MP contractor registration is a single centralised registration run by the Public Works Department for every works department in Madhya Pradesh. Since a PWD order of 17 August 2016 there is only one class, so there are no A, B or C categories and no registration-level tendering limits. You apply online on the PWD portal with a Class 3 digital signature, pay a Rs 500 portal fee and a Rs 25,000 registration fee, and the registration is valid for 10 years. No experience certificate, security deposit or machinery list is asked for at registration; those tests now sit in each tender.
Rs 10 lakh. That is what an A-class contractor in Madhya Pradesh once had locked up as a registration security deposit. B class put up Rs 5 lakh and C class Rs 2 lakh. All three deposits, and the classes themselves, were abolished in August 2016, yet class ladders still circulate online as if they were current.
What follows is read from the department’s own orders and the portal’s 2026 user manual. If you know a class-wise system, such as the CPWD rules in our guide to PWD contractor registration, expect a shorter form in Madhya Pradesh and a longer tender.
Who registers contractors in Madhya Pradesh?
Until 2011 each works department kept its own register. An order of 29 March 2011 replaced that with a centralised system, after cabinet approval on 2 February 2011. The office of the Engineer-in-Chief, PWD, Bhopal became the registering office, with the Chief Engineer (Planning and Budget) as the officer authorised to register.
The department’s website today calls PWD the nodal agency for e-registration of contractors of all works departments in the state. Its 2020 procedure note adds that a contractor registered under the centralised system can carry out construction work in any department. Municipal works follow the same rule. The state’s standard bid document asks for PWD registration, which is why we noted in our piece on municipal corporation contractor registration that Madhya Pradesh’s urban bodies keep no separate list.
MP contractor registration classes: what happened to A, B and C
The order that matters is F 17-1/19/B/2010, the Madhya Pradesh PWD order of 17 August 2016, issued by the PWD secretary in the Governor’s name. It amended the 2011 and 2015 orders and made five changes, all effective at once.
| Point | Before 17 Aug 2016 | From 17 Aug 2016 |
|---|---|---|
| Classes | A, B and C | One single class, eligible to bid in any tender |
| Registration security deposit | Rs 10 lakh (A), Rs 5 lakh (B), Rs 2 lakh (C) | Abolished |
| Work experience certificate | Earlier rules not detailed in the order | Not taken for registration |
| Registration fee | Not stated in the order | Rs 25,000 |
| Validity | 5 years | 10 years, then renewal |
The same order lets each department set pre-qualification conditions for works above a cost limit it decides, and below that limit for special works with its Engineer-in-Chief’s and head of department’s permission. So “my class lets me bid up to X” is gone. Your ceiling on any one job is whatever that tender’s criteria let you prove.
A follow-up order of 9 September 2016 moved every validly registered A, B and C contractor into the new single system by default. When their five-year validity runs out, they pay Rs 25,000 and renew for 10 years, and the FDR they had deposited is returned. They may also renew early on the same terms and take the FDR back sooner. The portal carries a notarised affidavit format, on a Rs 100 non-judicial stamp, for that refund.
Who can register and what you must show
The 2016 order accepts identity and tax documents plus a self-signed declaration in place of experience proof. The 2020 procedure note lists the uploads by type of applicant. Each file is a PDF, generally capped at 200 KB, and must be digitally signed.
| Applicant | Documents to upload (2020 procedure) |
|---|---|
| Sole proprietor | PAN card; GST certificate with Annexures A and B; self-declaration downloaded from the portal and signed |
| Partnership firm | PAN of the firm and all partners in one PDF; firm GST certificate; self-declaration signed by all partners; firm registration certificate; partnership deed (up to 700 KB) |
| Company | PAN of the company and all directors in one PDF; GST certificate; self-declaration signed by all directors; certificate of incorporation; MoA and AoA pages showing the name and directors (up to 700 KB) |
| Any applicant seeking the electrical or civil-and-electrical category | Electrical contractor certificate issued by the Chief Electrical Inspector, Satpura Bhawan, Bhopal, in the name of the firm or a partner or director |
The self-declaration is where the real eligibility test sits. You state that you have not left any work incomplete in any works department, that you have never been blacklisted, demoted, suspended or cancelled, and that no government dues are pending against you. You also state that no partner or director is already registered under the centralised system in their own name or through another firm. PAN and GST details are cross-checked with the issuing departments, so names and numbers must match exactly.
The registration form takes addresses from any state and asks whether you are a Madhya Pradesh domicile, so contractors from outside the state can register. It also asks whether you are registered under the Chief Minister Young Engineer Contractor Scheme, whose registrants pay a Rs 2,000 fee under the September 2016 order.
MP contractor registration fees and validity

How to apply for MP contractor registration online
The process below follows the PWD e-registration procedure of 11 June 2020 and the portal’s user manual, whose screens are dated January 2026.
- Get a Class 3 digital signature certificate in your name. Nothing can be submitted without it.
- On the PWD registration portal, use the New Registration link. Fill the profile, upload your photo and pay the Rs 500 portal fee online. Your user ID and password arrive on your registered mobile and email.
- Log in through the Form Filling / Fee Deposit link. Choose your work type, civil or civil and electrical, and answer the yes-or-no questions on past blacklisting, abandoned work, government dues and court disputes with works departments.
- Upload the documents for your type of applicant, digitally sign each one, and submit for department approval.
- Within three working days you should get an SMS of primary approval. Log in again and pay the Rs 25,000 registration fee online.
- Within three working days of payment, the registration certificate can be downloaded online and your name appears in the list of registered contractors.
Finish payment and submission within 90 days of starting, or the portal deletes the draft and its documents. Offline applications are not accepted.
Where experience, turnover and machines are tested now
Registration gets you through the door; the tender decides whether you can take the job. The standard percentage-rate tender document issued by PWD on 1 January 2014, used across works departments, says a bidder must hold valid Madhya Pradesh PWD registration when bidding, or have applied for it if eligible. You must be registered by the time you sign the contract. If the selected bidder fails to sign, the earnest money is forfeited.
The same document’s technical annexures show what a works department may ask for. These are template figures; each tender fills in its own.
- Experience: three similar works each worth at least 20% of the probable amount of contract, or two at 30%, or one at 50%, in the last three financial years, backed by employer certificates.
- Turnover: average annual construction turnover of at least 50% of the probable amount over the last five financial years, certified by a chartered accountant.
- Bid capacity: (1.5 x A x B) minus C, where A is the highest annual value of civil works in the last five years, B the contract period in years and C the work in hand. Our explainer on the bid capacity formula works through an example.
- Key technical personnel, quality control lab equipment, and a list of key equipment and machines for construction work, each set against a minimum requirement.
What this means if you own machines
Madhya Pradesh does not ask for a machinery list at registration. That is a real difference from rule books like Maharashtra’s, where zilla parishad contractor registration requires owned machinery from Class V upward. In Madhya Pradesh, your machines count at the bid stage instead, in the tender’s equipment format, which compares the minimum the department wants with what is available with you.
A road or earthwork tender may list a backhoe loader such as the JCB 3DX or a 20-tonne-class excavator such as the Tata Hitachi EX 210 Infra or Hyundai R210 Smart Plus. Keep invoices, RC copies and insurance papers for each machine ready to attach. Before buying for one job, read that tender’s equipment list and weigh owning against hiring for the contract period.
Once you hold a registration number, the next step is finding works that fit your machines and your bid capacity. Browse live government tenders and opportunities to see what Madhya Pradesh departments are putting out.
Suspension, blacklisting and appeal
An order of 3 May 2016 says only two actions can be taken against a registration under current rules: suspension or blacklisting. The Chief Engineer of the department concerned acts, or the PWD regional Chief Engineer on its recommendation if it has none. The State Registration Officer in Bhopal must be told within three days, and the action goes on the website.
You can appeal within 90 days to the Engineer-in-Chief, managing director or head of that department, and that decision is final. Because the register is shared, a blacklisting by one department follows you to every other.
Checking the MP registered contractor list
The registration portal publishes the list of contractors registered under the new centralised system, with ID, trade name, work type and status, plus lists of blacklisted, suspended, self-cancelled and expired registrations. You can search by contractor ID, name or work type. Check a joint venture partner here before you commit machines to their job.
The bottom line
If you plan to bid for government works in Madhya Pradesh, one PWD registration covers every works department, costs Rs 25,000 and lasts 10 years. It is rarely the bottleneck. Spend your effort on what each tender tests instead: completion certificates, audited turnover, engineers on your rolls and machines you can show as available.
When your registration certificate is downloaded, find Madhya Pradesh tenders that match your fleet and start building the work record that larger jobs will ask for.
Figures are taken from Madhya Pradesh PWD orders of 29 March 2011, 3 May 2016, 17 August 2016 and 9 September 2016, the PWD e-registration procedure of 11 June 2020, the registration portal’s user manual of January 2026 and its notices as of October 2026, and the standard tender document of 1 January 2014. Rules, fees and procedures change; confirm current terms with the PWD registration office or an official source before applying.
