The fifth city in Uttarakhand’s GIS drainage programme is now out to bid: the Sitarganj drainage tender is worth ₹142.00 crore and closes on 14 September 2026.
What is actually being bought
Read the title and this looks like a study. Read the paperwork and it is not. The notice is filed as “Details project report for GIS based Storm Water Master Drainage plan for Sitarganj city”, but the product category on the portal is Civil Works, the form of contract is item rate, and the document set carries a priced BOQ with six corrigenda against it. No drainage report costs ₹142 crore. The Irrigation and Flood Division at Haldwani is buying the master drainage plan and the works that follow it under one notice, 04/SE/2026-27, which is the same reference the department used for Rudrapur, Khatima, Kashipur and Haldwani. Sitarganj, in Udham Singh Nagar, is package five.
Who should bid
Earnest money is ₹1,67,00,000 against a ₹142.00 crore estimate, a shade over one per cent, and the tender fee is only ₹5,900. Bid validity is 90 days, which is short, so keep your rates fresh. The bidder pool on the earlier packages of this notice mixed survey and GIS firms with ordinary civil contractors, which tells you how the department expects the work to be delivered: a technical partner for the plan and a works contractor for the drains. If you build storm water networks in the Terai belt, the drain sections and the ground conditions here will be familiar from the Rudrapur and Khatima packages.
Machines on the ground
Urban storm water work is trenching and casting. Backhoe loaders open the smaller drain lines through city streets, hydraulic excavators handle the trunk drains and outfalls, and tippers clear spoil and bring in granular bedding. Dewatering pumps matter here because Udham Singh Nagar has a high water table for much of the year. Precast or in-situ RCC drain sections mean a batching plant, transit mixers and a mobile crane for placement, with plate compactors and small rollers for backfill and road reinstatement. Survey work adds total stations and drone or LiDAR capture for the GIS layer.

Four sister packages under the same notice are open on the same day or close to it: Rudrapur at ₹390.39 crore, Khatima at ₹280.00 crore, Kashipur at ₹197.90 crore and Haldwani. A bidder who prices one can usually price the rest with the same crew and plant.

FAQ
Is this a consultancy job or a works contract?
The paperwork points to works. Product category is Civil Works, the form of contract is item rate and there is a priced BOQ in the document set. Confirm the split between plan and execution in the NIT yourself before bidding, because the title alone does not settle it.
How does Sitarganj compare with the other packages?
It is the mid-size one. Rudrapur is ₹390.39 crore, Khatima ₹280.00 crore, Kashipur ₹197.90 crore and Sitarganj ₹142.00 crore, all under notice 04/SE/2026-27 and all closing 14 September 2026.
What is the earnest money?
₹1,67,00,000, which is roughly 1.18 per cent of the ₹142.00 crore estimate. The tender fee is ₹5,900 and bid validity is 90 days.
Why are there six corrigenda?
The department has amended both dates and conditions since the 8 August notice. Two of the six change conditions, so read every one before you finalise rates. The deadline recorded on the portal today is 14 September 2026.
