HPCL vendor registration comes in two forms. To quote in a tender on HPCL’s eProc portal, a new bidder can sign up as a temporarily registered user. A permanent vendor code costs Rs 5,000 plus 18 percent GST, with Micro and Small Enterprises and existing vendors exempt. Neither one qualifies you for a job. Each works tender sets its own test of turnover, completed similar work and sometimes working capital. In a retail outlet tender open in October 2026, that meant Rs 300 lakh of average turnover for one region.
HPCL’s own vendor portal seems to say two things at once. One notice says HPCL vendor registration is not needed for tenders on the Government e-Marketplace, but is needed for tenders on HPCL’s procurement portal. Then a refinery tank repair notice from October 2026 tells new bidders they “will have to temporarily register” to quote. Both are true. They describe different layers, and a contractor who mixes them up either pays for something he did not need or misses a bid date.
This guide separates the layers, using HPCL’s vendor portal, its eProc login page and five tender notices that were open on 25 October 2026.
What does HPCL vendor registration actually cover?
Think of it as three gates. The first lets you into the bidding system. The second gives you a permanent identity as an HPCL vendor. The third is the tender itself, where your papers are tested against that one job.
| Layer | What it is | Where | Cost |
|---|---|---|---|
| Temporary eProc registration | Login by email ID so a new bidder can quote in a public tender | etender.hpcl.co.in, link to the vendor portal | Not stated |
| Permanent vendor registration | 8-digit supplier code after document checks | vendor.hpcl.co.in | Rs 5,000 + 18% GST; MSEs and existing vendors exempt |
| Tender pre-qualification | Turnover, similar work, EMD, sometimes working capital | Each tender’s notice | EMD as per tender |
| GeM tenders | HPCL goods and services bids on GeM | gem.gov.in | HPCL registration not needed |
The HPCL eProc login page shows the split plainly. Existing users enter their 8-digit supplier code; temporarily registered users enter an email ID; new users are sent to the vendor portal for temporary registration. HPCL’s procurement page also carries a separate “Limited Tenders” link behind a vendor login. The public pages do not say how vendors are picked for limited tenders, so ask the Vendor Management office if that route matters to you.
How to do HPCL vendor registration online
HPCL’s Vendor Management team publishes a one-page guide on the HPCL vendor registration portal. The route it gives, with the notes on the portal itself, runs like this:
- Open hindustanpetroleum.com, go to Quick Links and choose Vendor Registration.
- Choose Sign Up as a new vendor. The portal first lists the papers to keep ready, then asks for your firm details and the supply items or services you offer.
- Your application is handled by a business unit that HPCL calls the primary location. The contact page says queries during or after submission go to that unit’s Vendor Management officer.
- Upload documents as PDFs and pay the fee online. The portal says applications to the Central Procurement Office need no hard copies, and asks for PDF soft copies during document checks by a third party and by HPCL.
- Track the file by logging in with your application number and password.
For problems with the online form, the e-procurement helpdesk is open 8 am to 8 pm, Monday to Saturday, on 022-41146666 or 7710911191, or at eprochelpdesk@mail.hpcl.co.in.
Documents and the Rs 15 lakh order test
The portal’s checklist and the Vendor Management guide together ask for the following. The guide adds one detail that trips up small firms: the purchase orders you show should be above Rs 15 lakh each, with completion certificates on the client’s letterhead, signed and sealed.
| Document | Notes from HPCL’s checklist |
|---|---|
| Purchase or work orders | One or more orders above Rs 15 lakh, plus 4 to 5 orders from private, PSU or government clients, each with a completion certificate |
| Financial statements | Audited balance sheet and profit and loss for the last three years, signed by a chartered accountant with a valid UDIN |
| Bank solvency certificate | From your bank |
| Statutory papers | PAN, GST certificate, Udyam or NSIC if applicable |
| Entity papers | Partnership deed, LLP or company incorporation certificate, or shop and establishment certificate for a proprietor |
| For contractors | ESIC, EPF and insurance details; electrical contractor licence for electrical work |
Registered vendors also face a periodic Know Your Vendor check. The KYV guide asks you to log in, open Application, update all 10 mandatory data points and resubmit, backed by purchase orders, completion certificates and three years of audited accounts. The eProc page now also lets vendors update their email, mobile number and annual turnover on the Vendor Self Service portal.
The fee and the MSE waiver
As of 25 October 2026 the portal says a non-refundable fee of Rs 5,000 plus 18 percent GST is paid online for Permanent Vendor Registration, and only Micro and Small Enterprises and existing vendors are exempt. A valid Udyam registration is what proves MSE status, and the portal asks vendors to keep it updated with the Vendor Management officers. In 2024 HPCL ran a three-month nil-fee drive for SC, ST and women-owned MSEs, from 15 August to 14 November 2024. That window has closed.
What a civil contractor proves in each HPCL tender
Registration gets you to the bid. The notice decides whether your bid is opened. Three works tenders on HPCL eProc in late October 2026 show the range.
| Tender (due date) | EMD | Average turnover | Similar work in 7 years (1 / 2 / 3 jobs) |
|---|---|---|---|
| Standing works contract, new and modernised retail outlets, 5 regions (3 Nov 2026), per region | Rs 4 lakh | Rs 300 lakh (MSE Rs 255 lakh) | Rs 160 / 100 / 80 lakh |
| Misc civil work, MPSPL Khopoli (4 Nov 2026) | Rs 1,06,200 | Rs 21.24 lakh (MSE Rs 18.05 lakh) | Rs 42.48 / 26.55 / 21.24 lakh |
| Mechanical piping, Barmer terminal (26 Oct 2026) | Rs 10 lakh | Rs 143.42 lakh | Rs 382.47 / 239.04 / 191.23 lakh |
The retail outlet tender defines similar work as installing underground steel tanks for petrol and diesel at any oil company’s outlet or depot, driveway or road work at outlets, or outlet buildings. If you qualify with one order, it must be a tank job. The Barmer tender adds a working capital floor of Rs 159.36 lakh, backed by a bank tie-up or a line of credit letter. Khopoli counts earthwork, excavation, RCC, roads, drains and boundary walls as similar work, which suits a small civil firm.
The fine print differs too. The retail outlet and Barmer notices raise the value of past works to today’s level at 7 percent simple interest a year and refuse maintenance orders as similar work. Khopoli, a job capped at Rs 53.10 lakh including GST, counts repair and maintenance of civil structures. All three want accounts carrying a chartered accountant’s UDIN, and the retail outlet and Khopoli notices ask for a Class IIIB digital signature certificate.
MSE benefits: read the notice, not the policy
Many contractors assume Udyam means no EMD. In HPCL works tenders that is often wrong. The retail outlet, Khopoli and Barmer notices all say EMD exemption is not available to MSE bidders, because the public procurement policy for MSEs leaves out works contracts. There, MSE status only buys a 15 percent relaxation in the turnover and experience figures. Yet the civil rate contract at the Hubli LPG plant, due 30 October 2026, exempted Udyam-registered MSEs from its Rs 2 lakh EMD and applied MSE purchase preference. Same company, same month, different answer.
Where your machines come in
None of these notices asks for a list of owned machines at the qualification stage. The work itself is another matter. The Barmer scope makes manpower, machinery, tools, tackles and hoists or cranes the contractor’s job. The retail outlet notice says the site is handed over as it is, and the contractor may have to roll the sub-base with a 40 tonne vibratory roller before laying the driveway. Tank pits, trenches for pipelines and cables, and drain work at an outlet are backhoe jobs, which is why a machine like the JCB 3DX is a common sight on fuel station sites.
Money matters as much as metal. After the EMD, the retail outlet contract asks for a 2 percent security deposit within 15 days of the order and holds back 10 percent of each running bill as retention money until the defect period ends. On a busy rate contract that cash stays locked for months. Line up equipment finance and working capital before you bid, and see how a working capital loan for contractors can cover the retention gap.
Holiday listing: how vendors get shut out
HPCL calls blacklisting “holiday listing”. Its Guidelines for Holiday Listing, Annexure 6 of its Procurement Manual (the website copy is a file dated December 2024), say a ban should ordinarily run from six months to three years, longer only in extraordinary cases. Grounds include fake documents, poor performance, abandoning a contract, refusing an order after award and withdrawing or raising a bid after becoming the lowest bidder. You get a show cause notice with 15 days to reply, and an appeal can be filed within one month of the order. A ban by a sister PSU does not carry over to HPCL unless the petroleum ministry advises it. The holiday list HPCL posted as of 6 October 2026 includes construction and infrastructure firms with terms of one to three years.
HPCL against ONGC, BHEL and GeM
Every oil and power PSU runs this differently. ONGC vendor registration is free and enlists vendors category by category, while BHEL vendor registration is built mainly for suppliers of goods. HPCL charges non-MSE firms a fee for a permanent code but lets new bidders into works tenders through temporary registration. For HPCL goods and services on GeM, your GeM seller registration is the entry ticket.
The bottom line
If you want HPCL civil, retail outlet or piping work, you do not need a permanent vendor code to start: sign up temporarily on eProc, get a digital signature certificate and bid. Take the permanent registration when you plan to stay, and it is free if you are a micro or small enterprise. The real test is in each notice: turnover, a completed order of the right kind and size, and the cash for EMD, security deposit and retention. Keep your completion certificates and UDIN-signed accounts ready, and track live government tenders and opportunities to find HPCL jobs that match your record.
