Haryana PWD contractor registration now runs under one set of rules for every engineering department on the Haryana Engineering Works Portal (HEWP): the Registration-cum-Enlistment Rules for Contractors-2024, notified in the state gazette on 13 May 2025. There are six classes, from Class VI for works up to Rs 25 lakh to Class I for works above Rs 25 crore. You pay a one-time fee of Rs 5,000 online, then a refundable deposit of Rs 50,000 to Rs 15 lakh once you are found eligible, and the certificate lasts five years. The rules set no minimum fleet. Machines are checked in the tender and scored after each job.

Open the Haryana PWD (Buildings and Roads) website and its contractor enlistment page still shows four classes, with Class II capped at Rs 100 lakh. It also links a 2014 rule book that asked a Class I road contractor to have a 60 tph hot mix plant. That rule book no longer applies. The 2024 rules repealed every earlier registration and enlistment rule in Haryana’s engineering departments, and the live process sits on HEWP. Where the portal and the gazette text disagree, it is flagged below.

Which rules govern Haryana PWD contractor registration now?

The PWD (Buildings and Roads) notification of 13 May 2025, issued under clause 14.2.1 of the Haryana PWD Code, published the Registration-cum-Enlistment Rules for Contractors-2024. They replaced the Registration Rules for Contractors-2022, notified on 20 May 2022, which had only four classes.

Firms in the old Class IV (up to Rs 1 crore) had six months to re-apply in Class IV, V or VI, with their fee and deposit adjusted. Other classes keep their status until the old registration expires.

One certificate covers every engineering department on-boarded on HEWP. When you apply, the system sends your file at random to PWD (Buildings and Roads), Irrigation and Water Resources, or Public Health Engineering for checking. On 26 October 2026 the portal’s counter showed 65 departments on-boarded and 8,931 registered contractors out of 27,418 with an ID. Our guide to PHED contractor registration shows how this same certificate opens water supply work, and the PWD contractor registration overview compares other states, including HP PWD contractor registration next door in Himachal.

Classes, tender limits and the money you must show

Class Value of work Bank solvency certificate Refundable deposit
Class I More than Rs 25 crore Rs 200 lakh Rs 15 lakh
Class II Up to Rs 25 crore Rs 100 lakh Rs 10 lakh
Class III Up to Rs 10 crore Rs 50 lakh Rs 5 lakh
Class IV Rs 64.01 lakh to Rs 1 crore Rs 10 lakh Rs 50,000
Class V Rs 25.01 lakh to Rs 64 lakh, one category Rs 5 lakh Rs 50,000
Class VI Up to Rs 25 lakh Nil Rs 50,000

Class V is the only class tied to a category: buildings, roads and bridges, electrical or horticulture in PWD (Buildings and Roads); irrigation and drainage, or other civil and mechanical works, in Irrigation; and all public health works in PHED. Class VI tenders have no category. For Classes I to IV, you must also meet each bid document’s criteria.

The earnest money waiver is the main reason to register. Bid above your class and you pay the EMD in the tender like an unregistered bidder.

Turnover and past work each class needs

Class Turnover in any one of last 5 years Work done in last 5 years (any one option)
Class I Rs 1,000 lakh One work of Rs 20 crore, two of Rs 12.5 crore each, or three of Rs 10 crore each
Class II Rs 500 lakh One of Rs 10 crore, two of Rs 6.25 crore, or three of Rs 5 crore
Class III Rs 300 lakh One of Rs 4 crore, two of Rs 2.5 crore, or three of Rs 2 crore
Class IV Rs 30 lakh One of Rs 0.65 crore, two of Rs 0.40 crore, or three of Rs 0.30 crore, in the category
Class V Rs 10 lakh One of Rs 0.35 crore, two of Rs 0.20 crore, or three of Rs 0.15 crore, in the category
Class VI Nil Nil

A partnership can count a partner’s past work. A partner or director of one registered firm cannot sit in another registered firm on HEWP.

Haryana contractor registration fees and when you pay them

The fee is a one-time, non-refundable Rs 5,000, paid online with the application. Once you pay it, the application freezes and cannot be edited. The deposit comes later: after scrutiny, you get an SMS if you are eligible, and you pay the deposit under Contractor Registration. Then you print the certificate, which carries a QR code anyone can scan to verify it online.

Co-operative labour and construction societies pay half the deposit. A de-registered contractor can claim it back within six months, after which it is returned automatically, but the department can forfeit it for violations.

Documents for HEWP contractor registration

Every applicant uploads proof of constitution (a self-declaration for an individual), PAN, GST certificate, a non-blacklisting undertaking, property proof or a nil declaration, a cancelled cheque, address proof and the signed application. Classes I to V add the bank solvency certificate, three years of income tax returns and a CA certificate of turnover. Classes I to IV add experience certificates, and Class V needs one for completed work in its category.

For Classes V and VI, you or at least one employee must be a diploma engineer (civil, electrical, agriculture or horticulture), backed by a self-declaration and the diploma. Electrical work in these classes needs a wireman licence from the Chief Electrical Inspector, Haryana. A Labour Department registration certificate is also listed, but the English text says Classes I, II and III while the Hindi text of the same notification says I, II and IV, so ask your circle office.

How to apply on the HEWP portal

These steps follow HEWP’s contractor registration manual, dated October 2024, so some screens may have changed since the 2024 rules took effect.

  1. On works.haryana.gov.in, click New User Sign-Up and enter your Haryana Udhyam Memorandum (HUM) ID, mandatory for firms based or working in Haryana, with GST, PAN and bank details. Verify by OTP. The ID is free.
  2. Log in, open Contractor Registration and choose Apply for New Registration.
  3. Work through the tabs: profile with class and preferred district, eligibility declarations (download, sign and upload the PDF), partners, technical staff, plant and machinery, workshop, annual turnover with the CA certificate, work experience with completion certificates, and documents.
  4. Pay the Rs 5,000 fee. Track progress under View Application Status.
  5. After the eligibility SMS, pay the deposit and print the certificate.

The technical staff tab wants qualification proof, PAN and six months of salary slips, so hire before you apply.

Who approves it and how long it takes

Classes I and II are decided by a head office committee chaired by the senior-most Chief Engineer, Classes III to V by the circle’s Superintending Engineer, and Class VI at division level. The limit is 36 days: 15 for client departments to score your past works, then seven each at division, circle and head office. If an office sits on the file, it moves to the next stage. Appeals go to the Engineer-in-Chief (Classes I and II), the senior-most Chief Engineer (III to V) or the circle’s Superintending Engineer (VI).

Do you need to own machines to register?

No fixed fleet is required for any class. The 2014 PWD enlistment rules did set one: a Class I road contractor needed a computerised hot mix plant of 60 tph, a sensor paver finisher, three road rollers, a vibratory roller and four trucks or tippers. The 2024 rules dropped that list. Machines now show up at four points instead.

Stage What is asked about machines Source
Registration form Each plant and machinery item: name, make, purchase year, capacity, number of units, location, owner’s name and an ownership document HEWP contractor manual, Oct 2024
Tenders of Rs 25.01 lakh to Rs 64 lakh Valid registration plus proof of ownership or lease of the machinery and manpower the tender lists in Clause 39 HEWP Common Bidding Document
After award List of equipment brought to site; machinery inspected and approved by the Engineer before work starts Common Bidding Document
After each work “Installed/mobilised the machinery as per contract” is one of 20 appraisal items, worth 0 to 5 marks 2024 rules, Annexure A1

You can register with a thin fleet, but a Class V road tender can demand proof of a roller or a loader. A road roller and a backhoe such as the JCB 3DX are typical entries, and a lease counts at tender stage. For works above Rs 10 crore, the bid document allows an interest-bearing machinery advance of up to 5 per cent of the contract price against new key equipment, backed by a bank guarantee. If buying decides whether you can bid, compare construction equipment loans early.

Keeping it: scores, renewal and blacklisting

After every completed work you are scored out of 100. Fall below 70 per cent and you are de-registered automatically, though you can return within 90 days if your deposit is still with the department. Renewal opens three months before the five-year term ends, and upgrades can be sought any time.

The EMD waiver has a catch. Each bid carries a system-generated declaration that your bid stays valid for at least 120 days. Withdraw it, refuse to sign, or miss the performance security deadline, and you are debarred for two years from tenders in all Haryana government departments, boards and corporations. A blacklisting by Haryana, another state or the Centre also cancels your registration. Repeated poor work, false particulars or persistent breach of labour rules can bring demotion, cancellation or debarment, after a show cause notice and a hearing. You also cannot tender in a circle where a near relative is an engineer from Junior Engineer to Superintending Engineer, or holds certain accounts posts.

Where to see the Haryana PWD contractor list

HEWP publishes a searchable list of registered contractors by class and district. On 26 October 2026 its class filter still offered only Classes I to IV, under a note citing the older rules, with new Class IV entries dated that month. Ask your nodal division which class the form offers before you pay.

The bottom line

Register on HEWP if you bid in Haryana regularly: Rs 5,000 and a refundable deposit buy you five years without EMD on portal tenders. Pick the class your turnover and completed works support today, keep machine ownership papers ready, and protect your score on every job. Then match your class to live government tenders and opportunities across Haryana’s engineering departments.

Rules here come from the Haryana Government Gazette (Extraordinary) of 13 May 2025 carrying the PWD (Buildings and Roads) Registration-cum-Enlistment Rules for Contractors-2024, the superseded 2022 and 2014 rules, the HEWP contractor manual (October 2024), FAQ, Common Bidding Document and registered list, all read on 26 October 2026.
