Andhra Pradesh contractor registration is one registration for all the state’s engineering departments, including R&B, Water Resources, Panchayat Raj and Public Health. It runs under G.O.Ms.No.94 of 1 July 2003, with limits revised by G.O.Ms.No.63 of 13 November 2025. Civil contractors register in six classes: Special Class (any amount), Class I (up to Rs 30 crore), Class II (Rs 6 crore), Class III (Rs 3 crore), Class IV (Rs 1 crore) and Class V (Rs 50 lakh). Fees run from Rs 5,000 to Rs 30,000, registration lasts five years, and no machinery list is asked for at registration.
Rs 30 crore. That is the most a Class I civil contractor in Andhra Pradesh can now tender for, three times the Rs 10 crore that applied from 2007 until November 2025. The fees, solvency amounts and every other class ceiling moved on the same day.
This guide is built from the government orders themselves. We searched the state’s GO portal through October 2026 and found no registration order newer than 13 November 2025.
One registration for every works department
The base document is the G.O.Ms.No.94, I&CAD (PW-COD) Department, dated 1 July 2003. Its Annexure-II holds the registration rules, and its first line settles the biggest question: contractors registered under it “will be called as contractors of all Engineering Departments of A.P. State Government.”
So a Class II registration works for a Roads and Buildings tender, a Water Resources canal job or a Panchayat Raj road. There are six categories, from civil to electrical and structural steel. Machine owners and road contractors need the civil category, which this guide covers.
Two limits apply. The 2003 rules let Special Class and Classes I to III work anywhere in the state, but restrict Classes IV and V to the circle where they registered. And in March 2021 the High Court held that the statutory A.P. Municipalities (Registration of Contractors) Rules, 1978 prevail over G.O.Ms.No.94 for a municipal registration renewal.
Telangana also traces its rules to the 2003 order, but the figures below are Andhra Pradesh’s own. For other states, see the PWD contractor registration guide and the irrigation department contractor registration comparison.
Andhra Pradesh contractor registration classes, limits and fees
The table shows the civil category as amended by G.O.Ms.No.63 of 13 November 2025. The registering authority comes from G.O.Ms.No.130 of 22 May 2007, which the 2025 order left unchanged.
| Class | Can tender up to | Fee | Solvency | Registering authority |
|---|---|---|---|---|
| Special Class | Any amount | Rs 30,000 | Rs 6 crore | Committee of Engineers-in-Chief and the Commissioner of Tenders |
| Class I | Rs 30 crore | Rs 20,000 | Rs 3 crore | Same committee as Special Class |
| Class II | Rs 6 crore | Rs 10,000 | Rs 1 crore | Chief Engineer concerned, another Chief Engineer and a member nominated by the Commissioner of Tenders |
| Class III | Rs 3 crore | Rs 6,000 | Rs 40 lakh | District committee of Superintending Engineers with a representative of the Commissioner of Tenders |
| Class IV | Rs 1 crore | Rs 5,000 | Rs 10 lakh | Same as Class III |
| Class V | Rs 50 lakh | Rs 5,000 | Rs 5 lakh | Executive Engineer of the division |
The 2007 limits were Rs 10 crore, Rs 2 crore, Rs 1 crore, Rs 50 lakh and Rs 10 lakh for Classes I to V. The 2025 order applies to new applicants at once, and to existing contractors when they re-register after their validity runs out. Read that way, a Class II firm registered in 2023 keeps the Rs 2 crore ceiling until then.
Pay the fee by treasury challan or a crossed demand draft from a scheduled bank. Since G.O.Ms.No.129 of 5 October 2015, solvency can be a bank certificate in the bank’s own RBI format or a chartered accountant’s net worth certificate.
The experience you must show
Each class asks for past work of a set value in any one financial year, counted as a group of works and as a single work. G.O.Ms.No.28 of 12 May 2025 widened the window from the last five financial years to the last ten.
| Class | Group of works in one year | Single work in one year |
|---|---|---|
| Special Class | Rs 5 crore | Rs 2.5 crore |
| Class I | Rs 1 crore | Rs 50 lakh |
| Class II | Rs 40 lakh | Rs 20 lakh |
| Class III | Rs 20 lakh | Rs 10 lakh |
| Class IV | Rs 8 lakh | Rs 4 lakh |
| Class V | No value set; you must have worked as an agent or employee under a registered Class I contractor | |
These values did not change in November 2025, though the class limits rose two to five times, so the same record now opens far bigger works. An Executive Engineer or equivalent must certify the list.
Documents for Andhra Pradesh civil contractor registration
- The application in the form at Annexure-IV of the 2003 order, with a Rs 2 court fee stamp.
- Proof that the registration fee was paid.
- A solvency certificate for your class amount, or a chartered accountant’s net worth certificate.
- The list of works executed, certified by an Executive Engineer or equivalent.
- Latest income tax clearance. The 2003 list also names sales tax clearance, which predates GST, so ask the office what it now accepts.
- For a firm, the partnership deed and Form C from the Registrar of Firms.
- A copy of the engineering degree, where an engineering graduate is part of the application.
- Proof of profession tax payment, a condition for grant or renewal since G.O.Ms.No.44 of 9 September 2021.
You also declare whether any partner or employee is a dismissed government servant, promise not to register under two names, and sign a code of conduct.

How to apply
- Pick the class your experience and solvency can support, and find its registering authority in the table above.
- Pay the class fee by treasury challan or demand draft.
- Submit the application and documents. For Special Class and Class I, the Chief Engineer recommends your file to the Engineer-in-Chief, who places it before the committee.
- The authority checks your credentials and antecedents and issues a registration order.
- Enrol on the AP e-Procurement portal with a digital signature. Its FAQ says enrolment lasts one year and the fee is waived for now.
The orders describe a paper application, and the 2003 text allowed registration only in January and June. Ask the registering office whether it now takes files online, and when.
Firms from other states must register before bidding; the Capital Region Development Authority told outside bidders in December 2024 to register in Special Class. Foreign firms get papers attested by their embassy under G.O.Ms.No.131 of 24 June 2008.
Do the higher classes need machinery or engineers?
Not at registration. Under “other requirements”, both the 2003 order and the 2007 revision list the civil contractor as nil. The only staffing promise is a signed certificate that you will employ qualified technical personnel for the work in each tender.
Machinery is tested tender by tender. Annexure-I of the 2003 order asks each bidder to show key and critical equipment, owned, leased or to be bought against mobilisation advance, plus key personnel. Works above Rs 2 crore also need a quality laboratory or a tie-up with one. On a canal or road earthwork package, that list typically starts with a 20-tonne class excavator such as the Tata Hitachi EX 210 Infra.
Bid capacity is checked too. Since G.O.Ms.No.37 of 27 June 2025 it is A x N x 3 minus B, with A your best year of the last ten. Our bid capacity formula guide walks through the sums.
Equipment still matters after registration: the authority can demote you if you no longer have adequate equipment, technical personnel or money. Other categories do set machine rules: a Class I fabrication contractor needs a mobile crane of at least 15 tons, such as the 15-tonne Escorts Hydra 15. If a tender needs a machine you do not have yet, line up construction equipment finance before the bid date.
Validity, renewal and penalties
A registration lasts five years in that class, and you then register afresh. A solvency certificate is valid for one year from issue, so get a fresh one for each application.
The rules set four penalties: demotion, suspension of business, removal from the approved list and blacklisting, each with two weeks to explain first. Blacklisting needs government approval, and the Engineer-in-Chief circulates the list to every engineering department, so a blacklisting in one department follows you to all. For the neighbouring state’s rules, see Karnataka PWD contractor registration.
The bottom line
If you registered before 13 November 2025, the higher ceilings reach you only when you re-register, so time that around the tenders you want. Keep ten years of experience certificates and a fresh solvency, and remember that machines are judged at the bid. Track Andhra Pradesh tenders and opportunities that fit your class.
