Srinagar Solid Waste Tender: 800 TPD Facility, Jammu and Kashmir

Srinagar Municipal Corporation is inviting bids worth Rs361.00 crore to develop an 800 TPD integrated solid waste management facility at Achan, with the Srinagar solid waste tender closing on 18 August 2026.

Eight hundred tonnes a day is city-scale processing capacity, and a facility built for it is a construction job before it is a waste job. Platforms, sheds, internal roads, drainage and utility works all have to be in the ground before a single tonne gets handled.

The shape of the package

The corporation has listed the work as development of an integrated solid waste management facility at Achan in Srinagar, filed under civil works with an operation and maintenance component attached. The estimated cost is Rs361.00 crore on an item rate contract across two covers, with a long 180-day bid validity that tells you the corporation expects a slow evaluation.

Earnest money is Rs7,22,00,000, exactly two per cent of the estimated cost, and the tender fee is Rs20,000 payable offline. Bids opened for submission on 28 July and close on 18 August, so the pricing window is a tight three weeks for a package of this size. Bid opening follows on 19 August at the office of the Commissioner, SMC.

Who this suits

The lead bidder will be a waste-infrastructure or environmental EPC firm with processing experience and the balance sheet for a nine-figure deposit. Around that, the civil scope is ordinary heavy construction, and that is the opening for contractors and plant owners in the Kashmir valley. Site development, the platform slabs, boundary and access works and the internal road network are all packages that get sublet, and local supply of aggregate, concrete and haulage is priced into a job like this from the start.

Working season matters here more than in most states. A Srinagar site loses productive weeks to winter, so anyone building a programme against this tender should be counting usable working months, not calendar ones.

Plant the site will need

The build phase is earthwork-led. Excavators and wheel loaders do the bulk cut and fill for the platform and cell preparation, tippers run material in and spoil out, and compactors bring the platform and access roads up to grade. Concrete for the sheds, ramps and structures brings in transit mixers and hydraulic cranes for steel erection. Once the facility is running, the same categories stay on site in the O&M phase: wheel loaders and excavators feed and stack material day in and day out, which makes machine availability, not machine count, the number that decides whether the operation holds its throughput.
