DVC vendor registration happens on two government portals. Damodar Valley Corporation, the central power and irrigation corporation of the Damodar valley in Jharkhand and West Bengal, puts its works and service tenders on the Central Public Procurement Portal (etenders.gov.in) and on GeM. For materials, a May 2026 DVC notice says it buys through vendors already enlisted on NTPC’s vendor portal. DVC’s own website, as read on 3 November 2026, has no form that puts a contractor on a list for work. You qualify tender by tender. On 3 November CPPP showed 39 live DVC tenders, and a Rs 81.38 lakh slope repair at Maithon Dam asked for an EMD of Rs 1,62,770, payable only as an e-bank guarantee or insurance surety bond.
DVC runs six coal-fired stations with 6,540 MW of thermal capacity, four dams, three of them with hydel stations (Maithon, Panchet and Tilaiya), the Durgapur barrage and its canals, a transmission grid of substations across both states, and the Tubed coal mine in Latehar. Most of its tenders are issued by the Contracts and Materials (C&M) department, at DVC Towers in Kolkata or at the station itself.
Is there a DVC vendor registration you can apply for?
No open one for contractors. The procurement menu on dvc.gov.in lists the CPPP and GeM links, DVC’s own tender page, standard bid documents, a “Unified Qualifying Requirement” page, a banned-firms list and a page called “List of enlisted vendors”. The Hindi version of the menu carries a “vendor registration” entry; on 3 November 2026 it opened the home page.
The enlisted-vendor page holds four PDFs: vendors registered in 2022, in January 2023, and in DVC’s “EBA C&M module” in 2023 and 2024. The 2024 list has 654 entries, each with a code such as C&M/006/000/00000/55668, running from Howrah and Bokaro workshops to firms in Pune, Chennai and France. DVC publishes no form, fee, document list or criteria for getting on it. Its bill-tracking portal now says “DVC Business application has been migrated to SAP”, and October 2026 notices carry SAP NIT numbers. Nothing on the site says how a firm gets a code, so do not expect one to bring you tender invitations.
The NTPC route for materials
Suppliers of goods have a clearer path. In a notice on its procurement menu dated May 2026, DVC says it “is utilizing NTPC Vendor Portal for the procurement of materials through vendors who are already qualified and enlisted with NTPC” and asks vendors to get enlisted with NTPC to take part in DVC tenders. That enlistment is free and runs group by group; the NTPC vendor registration guide explains the windows, documents and three-year validity. The notice speaks of materials only. It says nothing about works contracts.
Where DVC work comes from: units and October 2026 tenders
Of the 39 DVC tenders live on the Central Public Procurement Portal on 3 November 2026, a good share were civil and site jobs a machine owner can price. These are the ones read for this guide.
| Unit (state) | Live job, October 2026 | Estimate | EMD on CPPP | Days |
|---|---|---|---|---|
| Koderma TPS, 1,000 MW (Jharkhand) | Re-gravelling and other works in the 400 kV switchyard | Rs 6,58,78,618 | Rs 10,00,000 | 270 |
| Nimiaghat substation, GOMD-IV Putki (Jharkhand) | Switchyard periphery road and slope protection, two quarters renovated | Rs 1,28,04,975 | Rs 2,56,099 | 365 |
| Maithon Dam (Jharkhand) | Upstream and downstream slope protection repairs, right bank | Rs 81,38,460 | Rs 1,62,770 | 270 |
| Mejia TPS, 2,340 MW (West Bengal) | Water sprinkling by tanker in coal handling plant, silo and ESP areas | Rs 23,01,840 | Rs 0.00 | 730 |
| Raghunathpur TPS, 1,200 MW (West Bengal) | Supply and filling of good earth over about 15 hectares | Rs 20,41,718 | Rs 0.00 | 180 |
| Durgapur barrage canal (West Bengal) | Coffer dam upkeep with sand-filled poly bags near Tentultala Bridge | Not shown | Rs 0.00 | 365 |
Every one showed a tender fee of Rs 0.00 and “EMD Exemption Allowed: No” on the CPPP summary. Bokaro and Chandrapura stations tender the same way; their live jobs that day were painting, labour supply and operation support. Two other lines are worth watching. DVC’s own tender page carried a GeM forward e-auction (ID 42344, bids due 17 November 2026) for dredging Maithon reservoir under a revenue-sharing model, where the bidder earns from the sediment. Another CPPP notice invites proposals for a manufactured sand plant at the Tubed coal mine on a build-own-operate basis.
What DVC tenders demand since the October 2025 notice
DVC’s “Important Notice for Bidders”, a file dated October 2025 and linked from its bill portal, changed the rules for every tender. Miss one and the bid is rejected.
- EMD only as an e-bank guarantee or an insurance surety bond. No other mode is accepted.
- Integrity Pact uploaded as a pre-signed soft copy; hard copies are refused.
- Single-envelope bidding for all tenders except EPC, QCBS and reverse-auction jobs. Prices are opened first, and only the L1 bidder’s papers are checked.
- No post-bid clarifications or shortfall documents. Fill in Annexure-MD, the list of mandatory documents, completely.
- Joint ventures of up to three members; the lead must meet 50% of the financial and 30% of the technical requirement.
- Contracts up to Rs 1 crore: 3% security deposit cut from every running bill. Above Rs 1 crore: e-BG or surety bond as performance security.
The single-envelope rule matters most for a small firm. If you quote lowest with a weak document set, DVC will not ask you to fix it. It moves to L2.
The experience and turnover test
DVC’s Unified QR for O&M contracts (a file dated February 2024) sets the formula used across its stations. For estimates above Rs 25 lakh you need similar completed work in the last seven years: three jobs of 40% of the estimate, two of 50% or one of 80%. Below Rs 25 lakh the qualifying requirement is “to be decided by” the tender accepting authority, so read each notice. Part-executed orders count if RA bills prove the executed value.
The standard bidding document for ash transport (a template dated June 2024), the one a fleet owner is most likely to meet, defines similar work as excavation, evacuation, loading, transport and dumping or filling of ash, earth, mineral, coal, slag or overburden. Turnover is the best three of the last five years, and working capital and net worth are tested too. The turnover test does not apply to start-ups and MSEs, and registered MSEs are exempt from EMD with a valid certificate. The October 2026 CPPP summaries all read “EMD Exemption Allowed: No”, though, so check each tender’s own clause. The coal-by-road rate contract uses the same 40/50/80% rule for loading and carrying ROM coal, ash or minerals. Note the diesel clause in the ash document: escalation is paid on dumpers and trucks only, never on the pay loaders, excavators or dozers working the pond.
Machines on DVC ash, earth and dam work
Ash pond evacuation and earth filling are loading jobs. A 21-tonne excavator such as the Komatsu PC210-10M0 (20,900 kg, buckets of 0.85 to 1.70 cubic metres, as per the current Nov 2026 spec) loads tippers at the pond. An 11-tonne loader like the Hyundai HL630I-V, with a 1.8 cubic metre bucket, spreads earth layers and works coal yard stockpiles. Switchyard re-gravelling, colony drains and the Raghunathpur earth filling suit a backhoe loader. Compare excavator models and prices before you price a pond contract, since DVC’s similar-work clause counts executed loading and transport jobs, and the fleet is what lets you execute them.
After the award: bill tracking, TReDS and bans
Once you hold a work order, DVC’s Vendor Bill Tracking portal is where invoices go. Its sign-up page asks for company name, user name, email, mobile, PAN, GSTIN (with a box for firms without one), address and PIN code, and login uses an OTP. From 16 September 2026 the portal also wants the GeM invoice number for GeM contracts, and MSME vendors must update their MSME details. DVC joined the RXIL TReDS platform on 2 September 2026 and asks MSME vendors holding a valid Udyam certificate to register there to discount their bills.
DVC’s banned-firms list, dated 15 December 2025, names 15 firms, several from Maithon, Dhanbad, Bokaro and Durgapur, with bans running as late as February 2028. Its caution notice warns against look-alike websites that copy DVC’s name or logo, and says dvc.gov.in is the only official site. None of the DVC pages read for this guide mentions a registration fee, so be wary of anyone selling “DVC registration”; the CPPP and GeM sign-ups it would cover are done by the bidder.
When to bid on DVC tenders yourself and when to work under a DVC contractor
Bid directly when you already hold completion certificates that match a DVC definition: ash, earth or coal loading and transport, slope or canal protection, switchyard or colony civil work, at 40% or more of the estimate. Get a CPPP login with a digital signature certificate, a GeM seller profile and a bank that issues e-BGs, and file every Annexure-MD document the first time. None of the notices read here asked for a state PWD class, so a Jharkhand contractor registration does not stand in for that experience. If your largest jobs fall short, work under the firms that win DVC’s ash and switchyard contracts, and ask the tender office whether sub-contract certificates count before you rely on them. The same CPPP habit pays at other power utilities; see the NHPC vendor registration guide. Live DVC and other PSU jobs, with estimate and closing date, are listed on the government tenders and opportunities board, and equipment finance can bridge a fleet addition once a pond contract lands.
Figures come from DVC’s procurement, enlisted-vendor, banned-firms, caution and TReDS pages, its May 2026 NTPC notice, October 2025 Notice for Bidders, Unified QR for O&M contracts, standard bidding documents for ash and coal transport, the Vendor Bill Tracking portal and the CPPP list of DVC tenders, all read on 3 November 2026. Machine specifications are indicative and vary by variant. Portals, documents and tender terms change. Confirm the current process with DVC’s Contracts and Materials department and the full tender document before you apply or quote.
