DDA contractor registration, which DDA calls enlistment, runs under the Rules for Enlistment of Contractors in DDA, 2022, in force from 23 August 2022 and amended on 12 September 2023. The Building and Road category has five classes, with tendering limits of Rs 50 crore, 15 crore, 4 crore, 1.30 crore and 40 lakh. You need completed works from the last seven years and a banker’s, net worth or turnover certificate sized to the class. Files are still submitted on paper at Vikas Minar, but the fee, Rs 3,540 to 23,600 with GST, has been payable online only since 19 February 2026. Enlistment lasts five years, and DDA refuses renewal if you bid for no DDA work in that time.

In June 2026 DDA’s Contractor’s Registration Board put up a notice in Hindi with an unusual message. Too many contractors, it said, were coming to the office to argue with staff about how registration works. The board gives no training and no counselling on the process. Everything is in the rule book on the website, and the responsibility for a complete application is the contractor’s.

So here is the rule book, read for a machine owner or small contractor deciding whether DDA work is worth the paperwork.

What DDA enlistment gives you

Enlistment lets you bid for DDA works in your category up to your tendering limit, anywhere in DDA, without a separate pre-qualification or eligibility bid. It is still subject to your bid capacity and to the conditions of each tender. It does not give you any right to a contract, and a contractor enlisted in one category cannot bid in another.

The categories are Building and Road (merged into one by the 2023 amendment), Horticulture and Electrical. You may hold enlistment in more than one category, but only one class in each, and only under one name.

DDA contractor registration classes and tendering limits

These are the Building and Road thresholds from the 2022 rules. Experience is the value of completed works in the last seven years: three works of the first value, or two of the second, or one of the third.

Class Tendering limit Completed works (3 / 2 / 1) Banker’s cert. and turnover Net worth Fee incl. GST
I Rs 50 crore Rs 4 / 6 / 12 crore Rs 10 crore Rs 5 crore Rs 23,600
II Rs 15 crore Rs 1.10 / 1.60 / 3.20 crore Rs 3 crore Rs 1.50 crore Rs 17,700
III Rs 4 crore Rs 35 / 50 / 100 lakh Rs 80 lakh Rs 40 lakh Rs 11,800
IV Rs 1.30 crore Rs 10 / 15 / 30 lakh Rs 26 lakh Rs 13 lakh Rs 5,900
V Rs 40 lakh Rs 3 / 4 / 8 lakh Rs 8 lakh Rs 4 lakh Rs 3,540

Horticulture runs from Class I at Rs 2.30 crore down to Class IV at Rs 20 lakh. Electrical Class I is Rs 4 crore, Class II Rs 1.20 crore and Class III Rs 40 lakh; the rule book prints Class IV at Rs 12 lakh, but check the limit stated in your own enlistment order, since rule 5.3 lets DDA revise limits from time to time. Enlistment orders issued in 2026 confirm the Building and Road limits for Classes III, IV and V as shown above.

The experience DDA counts

Only works you executed on an independent contract in the last seven years count. Labour-rate contracts, petty-contractor work and works abroad do not. Older works are brought to current value at a simple 7% a year, and the value includes GST, escalation and any arbitration award the department accepted. If you worked in a joint venture, you get your proportionate share.

The works are then marked on four counts, experience, contract performance, time overrun and quality, and you need at least 60% in each and 70% overall. Two rules catch people out. A work on which compensation was levied for delay is not accepted, and neither is one with an extension-of-time case still undecided. Class I also needs a special performance report from a Chief Engineer-level officer of the owner department.

Financial soundness

Classes I and II need a banker’s certificate or a net worth certificate, plus an average annual turnover certificate on works for the last three years from a chartered accountant. Classes III to V need any one of the three. Turnover is also uplifted at 7% a year, the CA must certify that net worth has not eroded by more than 50% in three years, and DDA verifies CA certificates on the UDIN site. How a banker’s certificate is obtained is covered in solvency certificate for a tender.

Machines and engineers: an undertaking, not a list

DDA’s rules set no class-wise machinery list and no fixed number of engineers. You sign an undertaking to hire or otherwise arrange the engineering staff, tools, plant and machinery each work needs. Owned or hired both count. The catch is enforcement: if you fail to deploy what a contract requires, that is a ground for disciplinary action. A contractor who owns a backhoe loader such as the JCB 3DX or hires one by the day is equally eligible, as long as the machine turns up on site.

How to apply

  1. Fill in Annexure I and the list of completed works in Annexure III, and attach the Annexure II documents: GST registration, PAN, Aadhaar of all partners or directors, proof of constitution, award letters, final bills for private works, and the financial certificates (banker’s certificate in a sealed cover to the Secretary, CRB).
  2. Pay the enlistment fee online by UPI, NEFT or RTGS to PAO(EW) DDA. Under the circular of 19 February 2026, cash, cheque and demand draft are no longer accepted, and you must send a letter to the Assistant Engineer (CRB) with the UTR number. The forms still ask for DD details; give the online payment details instead.
  3. Submit the file at the Contractor’s Registration Board, 1st Floor, Vikas Minar, between 10 am and 5 pm on working days.
  4. Answer any shortcoming letter within 15 days; you get one chance. Arrange and pay for the inspection of your works and the verification of your certificates, or the application can be rejected.

The rules aim to finish within three months, four for Class I. If yours is delayed, the June 2026 notice allows a personal hearing with the Assistant Engineer (CRB) every Thursday from 2:30 to 4 pm, but only on a written complaint. Diploma and degree engineers with an annual income up to Rs 4 lakh can apply directly for Class V or Class IV civil enlistment with no experience test, and retired government engineers can be enlisted in any class on financial soundness alone.

The annual e-tendering fee

Enlistment is a one-time fee. Bidding has its own annual e-tendering fee, paid separately for each category you are enlisted in, under DDA’s circular of 24 April 2024: Rs 23,600 for Class I, Rs 18,880 for Class II, Rs 16,520 for Class III, Rs 11,800 for Class IV and Rs 7,080 for Class V, including GST. A contractor not enlisted with DDA pays by work value instead, where the tender allows outside bidders: Rs 7,080 up to Rs 15 lakh, Rs 23,600 up to Rs 20 crore and Rs 59,000 above that.

Validity, renewal and debarment

Enlistment is valid for five years. Apply for renewal at least six months before it expires; enlistment orders state that a late application gets no renewal. The rule that hurts dormant contractors is rule 11: renewal or fresh enlistment is rejected if you did not bid for any DDA work in the five years.

Debarment runs from six months to two years and extends to allied firms and joint-venture partners. The grounds include poor or abandoned work, false documents, unapproved changes of name or constitution, labour-law and tax defaults, failing twice to start an awarded work, and not fixing defects within two months during the five-year liability period.

DDA and CPWD enlistment

DDA says its 2022 rules are generally based on CPWD’s 2022 enlistment rules, but it keeps its own register, and a CPWD enlistment is not a DDA enlistment. If you want both, you apply to both. How the CPWD side works is in PWD and CPWD contractor registration, and defence works enlistment in MES contractor registration.

The bottom line

DDA enlistment opens Delhi’s housing, road and horticulture works to contractors who can prove seven years of clean, completed work and the money behind it. Get your certificates and completed-works list in order before you go to Vikas Minar, pay online, and keep bidding once you are enlisted so the five-year renewal does not lapse. Track Delhi and central works to bid for on government tenders and opportunities, and if a bank guarantee or working capital stands between you and a bigger class, compare equipment and business finance options.

DDA’s enlistment rules, fees, limits and circulars change, and each tender carries its own conditions. Figures here are from the 2022 rules, the 2023 amendment and the 2024 and 2026 circulars as published. Confirm the current rule and your class limit with DDA’s Contractor’s Registration Board, the procuring department or a contracts adviser before deciding.
