Road and highway sites across the National Capital Region must stop dust-generating work on 5 November. The Commission for Air Quality Management (CAQM) has ordered a halt to outdoor construction and demolition across the whole NCR until 20 November. Unlike most winter curbs, this one names highways, roads and flyovers inside the restriction. If you have an excavator, roller or paver on an NCR road job, that is 16 days of standing time with a fixed start date and five days’ notice.
What the rule says
- CAQM issued the directions on 30 October 2026 under Section 12 of the CAQM Act, 2021.
- Dust-generating demolition and outdoor construction are restricted across the entire NCR from 5 to 20 November.
- Linear public projects are covered: highways, roads, flyovers, overbridges, power transmission lines, pipelines and telecom works.
- Exempt: railways, metro, airports, inter-state bus terminals, hospitals, water supply and sanitation, national security and defence, and projects of national importance.
What the commission ordered
Union Environment Minister Bhupender Yadav announced the curbs on Friday, 30 October, and the commission’s order followed late that day, The Tribune and Millennium Post reported. The same directions cap physical office attendance at 50 percent in Delhi, Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar. CAQM says daily AQI data from 2018 to 2025 show the first half of November is repeatedly the region’s worst stretch. The order runs on fixed dates whatever the daily reading, whereas GRAP stages switch on and off with the air-quality forecast. Some reports filed on Friday, before the order was out, listed highways as exempt. The order as reported on 31 October puts them inside the restriction.
Who has to act
Road contractors first. Highway, road and flyover packages in the Haryana, Uttar Pradesh and Rajasthan parts of the NCR lose two weeks of earthwork and paving just as the dry season opens. That means excavators, motor graders, soil and tandem compactors, pavers and the tippers feeding them all stand still. No report we read says whether hot-mix or batching plants are named in the order, but a plant serving only restricted road jobs has nowhere to send material either way.
Fleet owners and hirers next. On time-based monthly hire, 16 days is about half a month’s billing. Before 5 November, read the hire agreement for a government-order or force majeure clause, and agree in writing whether the hirer pays full standing charges, a reduced idle rate or nothing. EMIs do not pause. An owner whose only work is an NCR road package should set aside one instalment’s cash with no billing behind it.
Exempt work is where machines can move. Metro, railway, airport, water supply and sanitation sites carry on, so a backhoe loader could shift to a sewer or water-main job. The catch is that the order also restricts “pipelines” as a linear project, and no carrier explains where a water pipeline falls between the two. “Projects of national importance” is not defined in any report we read either. Get the implementing agency’s answer in writing before assuming a site is exempt.
On purchases, a dated 16-day stop is not a reason to cancel, but it is a reason to reschedule. A new machine delivered on 4 November for an NCR road job spends its first fortnight idle while the loan runs. Moving delivery past 20 November costs nothing if the dealer agrees. That is our reading; the order says nothing about machine sales. Our guide to GRAP construction restrictions covers what each stage stops on a site.
Deadlines and thresholds
- 5 November: restrictions begin across the NCR. The Tribune reports flying squads will check sites from that day.
- 20 November: last day of the fixed window. None of the reports we read say whether it could be extended.
- Any day: GRAP stages can still add curbs if AQI worsens. Those follow the forecast, not the calendar.
FAQ
Are highway projects exempt from the NCR construction ban in November 2026?
No, not as the order has been reported. Highways, roads, flyovers and overbridges are listed among the restricted linear projects. Railways, metro, airports and a few other categories are exempt.
Which areas does the construction restriction cover?
The construction and demolition curbs apply across the entire NCR. The separate 50 percent office-attendance rule covers Delhi and five districts: Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar.
Is this a GRAP stage?
No. CAQM issued it as a fixed-date preventive measure under Section 12 of its Act. GRAP keeps running alongside it and can add curbs based on air quality.
Machine standing from 5 November? Settle the idle-time terms with your hirer now, and if an instalment falls due during the stop, check your equipment finance options before it does.
