The RMC price per cubic meter for pumped M25 concrete is Rs 5,051 in Haryana’s HSR 2026 (above plinth, item 6.24) and Rs 10,277.11 in Puducherry’s 2024-25 schedule (up to plinth, item 5.40.1). Chhattisgarh’s 10 June 2026 schedule prices design-mix M20 to M40 at Rs 3,596 to Rs 3,817. These are government estimating rates, excluding formwork and steel. One 7 cubic metre transit mixer load of M25 works out to Rs 25,571 to Rs 71,940 on these books, before GST at 18 per cent, extra distance and waiting time.

You asked the plant for a rate and got a number. Is it fair? No national price list for ready-mix concrete exists, and plant rates move with cement prices. What you can check a quote against are the rates state public works departments use to estimate the same work, a ready mix concrete price per cubic meter for each grade.

RMC price per cubic meter by grade in the state rate books

Three schedules price ready-mix or plant-batched concrete by grade, Haryana’s through the PWD’s online HSR report. Each rate covers concrete delivered by transit mixer, pumped and laid, with admixtures. None includes shuttering or reinforcement.

Grade Haryana HSR 2026, above plinth to floor IV Chhattisgarh SOR, 10 Jun 2026, up to plinth Puducherry PSR 2024-25
M15 (plain) Rs 4,297 (6.22) not listed not listed
M20 Rs 4,703 (6.22, plain) Rs 3,596 (3.3.1) not listed
M25 Rs 5,051 (6.24) Rs 3,653 (3.3.2) Rs 10,277.11 up to plinth (5.40.1); Rs 11,881.84 above plinth (5.40.2)
M30 Rs 5,117 (6.24 + 6.26) Rs 3,708 (3.3.3) not listed
M35 Rs 5,184 (6.24 + 6.26) Rs 3,762 (3.3.4) not listed
M40 Rs 5,250 (6.24 + 6.26) Rs 3,817 (3.3.5) not listed

Haryana’s M30 to M40 figures are our sums: item 6.26 adds Rs 66, Rs 133 and Rs 199 a cubic metre to the M25 rate for each richer grade. Up to plinth level, Haryana’s M25 is Rs 5,002 and its plain M20 is Rs 4,656. Chhattisgarh’s items are design-mix reinforced concrete “using batching plant, transit mixer and concrete pump”, and its general notes say the rates exclude GST. Haryana’s HSR 2021 preface says its finished rates allow for 12 per cent GST. Puducherry’s M25 item uses fly ash and 330 kg of cement a cubic metre.

Why is Puducherry nearly three times Chhattisgarh? Age, mostly. Chhattisgarh’s 2026 book still builds its rates on a cement base price “as on date 01.01.2015” of Rs 4,845 a tonne, about Rs 242 a bag. Haryana’s 2026 online report repeats, figure for figure, the ready-mix rates printed in HSR 2021. Puducherry’s book took effect on 14 August 2024, and its rates sit far higher. Use the two low books as a floor and Puducherry’s as the upper check.

Lean mixes such as the 1:4:8 bed under a footing are priced in our guide to the PCC rate per cubic meter.

What one transit mixer load costs

Plants sell by the cubic metre but deliver by the drum. The truck that brings your concrete decides the load: the Schwing Stetter AM 6 (N2) has a 6 cubic metre nominal filling capacity and the AJAX AF 7XE takes 7. Multiply out the M25 rates and you get the ready mix concrete price per truck:

M25 rate used Per cubic metre 6 cum load 7 cum load
Chhattisgarh SOR 3.3.2 (Jun 2026) Rs 3,653 Rs 21,918 Rs 25,571
Haryana HSR 2026, 6.24, above plinth Rs 5,051 Rs 30,306 Rs 35,357
Puducherry PSR 2024-25, 5.40.1, up to plinth Rs 10,277.11 Rs 61,662.66 Rs 71,939.77

Those are laid-in-place estimating rates, multiplied out by us. A plant’s invoice prices the concrete at your gate, with pumping, distance and GST as separate lines, so a 1 truck ready mix concrete price that looks low can still cost more per slab.

The extras that change the bill

Pumping

Haryana’s and Puducherry’s RMC items include pumping from the mixer to the point of laying. A plant quote may not. Tamil Nadu’s 2025-26 schedule (from 22 July 2025) allows Rs 268.40 a cubic metre for pumping, pump hire and piping included. Kerala PWD’s October to December 2026 market rates put the same item at Rs 312 in Ernakulam (Aluva) and Rs 352 in Kozhikode, and Rs 850 in Thiruvananthapuram. On a 7 cubic metre load that is Rs 1,879 on Tamil Nadu’s rate and Rs 2,184 to Rs 2,464 on Kerala’s, outside the capital. Hire terms are in our guide to concrete pump rental, and concrete pump models and prices show what owning one involves.

Distance from the plant

Carriage is priced per cubic metre per kilometre. Tamil Nadu allows Rs 38.06. Kerala’s current market list runs from Rs 36 in Palakkad to Rs 60 in Kannur for “carriage of ready mixed concrete by rotatory transit mixer”. Puducherry’s item 5.39 adds Rs 64.02 for each kilometre beyond the first 10. So a 7 cubic metre load costs Rs 252 to Rs 448 more for every extra kilometre, and a site 25 km from a Puducherry plant adds about Rs 6,722 a load on that book.

Waiting time

A loaded mixer standing at your gate is a truck on hire. Tamil Nadu’s schedule prices a transit mixer at Rs 1,039.50 an hour, and Puducherry’s basic hire rate is Rs 1,350 an hour. Ask the plant whether its order allows free unloading time, how many minutes, and what it charges per hour after that. Get both in writing. Hourly and monthly terms are covered in transit mixer rental.

Height, grade and cement

Pouring higher costs more. Haryana adds Rs 273 a cubic metre for each three floors above floor IV, Puducherry Rs 384.11 for each four floors above floor V, and Chhattisgarh Rs 83 a cubic metre for every floor above plinth. Cement is the other moving part. Haryana’s M25 item assumes 330 kg a cubic metre, recovers money if less goes in and pays nothing extra for more. Puducherry pays Rs 733.52 a quintal for cement over the specified content.

Short loads, night pours and admixtures

No schedule prices a short load. Ask the plant for its minimum order and any short-load charge before you order 3 cubic metres for a lintel. Night work raises labour, not concrete: Tamil Nadu allows an extra 25 per cent on labour rates for night work in corporation and municipal areas. Admixtures to the IS 9103 standard are already inside the Haryana and Puducherry rates, so a separate admixture line on a quote deserves a question.

GST on ready-mix concrete

Ready-mix concrete falls under heading 3824 of the tariff. Notification 9/2025-Central Tax (Rate), in force from 22 September 2025, lists that heading at 9 per cent CGST, so the bill carries 18 per cent in total with SGST, or 18 per cent IGST from a plant in another state. The 2026 amendments, the latest from 1 November 2026, left it alone. On a Rs 35,357 load that is Rs 6,364. If the supplier also lays the concrete under a works contract, ask your tax adviser how it will be billed.

Reading an RMC price list from a plant

An RMC rate per cubic meter means little until you know what it covers. Get each quote to state:

  • the grade, the cement content and whether fly ash or slag is in the mix;
  • whether the rate is ex-plant, delivered, or delivered and pumped;
  • the free distance, and the charge per kilometre beyond it;
  • the minimum order and any short-load charge;
  • the free unloading time and the waiting charge;
  • whether GST at 18 per cent is included or extra.

For an M25 RMC rate, hold the quote between the books: Chhattisgarh’s 2015 cement base makes it a floor, and Puducherry’s figure is the upper check. The suppliers who quote are listed in our roundup of ready mix concrete companies in India, and whether to buy RMC at all or batch on site is weighed in RMC vs site mix.

When a per-truck quote beats a per-cubic-metre quote

A per-truck price is the better deal when your pour is small or awkward. It fixes the cost of a part load, a long lead and a slow unloading in one number. A lintel band or a 4 cubic metre slab extension on a narrow street is where per-cubic-metre quotes pick up short-load, waiting and distance charges.

On a big slab that fills truck after truck, every load is full and the pump stays busy, so a per-cubic-metre quote is the cleaner one, provided it names the free distance, the unloading window and the pump. Total the loads both ways before you sign. The plant’s side of this arithmetic is in our guide to the RMC plant business.

If you pour often enough that pump and waiting charges add up, owning the placing side can pay. Compare concrete pumps and transit mixers against your monthly pour volume, and check the monthly outgo through equipment finance before you talk to a dealer.

Schedule of rates figures are government estimating rates for the states and dates shown, not a supplier’s quote, and the load costs are our arithmetic. Rates, taxes and prices change — confirm current terms with the RMC plant, your tax adviser, the dealer or the bank before deciding.
