SJVN vendor registration, for a civil contractor, has two parts: a vendor code on SJVN’s own e-tender portal, and a contractor registration you already hold with HPPWD, CPWD, a state electricity board or another public body. SJVN keeps no class list for works contractors; its only published vendor register covers turbine-part supply and repair at Nathpa Jhakri and Rampur. Each civil tender checks turnover and similar work again. A September 2026 shotcrete job at Jhakri, estimated at Rs 42.49 lakh, asked for Rs 12.75 lakh average turnover and an EMD of Rs 84,990, with no exemption for MSEs.

To bid for SJVN civil work you need a contractor licence from a government body, a vendor code on SJVN’s portal, and the turnover and completion papers each tender asks for. Most civil works SJVN advertised from August to October 2026 were repair, protection and road jobs at running hydro stations in Himachal, Uttarakhand and Nepal. The two Nathpa Jhakri tenders read here, as they stood on 30 October 2026, were worth Rs 42.49 lakh and Rs 1.37 crore.

Does SJVN keep a vendor register for contractors?

Yes, but not for civil works. The “Vender Registration portal” link on SJVN’s tender page leads to two postal schemes, one for the 1,500 MW Nathpa Jhakri Hydro Power Station (NJHPS) and one for Rampur HPS. The NJHPS instructions to vendors, dated 30 September 2020 and still linked in October 2026, invite firms for runners, seals, guide vanes, generator spares, tools and consumables worn by the Satluj’s silt.

Sub-categories applied for Assessment fee (non-refundable)
Three or fewer Rs 10,000
Four or five Rs 15,000
Six to nine Rs 20,000
Ten or more Rs 25,000

MSE, NSIC and startup-registered firms skip the fee if their certificate covers the same items. A committee evaluates applications every January and July, and enlistment lasts three years plus one on renewal. On 30 October 2026 the registered list held six firms, all for underwater turbine parts. No civil, earthwork or crane-hire category appears. So SJVN Limited vendor registration, as an approved list, exists only for plant spares and repairs.

There is no separate SJVN contractor registration for civil works; SJVN relies on other bodies’ registers. The Jhakri shotcrete tender invites the “appropriate class of registered / eligible contractors” enlisted with HPPWD, CPWD, HPSEB, public undertakings or other government bodies, and wants that certificate in the techno-commercial bid. The Nathpa road tender says the same. For a Himachal-based firm, HP PWD contractor registration is the closest route in.

SJVN vendor registration on the e-tender portal

SJVN runs its own e-tendering and reverse auction portal at etender.sjvn.co.in. Notices also appear on the Central Public Procurement Portal, but bids are filed on SJVN’s portal, so the steps in the NHPC vendor registration guide will not carry over. SJVN’s bidder manual (version 1.0, April 2022, still linked from its tender page) sets out the SJVN e-tender enrolment:

  1. Open the supplier registration form from the “New Vendor User” link on the login page and attach scans of your PAN and GST certificate. A phone number, email or PAN already registered is rejected.
  2. Fill the questionnaire that arrives at the contact person’s email and send it back.
  3. Wait for SJVN’s internal evaluation. Your new vendor code becomes your user ID, and the password arrives by email.
  4. Log in with the user ID, password and an OTP sent to your registered mobile, then upload your digital signature certificate as a .cer file.

Map the right certificate: once mapped to one user ID it cannot be mapped to another, and no other certificate can sign your bids. The manual lists no registration fee. When we tried the form on 30 October 2026 it returned a server error, so start weeks before a bid date. Tender fee and EMD are paid per tender, by RTGS or NEFT in both 2026 Nathpa tenders.

SJVN tender eligibility, read line by line

Take tender PCD-2994(Civil)/2026, issued on 24 September 2026 by the Procurement and Contract department at NJHPS Jhakri for a river gauge station, shotcreting at the tailrace outfall and spillway tunnel area, and retaining wall repairs. It is a two-bid, percentage-rate tender: you quote one percentage above or below SJVN’s estimate for the whole bill.

Test Jhakri shotcrete tender, September 2026
Estimated cost Rs 42,49,489 without GST; five months to finish
Tender fee Rs 3,540 (Rs 3,000 plus 18% GST)
EMD Rs 84,990 by RTGS/NEFT, or FDR/TDR pledged to SJVN; bank guarantee, DD and cheque not accepted
Registration Contractor enlistment with HPPWD, CPWD, HPSEB, a PSU or another government body; no JV or consortium
Turnover Average Rs 12,74,847 a year over the three years ending 31 March 2026, backed by accounts or a CA certificate with UDIN
Similar work, last 7 years Three works of Rs 16,99,796, two of Rs 21,24,745 or one of Rs 33,99,591, excluding taxes
Other papers PAN, GST, live EPF code, bid security declaration, undertakings
Performance security 3% of contract price as an FDR within 15 days of award, plus 3% retention from every bill
Delay 1% of contract value per week on jobs of up to six months, capped at 10%

The arithmetic is simple. Turnover is 30% of the estimate, and the three experience options are 40%, 50% and 80% of it. “Similar” means civil work that covers most items in this bill of quantities, or work of higher specification. Private-client experience counts only with TDS copies and the executed bill of quantities. The full PCD-2994 tender document is worth reading once for SJVN’s standard terms.

The road tender, PCD-2977 of 4 August 2026, for 1.5 km of approach road to Nathpa Dam at Rs 1,36,70,959, used the same 30% turnover rule (Rs 41,01,288) but asked for one similar work of Rs 68,35,480, half the estimate. It counts work done as a sub-contractor approved by the employer. Its EMD of Rs 2,73,419 could also be a bank guarantee.

Bid security declaration, EMD and the MSE clause

Both Nathpa Jhakri tenders say that, being civil work, MSEs, NSIC-registered firms and Startup India firms are not exempt from tender fee or EMD and get no relaxation on turnover or experience. The road tender cites the safety of the plant.

PCD-2994 asks for both an EMD and a signed bid security declaration. The declaration carries the bigger risk. Withdraw or change your bid during validity, fail to sign the agreement or miss the performance security deadline, and you are suspended from tenders of SJVN and its subsidiaries for one year. SJVN’s debarred list showed two one-year bans, the latest from 15 May 2026. For how EMD and bid security work elsewhere, see this guide to EMD in tenders.

One rule comes from outside SJVN. Under the DPIIT Public Procurement (Preference to Make in India) Order, revised on 16 September 2020, and related Ministry of Power orders, only Class-I local suppliers with at least 50% local content may bid. On payment, PCD-2994 promises 8% a year interest if an approved bill is paid more than 15 days after its 45-day due date.

What SJVN civil tenders ask about your machines

The Jhakri shotcrete tender is a machine job. Its bill has 1,820 sq m of shotcrete at Rs 890.68 per sq m, 38% of the estimate, plus wire mesh and rock bolt drilling. Item 20 is hire of a 1.20 cubic metre hydraulic excavator with driver and fuel to remove river-bed material under running water: 104 hours at Rs 3,440 an hour, Rs 3,57,760 in all.

That hourly figure is SJVN’s estimate. A 20-tonne excavator with a bucket range covering 1.2 cubic metres, such as the Tata Hitachi EX 210 Infra (0.86 to 1.5 cubic metre buckets, about Rs 57–63 lakh, indicative, as of Oct 2026), fits the item. At 104 hours the item will not pay for one, so the job suits a contractor who already owns or can hire such a machine near Rampur.

The road tender asks more. Schedule D wants each machine’s make, model, capacity, year of purchase, hours run, overhauls, month-wise deployment and source: which existing contract it comes from, or where a new one will be bought. Schedule E lists the plant you have ready now, with condition and present location.

Do not count on SJVN to fund the fleet. PCD-2994’s general conditions allow a 5% mobilisation advance and a machinery advance only on works above Rs 100 lakh, the latter only on new machines at site and hypothecated to SJVN, at 12% simple interest in the deed form. PCD-2977, though above Rs 1 crore, marked both “Not applicable”. If winning means buying a machine, arrange equipment finance before you bid.

SJVN’s 2026-27 procurement plan lists hydra crane hire at Nathpa Dam (Rs 0.1 crore) and Rs 7.55 crore of dam civil maintenance works at NJHPS. Hydra is the trade name for a pick-and-carry crane such as the Escorts Hydra 14 (about Rs 19.5–21.5 lakh, indicative, as of Oct 2026). Most SJVN buying now runs on GeM: 79 of the 100 newest notices on its tender page were GeM bids. Live SJVN and other PSU works are tracked on the government tenders and opportunities board, with estimate, EMD and closing date.

Solar EPC and large packages: where a machine owner fits

SJVN Green Energy Limited, the renewable arm, tenders on another scale. Its August 2026 EPC package for up to 1,000 MW of solar in Punjab and Rajasthan runs on the ISN-ETS portal with an e-reverse auction. It asks for EMD of Rs 10 lakh and average turnover of Rs 1.50 crore per MWac offered, net worth at least equal to paid-up capital, and 100 MWac of commissioned solar. The smallest bid, 250 MWac, needs Rs 375 crore of turnover and Rs 25 crore of EMD, and only companies may bid.

A machine owner reaches that work through civil sub-contracts under the winner. Get scope, rates and payment terms in writing; this guide to a sub-contractor agreement covers what to put in it.

The question to ask SJVN’s procurement office before you bid

The Jhakri NIT names HPPWD, CPWD, HPSEB and other bodies but sets no class for the registration it accepts. So ask the Procurement and Contract department named in the NIT, in writing and before the bid date: “Which contractor registration and class do you accept for this estimate, and will my completion certificate as an approved sub-contractor count as similar work?” If the job needs one more machine, compare machinery loans from banks and NBFCs before the bid closes.

Figures come from SJVN’s tender pages, vendor registration documents and bidder manual, tenders PCD-2994 and PCD-2977 of 2026, the 2026-27 procurement plan and the SGEL solar NIT, as read on 30 October 2026. Rates, schemes, specifications and prices change — confirm current terms with the OEM, dealer, bank or insurer, or with SJVN’s Procurement and Contract department, before deciding. DesiMachines is not liable for decisions a contractor takes on information that may have changed after publication.
