ONGC vendor registration is real, free and online. Since its first roll-out on 25 October 2024, ONGC has been enlisting and empanelling vendors category by category on its portal at vendor.ongc.co.in, and it now says it will invite limited tenders only from vendors approved in that category. Open tenders still run on the government e-procurement portal, etenders.gov.in, and on GeM, where any contractor can bid and is judged on that tender’s bid evaluation criteria (BEC). A crane, transport or civil contractor needs both: a Class III digital signature and bidding-portal accounts for open tenders, and enlistment under the ONGC categories that match the work.
Rs 216.6 crore, three years of drill sites and approach roads across ONGC’s Ahmedabad Asset, bids closing on 2 November 2026. That ONGC drill site tender in Gujarat sits on etenders.gov.in as an open tender, and any contractor who clears its eligibility conditions can quote.
The renovation job, the material transport contract or the next annual rate contract for miscellaneous civil works may never reach an open portal. ONGC’s vendor portal says it will invite limited tenders only among enlisted or empanelled vendors. If your firm is not approved for that category, you do not get the tender.
So the question is not whether ONGC registers vendors. It is which door your work comes through.
Two doors into ONGC work
In April 2024, ONGC’s central procurement department (CPD) in Delhi told business partners it was moving its e-procurement to the Central Public Procurement Portal (GePNIC-CPPP). All ONGC tenders would be published there, with bids filed at etenders.gov.in, while tenders already under way would finish on the old etender.ongc.co.in portal. Its tender site, tenders.ongc.co.in, still lists new tenders, and on 23 October 2026 several carried GeM bid numbers.
| Route | Where it runs | Who can bid | How you qualify |
|---|---|---|---|
| Open e-tender | etenders.gov.in (also listed on tenders.ongc.co.in) | Any firm registered on the portal | The BEC of that tender, checked afresh each time |
| GeM bid | gem.gov.in | Registered GeM sellers | The conditions written into that GeM bid |
| Limited tender | Sent to approved vendors | Only vendors enlisted or empanelled in that category | Prior approval on vendor.ongc.co.in |
Crane hire shows how the routes mix. In April 2025 ONGC ran a GeM custom bid (GEM/2025/B/6142895) to hire six 20 MT cranes for three years at its Nhava facility. If you run a 23 tonne pick-and-carry machine such as the Escorts F23 crane, watch for such bids, but read the capacity, model-year and operator conditions before you price. ONGC’s service contract conditions also make a GeM seller ID mandatory at the time an order is placed, so GeM registration for contractors is worth finishing even if you mostly bid on CPPP.
Is ONGC vendor registration compulsory?
For limited tenders, yes. The portal’s notice says: “Going forward, only Enlisted/ Empanelled vendors shall be eligible to participate in ONGC tenders.” ONGC’s October 2024 announcement of the scheme put it more narrowly, saying only empanelled vendors would be eligible for future limited tenders.
Open tenders are another matter. The Ahmedabad drill site contract above is open to any bidder on CPPP and judged on its own criteria. The practical reading: treat enlistment as compulsory if you want ONGC as a regular customer, and keep bidding open tenders while the application is pending.
Timing matters. The portal says ONGC needs 90 days to evaluate an application, and if a limited tender comes out during that period, ONGC is not responsible for your non-eligibility. Apply before you need the work.
Enlistment, empanelment and BEC are three different things
The portal defines vendor enlistment as a process for suppliers and service providers to register with ONGC so that they are considered for tenders in the relevant categories. Vendor empanelment is a pool of pre-approved vendors for specific categories “under defined conditions”.
BEC is not registration at all. It is the eligibility test written into each tender: years of experience, number of similar contracts, financial capacity. Enlistment saves you from re-proving the documents ONGC has already approved, but ONGC’s terms say you must still meet any additional conditions a tender adds.
Under the portal’s terms and conditions, ONGC evaluates each application on commercial, technical and financial documents and issues a Letter of Registration (LoR) for a particular item or service. The LoR carries the quantity, volume or value of jobs you are registered for, and can be used only for tenders up to that level. Its validity follows the validity of the documents you submitted.
One thing is not meant for you. ONGC’s Offshore Engineering Services keeps a Suggested Vendor List with its own checklist (dated 12 July 2023), but it enlists only original equipment manufacturers and packagers. Stockists, dealers, distributors and agents are not enlisted, and a site contractor has no use for it. NTPC, by contrast, runs a group-wise contractor list with enlistment windows, explained in this guide to NTPC vendor registration.
Which ONGC categories fit a machine owner?
The portal opens categories group by group and posts a notice each time. These are the ones on its notice list on 23 October 2026 that suit a machine-owning or site contractor:
| Procurement group | Category opened | Notice date |
|---|---|---|
| Civil Works & LSTK Group (CCLG) | Civil Works: Annual Rate Contract / Miscellaneous works | 11 July 2025 |
| Logistics & Production Services (CLPG) | All India Material Transport Contract | 27 June 2025 |
| Logistics & Production Services (CLPG) | Transportation and disposal of hazardous waste | 19 June 2025 |
| Drilling & Well Services (CDWG) | Hiring of Mobile Bulk Carrier Units | 19 June 2025 |
| Vendor Empanelment by MIND Group | Civil infrastructure: renovation of ONGC offices and residential complexes, Delhi and NCR | 9 September 2026 |
We found no crane-hire enlistment category in that notice list. Crane work showed up as separate GeM bids, like the Nhava one. Watch the portal: ONGC’s terms say it sends no separate message when it adds a category.
The ONGC vendor registration process, step by step
ONGC’s enlistment process guide (dated May 2025, on the portal’s Help page) sets out the steps:
- Go to vendor.ongc.co.in and choose “Login/Register as Vendor”. Register with your email address and PAN, enter the OTP sent to your email, set a password and submit.
- Fill the agency details: company name, authorised person, bidder type, year of establishment, nature of business, registered address and contact person. Upload PAN, CIN and GST certificates.
- Complete the undertaking section: download the declaration forms, sign them and upload them as PDF.
- In the trade section, pick the CPD group, enlistment category and sub-category. State whether you hold MSME registration and, if yes, give the Udyam number. Add prior experience with ONGC or other clients, with a work order or completion certificate for each.
- Add the financial details for the last two years, with UDINs, and a positive net worth certificate from a chartered accountant. The guide calls this step optional, but it is how ONGC assesses financial capability.
- Submit. Commercial, technical and financial evaluations run in parallel through an evaluator, checker and approver, and ONGC asks for clarification if something is missing.
If ONGC rejects the application, you cannot apply for that item again for six months. The portal emails you 60 days before any document expires. The portal’s older, undated terms mention 20 working days for evaluation and a three-month bar; plan on the newer 90 days and six months.

What is still checked tender by tender
ONGC’s “Tender conditions for service contracts” (the version dated 18 June 2025 on its Tenders Booklets page) shows what a bid has to carry beyond registration. The model BEC asks for a minimum number of years of experience in similar services, or a number of similar contracts executed in a set number of past years. You prove each one with a completion or performance report, proof that the performance security was released, or proof of final payment. Financial criteria are filled in from an internal circular, so the turnover and net worth thresholds differ from tender to tender.
The bid also needs a filled-in “Bid Matrix” confirming each BEC point, an Integrity Pact for tenders above Rs 1 crore, and declarations under ONGC’s banning policy. If you have no ONGC vendor code yet, you send your firm registration, GST, PAN, email and phone, and full address so ONGC can create one. The full conditions are in ONGC’s tender conditions for service contracts.
Live ONGC and other PSU tenders for machine owners are tracked on the government tenders and opportunities board, with EMD, closing date and portal.
MSE benefits: services yes, works read the clause
Under the same service contract conditions, MSEs registered as a manufacturer or service provider with a valid Udyam certificate are exempt from bid security and get the other benefits of the Public Procurement Policy for MSEs Order, 2012. Startups recognised by DPIIT are also exempt from bid security.
The catch for contractors: the same clause says “traders/ distributors/ sole agent/ Works Contract are excluded” from the MSE policy benefits. Crane hire or transport offered as a service sits on the services side of that line. A civil works contract cannot rely on them, even though the CPPP listing for the Ahmedabad drill site contract shows EMD exemption as allowed. Read the EMD clause of each works tender. If you have not registered yet, start with Udyam registration for contractors.
Enlistment adds its own relief. A notice on the portal dated 14 October 2025 says vendors fully enlisted for an item, with commercial, technical and financial approval, need not pay EMD in later limited tenders for that item. Skipping the optional financial step can cost you that.
On payment, ONGC’s October 2024 note says it cut payment terms from 21 days to 10 days for all contracts. MSE vendors can also discount ONGC invoices on the TReDS platforms ONGC is registered with, which its tender conditions list as RXIL, M1xchange, Invoicemart and C2treds.
The bottom line
If you want ONGC as a steady customer, register on ONGC’s vendor registration portal now, in every category that matches your fleet, and complete the financial section so you qualify for the EMD exemption. Keep your CPPP and GeM accounts and Class III DSC live for open tenders like the Ahmedabad rate contract, and expect each of those to test you on its own BEC.
If winning an ONGC rate contract means adding a machine, compare equipment loan options from banks and NBFCs before you bid, so the fleet is ready when the work order comes.
