With one tank of bitumen left at the hot-mix plant, the paving gang watches the highway for the tanker. Distance from the maker’s plant often decides who can deliver on time, so this list of bitumen manufacturers in India names 13 national makers of bitumen and road materials with plants in 17 states. Regional makers are listed on the state pages.
If you run a hot-mix plant or a fleet of rollers and graders on road jobs, or you hire machines out to a road contractor, this list shows which makers have plants in your state. A late tanker leaves your machines idle, and an idle machine still costs you its EMI and its operator’s wages.
Bitumen manufacturers in India: national makers and what they make
National here means plants in three or more states in our records, or a refinery or other maker we mark as national. The table mixes oil refineries and bitumen makers with makers of emulsion and modified bitumen, geosynthetics and waterproofing products, so read the ‘What it makes’ column before you call anyone.

The table is sorted by the number of states with a plant and is not a ranking, and the websites listed are the makers’ own.
Where are the national bitumen plants, state by state?
Gujarat, Maharashtra and Uttar Pradesh each have plants from four national makers. Andhra Pradesh, Haryana, Karnataka, West Bengal and Assam have three each, and the other nine states have one or two. If your road job falls in one of the eight states with three or four national makers, check what each one makes before you shortlist.

Which machines handle bitumen and road materials on site?
A bituminous road needs machines at every stage, and a late bitumen tanker holds up the last ones in the line.
Work starts with the ground. Excavators and backhoe loaders do the earthwork and cut the drains, and a backhoe loader suits small jobs where one machine has to dig and load.
Motor graders then shape the sub-grade and the base so the surface sits at the right level and slope before any bituminous layer goes down. Where geogrid or geotextile goes on the sub-grade, the base is spread and rolled over it.
At the hot-mix plant, wheel loaders feed aggregate, and the plant stops when aggregate or bitumen runs out, so the loader operator and the tanker driver work to the same clock.
Road rollers and compactors compact each layer, including the bituminous layers, as the work moves up from the sub-grade. The mix has to be rolled while it is still hot, because mix that cools first does not compact well.
If a road job needs another roller or loader, look at equipment finance before you commit to the machine.
Most enquired models on DesiMachines for this work. Road rollers and compactors: L&T 491 and HAMM HD 99i VV; motor graders: Mahindra Roadmaster G90 and BEML BG405A; wheel loaders: Cat 966H and JCB 440-5.
How do contractors choose a bitumen supplier?
Start with distance. Bitumen is moved hot in insulated tankers, so a maker whose plant is close to your hot-mix plant or site saves freight and lowers the risk of a late load. Compare the real road distance from each plant, not the state name, and ask other contractors how often that maker delivers on the agreed day.
Then check what comes with the load. The order should name the viscosity grade (VG) your job specification asks for, and the guide to bitumen grades explains the VG grades and which to use.
Ask for a test certificate with every load, and ask whether the product carries the Bureau of Indian Standards (BIS) mark. For geogrid and geotextile, see the guide to geotextile and geogrid.
Settle credit terms and the minimum order in writing before the first load. Bulk supply usually comes by the tanker load, while small jobs may buy drums.

Confirm bitumen delivery before you fix the paving date
The list names 13 national makers with plants in 17 states, and eight of those states have three or more national makers. Shortlist two makers near your site, ask each for the test certificate and the credit terms, and confirm the delivery date before you fix the paving date. Then plan the material and the machines together, because rollers and wheel loaders stand idle when the tanker is late.
To find the next road job, see the live road tenders on DesiMachines, then line up the rollers and loaders it will need.
Plant locations and product ranges change. Confirm current details with the company, and confirm machine prices and finance terms with the OEM, dealer or bank before deciding.
