Ten identical waste plants, one for each hill district, have to be designed, supplied and built inside a year: Manipur’s ₹50 crore Manipur solid waste tender closes at 12:30 PM on 20 October 2026.
The same plant, ten times, in ten districts
The Directorate of Environment, under the Department of Forest and Environment, Government of Manipur, is the inviting authority, reference 42/8/2025(SWM-SASCI)/DoECC. The scope is design, supply, construction and installation of solid waste management plants of 10 TPD capacity, ten of them, in ten hill districts, with 365 days allowed.
Ten tonnes per day is a district-town scale plant: segregation, composting or bio-methanation for the wet fraction, baling for the dry, and a sanitary disposal area for the rest. Repeating the same design ten times is what makes the economics work, provided the sites are reasonably similar.
A flat EMD and a short fuse
The estimate is ₹50,00,00,000 and the EMD is ₹50,00,000, exactly 1 per cent, with no exemption allowed. The tender fee is ₹20,000 and bids open at 4:00 PM on 20 October 2026, the same afternoon as closing. The notice went up on 30 September, so the window closes soon.
Logistics will decide this job. Manipur’s hill districts are connected by long, slow mountain roads, and moving plant, structural steel and mechanical equipment to ten separate sites is a bigger problem than building any one of them. The Song Song Tadubi composite water supply scheme in Senapati and the Ukhrul town road work on NH-102A are also live in the state.
Site preparation is the heavy part
On hill sites the civil work is mostly cutting a level platform and holding it there. That means excavators benching into the slope, retaining walls and drainage, and compactors building the platform in layers. Concrete mixers handle the plant foundations and tank structures, a crane sets the mechanical equipment, and a backhoe loader per site does the rest. Ten sites at once means ten small fleets or a rolling sequence, and the bidder who plans the sequence properly will finish inside the year.
