Chhattisgarh contractor registration is one state-wide registration, the Unified Registration System (e-registration), run by the Public Works Department for every works department since 27 January 2014. There are four paid classes: A for works of any value, B up to Rs 10 crore, C up to Rs 2 crore and D up to Rs 1 crore. Fees run from Rs 5,000 to Rs 50,000, plus a five-year fixed deposit of Rs 1 lakh to Rs 10 lakh. A free E class, added in 2020, lets unemployed local graduates take block-level works of up to Rs 20 lakh. Registration lasts five years, and no machinery list is asked for at this stage.
“One contractor will get only one registration.” That line, clause 5.6 of a Public Works Department order of January 2014, is the whole idea of the system. Before 2014 a contractor in Chhattisgarh kept separate papers with PWD, the irrigation department, PHED, the Housing Board and the town corporation, and action one department took against a contractor was not known to the others.
The rules below come from that order, its later amendments and the PWD’s e-registration portal as it stood in October 2026. Where a figure could not be checked against a newer order, it is marked.
Who runs Chhattisgarh contractor registration?
The PWD does, for everyone. The state cabinet approved the change on 12 September 2013, and PWD order F 21-8/T/19/12/Nivida of 25 January 2014 started the Unified Registration System from 27 January 2014. It amends Chapter II, Section 16 (paragraphs 2.095 to 2.102) of the state’s Works Department Manual of 1983.
A letter from the Chief Secretary on 27 January 2014 told PWD, PMGSY, RES, NRDA, development authorities, the Housing Board, Water Resources, PHED and municipal corporations to adopt it together. The order also bars any other department from making a new registration or renewing an old one. The Water Resources Department’s own website still sends contractors to the PWD portal.
The registering authority was first the Engineer-in-Chief, PWD. An amendment of 13 February 2018 moved the job to the Chief Engineer (Planning) in the Engineer-in-Chief’s office at Nirman Bhawan, Nava Raipur. In October 2026 the PWD e-registration portal showed 22,118 contractors on the register.
This is closer to the neighbouring MP contractor registration system, where PWD also registers for every department, than to Jharkhand contractor registration, where each department keeps its own list.
Chhattisgarh contractor registration classes, fees and deposits
The 2014 unified registration order sets the class limits, fees, deposits and experience below. The E class row comes from the PWD order of 29 October 2020.
| Class | Works you can take | Fee (non-refundable) | Fixed deposit (5 years) | Experience needed |
|---|---|---|---|---|
| A | Unlimited value | Rs 50,000 | Rs 10 lakh | Rs 10 crore of work in any 3 of the last 5 years |
| B | Up to Rs 10 crore | Rs 20,000 | Rs 5 lakh | Rs 4 crore of work in any 3 of the last 5 years |
| C | Up to Rs 2 crore | Rs 10,000 | Rs 2 lakh | Rs 1 crore of work in any 3 of the last 5 years |
| D | Up to Rs 1 crore | Rs 5,000 | Rs 1 lakh | None |
| E (from 2020) | Up to Rs 20 lakh per work, Rs 50 lakh a year | Free | None | None; unemployed graduates only |
The fixed deposit must be from a bank notified by the Reserve Bank, run for five years and be payable to the registering authority. You pay it only after your application is approved. For an A class firm that is Rs 10 lakh locked for five years, so plan it alongside a working capital loan for contractors if cash is tight.
The experience test has rules of its own. Certificates count only if issued by an Executive Engineer or an officer of equal rank. A certificate from a private firm does not count, nor does work done on a power of attorney or as a sub-contractor, unless the subletting had the competent authority’s approval. A partner who leaves a firm carries experience only in proportion to their share. Firms registered with central or other state governments outside Chhattisgarh can register directly if they meet the experience test.
An amendment of 11 December 2018 added landscaping, micro irrigation and solar micro irrigation works to the civil category, so firms doing that work register in the same classes.
The registration is a ceiling, not a guarantee. Tenders still apply their own conditions, such as the bid capacity formula, so a B class firm may still fall short on a Rs 8 crore job.
We found no order on the PWD portal after 2014 that changes the A to D fees, deposits or limits; the portal still posts the 2014 order as the governing one. Confirm the current figures at a PWD division office before you pay.
The E class for unemployed graduates
The order of 29 October 2020, amended on 24 December 2020 after cabinet approval on 17 December, added an E class within the same system. It is open to unemployed graduates, and in scheduled areas to those who have passed higher secondary. You need a Chhattisgarh domicile certificate, PAN, GST registration and a bank statement. Only individuals and proprietary firms qualify.
You compete only within your own block, or your municipal corporation area. Each work is capped at Rs 20 lakh, and the department may give a mobilisation advance of up to 5 percent of the work’s cost to start work. The registration lasts five years, but it can be cancelled if you take a job, and it lapses if you register in a higher class.
Documents the order asks for
- PAN or TAN, and your tax registration number. The order predates GST and asks for a TIN; the 2020 E class form asks for GST, so expect GST to be asked now.
- An affidavit on a non-judicial stamp of at least Rs 5, in the format of Appendix 3 of the order.
- A current or savings account with a bank notified by the Reserve Bank, with two photographs and your signature attested by the bank.
- For a firm, its registration with the Registrar of Firms and Societies and the partnership deed. For a company, its registration, memorandum and articles, and notarised profit and loss accounts and balance sheets for three years.
- Experience certificates in the prescribed format, for classes A, B and C.
- For electrical works, an electrical contractor licence issued by the Electrical Inspector of Chhattisgarh.
The affidavit also asks you to declare that you have never left a work incomplete, have not been blacklisted, downgraded or suspended by any works department, and owe no government dues.
How to apply for Chhattisgarh contractor registration online
The Engineer-in-Chief’s procedure letter of 25 January 2014 makes every PWD division office a facility centre. The steps it sets out are:
- Pay the class fee at any PWD division or sub-division office and take the money receipt.
- Do the primary registration online using the receipt number and date. A user ID and password come by SMS and email.
- Fill in bank, PAN, tax, partner or director details, works in hand, completed works, penalties and arbitration cases, and upload the documents through the facility centre.
- Sign the printouts. The facility centre sends notarised copies to the Engineer-in-Chief’s office.
- On approval, deposit the fixed deposit. You then get a unique registration number by SMS and email, and download the certificate from the portal. It needs no signature.
The portal now also offers new registration, renewal and upgrade options, so ask the facility centre whether the fee can be paid online.
Registration does not let you bid on its own. Tenders run on the state e-procurement portal, eproc.cgstate.gov.in, run by CHiPS. Its supplier manual asks for your PAN, a scanned copy of your registration certificate if you are in class A, B, C or D, a login code, and a Class II or Class III digital signature certificate. A registration amount is paid online after approval; the manual does not state it.
Where your machines come in
The 2014 order and its forms ask nothing about plant, machinery or engineers. The test comes at the tender stage.
For works above Rs 5 crore you need a pre-qualification certificate from the Engineer-in-Chief’s office. A memo of 21 August 2025 says certificates based on 2024-25 accounts are issued after your income tax return and audit, and are valid until 31 December 2026. The PWD’s contract form for E class works, in its 2021 version, says in clause 19 that the contractor supplies plant, tools and scaffolding at the contractor’s own cost.
So the machines for an earthwork or road job, such as an excavator or a roller, are your cost and your arrangement once you win. If a win depends on a machine, line up construction equipment loans before you bid.
Validity, renewal and blacklisting
Registration lasts five years. Apply to renew three months before it expires. Renewal is allowed only if you took part in a tender in the last two years and won at least one contract in the last five, so a registration left idle cannot be renewed.
Downgrading, suspension, cancellation and blacklisting follow a PWD order of 5 August 2013. Action is taken by the head of the department you worked for, who must tell the Engineer-in-Chief within three days. You have 30 days to appeal to a three-member board: the Engineer-in-Chief, PWD, the head of your department, and the director of finance in the Engineer-in-Chief’s office. The board must decide within 60 days.
Because the register is shared, a penalty from the irrigation department shows up for PWD and every other department too. The PWD contractor registration guide compares this with central and other state systems.
The bottom line
Pick the class your experience certificates can support, keep the fixed deposit ready, and enrol on the e-procurement portal with a digital signature as soon as your number arrives. Then bid regularly, because an idle registration cannot be renewed. Track government tenders and opportunities to find works that fit your class.
This guide draws on PWD order F 21-8/T/19/12/Nivida of 25 January 2014 and the Unified Registration System it adopted, the Chief Secretary’s letter of 27 January 2014, the Engineer-in-Chief’s procedure letter of 25 January 2014, amendments of 13 February 2018 and 11 December 2018, the E class orders of 29 October and 24 December 2020, the Engineer-in-Chief’s memo of 21 August 2025, the CHiPS supplier registration manual, and the PWD e-registration portal as seen in October 2026. Rates, schemes, rules and fees change; confirm current terms with the department or bank before applying. DesiMachines is not liable for decisions a contractor takes on information that may have changed after publication.
