AAI vendor registration, for a works contractor, means enrolling as a bidder on the Central Public Procurement Portal (etenders.gov.in), where the Airports Authority of India posts its tenders. AAI keeps no class list for civil or electrical contractors. Each tender tests you on its own: similar works of 40%, 50% or 80% of the estimate in the last seven years, plus turnover, net worth and an EMD of 2% to 3%. As on 31 October 2026, 69 of the 71 live AAI engineering tenders marked tenderer class as not applicable, and MSE status did not waive the EMD on construction work.
“Which AAI office do I go to for registration so I can bid on airport work?” None. There is no counter, no form and no AAI class certificate to collect. A contractor gets onto AAI’s works list by bidding on the national e-procurement portal and proving, tender by tender, that it has done similar work at the right size. The rest of this guide shows what AAI’s live tenders asked for in October 2026, from a Rs 80 lakh maintenance contract at Rajahmundry to a Rs 213.70 crore terminal at Warangal.
Does AAI keep a contractor or vendor register?
Not for works. On 31 October 2026, etenders.gov.in listed 129 live AAI tenders. Forty-three were commercial licences such as snack bars, smoking lounges and parking concessions. We read the 71 issued by AAI’s civil and electrical engineering units one by one. On 69 of them the “Tenderer Class” field reads “Not Applicable” or “NA”. Two carry a class entry (Class C on a boundary wall job at Jalalabad, Class A on an HVAC job at Bhopal), but their document lists ask for no AAI enlistment certificate either.
What the technical cover does ask for is much the same across regions: PAN, GST registration, EPF and ESIC registration, a tender acceptance letter, a blacklisting undertaking, Form A (similar works completed in the last seven years with completion certificates), Form B (turnover), Form C (net worth) and an undertaking to deploy enough plant and machinery. Eleven electrical tenders add one item: a valid electrical contractor licence, which a Chennai terminal electrical maintenance tender says must be issued by the state licensing authority.
So the licence that matters for AAI electrical work comes from your state, and for civil work AAI asks for no contractor licence or enlistment, though a few road jobs want a labour licence. If you are building your registrations from scratch, the guide to PWD contractor registration covers the state enlistments that many other departments still ask for.
AAI vendor registration on the CPP portal
AAI’s notice for the Warangal terminal, revised in October 2026, spells out the route. You register on the CPP portal, obtain a login ID and password, and get a digital signature certificate in parallel, since every bid is signed with it. The notice says the process normally takes three days. It also says the same tender documents appear on www.aai.aero.
- Enrol as a bidder on etenders.gov.in and map your digital signature certificate to the login.
- Find AAI tenders under “Tenders by Organisation”. Each notice shows the region and airport that issued it.
- Download the NIT and tender document, and read every corrigendum. AAI posts amendments as separate files.
- Pay the tender processing fee and EMD online through the SBI gateway on the portal, or, where the tender allows it, upload a bank guarantee or insurance surety bond and send the original before the stated deadline.
- Ask questions only through “Seek Clarification” on the portal. The Warangal NIT says no other channel will be entertained.
Corrigenda are not a formality at AAI. The Vijayawada perimeter road NIT first described similar work in terms of horticulture costs. Corrigendum 1 of 13 October 2026 changed that to pavement work and pushed the bid date from 29 October to 2 November.
What four live AAI tenders asked for
These four were open on etenders.gov.in on 31 October 2026. Figures are from the tender pages and the corrigenda AAI issued.
| Tender | Estimate | EMD | Tender fee | Similar work, last 7 years |
|---|---|---|---|---|
| Annual repairs, operational area, Rajahmundry Airport (2026_AAI_294355_1) | Rs 80,00,000 | Rs 2,40,000 | Rs 1,180 | As per NIT (not on the portal page) |
| Access road to ATC tower, Tirupati Airport (2026_AAI_295792_1) | Rs 3,52,70,399 | Rs 10,58,112 | Rs 1,180 | Form A with completion certificates; net worth in Form C |
| Widening of perimeter road, Vijayawada Airport (2026_AAI_293760_1) | Rs 15,13,59,000 | Rs 45,40,770 | Rs 3,540 | 3 works of Rs 6.05 crore, 2 of Rs 7.57 crore or 1 of Rs 12.11 crore in airfield pavement or 4-lane highways |
| Terminal, ATC tower and fire station, Warangal Airport (2026_AAI_290498_1) | Rs 213.70 crore | Rs 6.41 crore | Rs 11,800 | 3 works of Rs 85.48 crore, 2 of Rs 106.85 crore or 1 of Rs 170.96 crore in EPC building work |
Across all 71 engineering tenders the EMD sat at 3% of the estimate on 35 and at 2% on 26. Small jobs dominate: 47 were estimated below Rs 1 crore and 34 below Rs 50 lakh, mostly annual maintenance, painting of runway markings, boundary walls and city-side roads.
The 40-50-80 rule and the other tests
Do the division and the pattern shows. At both Vijayawada and Warangal the three experience options are exactly 40%, 50% and 80% of the estimate. Experience counts only if the work was completed, or substantially completed (80% by value), in the seven years ending on the last day of the month before the tender was invited.
The Warangal NIT shows the full set of tests a large AAI package adds:
- Average annual turnover of Rs 75.65 crore on construction work over the last three years, and no continuous losses in the balance sheet.
- Net worth of at least Rs 32.06 crore, certified by a chartered accountant. The net worth certificate for a tender explains what that document needs to show.
- Bid capacity above Rs 213.70 crore, worked out as 2NT minus A, where N is your best year of engineering work in the last five, T is 1.5 years and A is your existing commitments.
- Every financial document carrying a UDIN from the chartered accountant. Papers without one “shall not be entertained”.
Joint ventures are allowed only on composite tenders above Rs 300 crore, so Warangal is a single-bidder job. Two notes help smaller firms. Pre-GST completion amounts are divided by 1.12 to bring them level with post-GST figures. And sub-contract experience counts if you actually did the work with the owner’s written approval or a tripartite agreement, and the payments show in your TDS certificates. A firm that has done airside pavement under a bigger contractor can use it.
Does an MSE certificate waive the EMD at AAI?
Not on construction. The Warangal NIT says concessions to micro and small enterprises under the Public Procurement Policy for MSEs Order 2012 apply to supply and services tenders “and shall not be extended to construction work”. The portal data matches. Only 3 of the 71 engineering tenders allowed EMD exemption, and one of those was a lift replacement at Gondia that accepted a valid MSME certificate in place of the fee and EMD. Budget for the EMD on every civil bid. At Warangal, AAI returns the EMD of unsuccessful bidders within a week of opening the financial bids, and holds the winner’s until the security deposit or performance guarantee is in.
The machines AAI’s airport jobs call for
The Warangal, Tirupati and Raipur tenders, among others, ask for a signed undertaking that you will deploy sufficient plant and machinery to meet the milestones. The schedule of rates shows what that means. Corrigendum 1 to the Rajahmundry maintenance tender, dated 17 October 2026, priced a JCB with driver and fuel for clearing vegetation and levelling at Rs 14,954.59 a day, and a tractor or tractor dozer at Rs 5,851.80 a day. A JCB 3DX (about Rs 28.5–31.5 lakh, indicative, as of Oct 2026) is the machine that item describes.
Road and pavement jobs like Vijayawada and Tirupati need grading and compaction. A compact grader such as the Mahindra Roadmaster G80, with a 3,000 mm blade on a 7.7-tonne chassis (about Rs 28–31 lakh, indicative, as of Oct 2026), suits perimeter roads. For sub-base and shoulders, an 11-tonne soil compactor such as the CASE 1107NX, with a 2,150 mm drum (about Rs 32.3–35.7 lakh, indicative, as of Oct 2026), is a common fit. Live AAI works, with estimate, EMD and closing date, are tracked on the government tenders and opportunities board.
Airport sites add rules of their own. Cranes and tall booms near a runway need clearance under a separate procedure, set out in the guide to the AAI NOC for height clearance.
Checklist before your first AAI bid
- Enrol on etenders.gov.in with your digital signature certificate at least a week before the bid date.
- Collect completion certificates for works of 40%, 50% or 80% of the estimate from the last seven years, with TDS proof for private clients.
- Get turnover, net worth and work-in-hand statements certified by a chartered accountant with UDIN.
- For electrical work, keep your state electrical contractor licence valid.
- Arrange the EMD, usually 2% to 3% of the estimate, and do not count on an MSE waiver.
- Read every corrigendum before you upload.
- Line up the machines the plant undertaking commits you to, and compare equipment finance options before the bid closes if you need one more.
Figures come from AAI tender pages and corrigenda on the Central Public Procurement Portal as read on 31 October 2026, including tenders 2026_AAI_290498_1, 293760_1, 294355_1 and 295792_1. Machine prices are indicative and vary by variant, location and date. Rules, eligibility terms and tender conditions change, so confirm the current position with the Airports Authority of India and the tender document itself before you apply or bid.
