date of May 2025 has passed, so check the current version on the National Qualifications Register before enrolling. The wider options are in the guide to operator training and certification.

We found no current government recruitment that names a paver operator post. The road-building recruitments we checked name roller drivers and excavating machinery operators, so paver operator jobs are mostly with road contractors, plant owners and hire firms. For how pay compares across machines, see the heavy equipment operator salary guide.

For the owner: what to pay the paver crew

Start at your state’s skilled floor for the operator and the semi-skilled floor for helpers, then add for the machine and the job. A sensor paver on highway work needs more skill than a mechanical paver on a village road, and the state books price that difference into the layer. Put pay, hours and overtime in writing. Under the Code on Wages, an unpaid minimum or unpaid overtime is the employer’s liability.

If you are buying or upgrading a paver to bid for bituminous work, the machine cost is the larger decision; compare construction equipment finance options before you sign. Then budget for an operator good enough to keep that paver working every hour you are paid for.

The bottom line

The one official list that names the job grades the asphalt paver operator as skilled, at Rs 456 a day in Chhattisgarh, with helpers a band lower. Other states set skilled floors without naming the paver. Above the floor, pay depends on the employer, the machine and the hours, and no official source publishes the market rate. For an owner, the sums favour paying well: a good screed crew saves rework that costs far more than their wages. Find road and paving work for your machines on government tenders and opportunities, and compare road roller models for the compaction train behind the paver.

Wage rates, schedules of rates and qualification rules change, and each state revises its own. Figures here are as published on the dates shown and are indicative of official floors and estimating rates, not a promised salary.
