Rs 5,000 is the fee for the lowest class of Goa PWD contractor registration, and Rs 1 lakh buys the top one. Registration, called enlistment here, runs under the Rules of Enlistment of Contractors in PWD/WRD, 2020, notified on 8 May 2020 and amended on 28 October 2020. The same rules cover the Public Works Department and the Water Resources Department. There are eight civil classes, from Class V (works up to Rs 5 lakh) to Class I-AA (Super) with no limit, each certificate lasts five years, and your registered office must be in Goa. As of October 2026, applications start on the department’s MAPFLOWS portal.

Every Goa PWD works tender is sold only to contractors registered in the right class and category. Rule 5.1 of the 2020 rules allows an exception only for specialised jobs, so the class you hold decides which tenders you can open.

Who handles Goa PWD contractor registration?

The Principal Chief Engineer, PWD, is the enlistment authority for the PWD, and the Chief Engineer, WRD, for the Water Resources Department. Each sets up a committee to decide applications, and the fee is paid only after the committee approves.

Applications that once went on paper to the Engineering Officer at Altinho now start online. The PWD’s sign-up tutorial points to mapflows.sgov.in, where an approved contractor profile can apply for a class or submit an existing enlistment. In October 2025 the Superintending Surveyor of Works invited two contractor associations to training on this online registration, held on 24 October 2025.

Your registered office must be in Goa and registered with a Goa local body. A firm enlisted in a higher class on the strength of a technical partner needs that partner to have lived in Goa for five continuous years. For the national picture, see the PWD contractor registration guide.

Goa PWD contractor registration classes and tendering limits

Rule 8.0 of the Rules of Enlistment of Contractors in PWD/WRD, 2020 sets the limits. They apply to four civil categories: Buildings, Roads, Bridges and Land Development, Water Supply and Waste Water Disposal, and Water Resources Works including hydraulic and marine work. The experience and bank figures below are from Rule 10.0 as amended on 28 October 2020.

Class Tendering limit Experience (last 5 years) Bank certificate
I-AA (Super) No limit, all categories Private limited company; 3 works of Rs 45 crore each Solvency Rs 40 crore
I-AA Rs 50 crore 3 works of Rs 15 crore each Solvency Rs 20 crore
I-A Rs 20 crore 3 works of Rs 5 crore each Solvency Rs 5 crore
I-B Rs 6 crore 3 works of Rs 1 crore each Solvency Rs 1.5 crore
II Rs 1.5 crore 3 works of Rs 30 lakh each, or none with an engineer owner Working capital Rs 15 lakh (no-experience route)
III Rs 50 lakh 3 works of Rs 10 lakh each, or none with an engineer owner Working capital Rs 5 lakh (no-experience route)
IV Rs 15 lakh 3 works of Rs 3 lakh each, or none with an engineer owner Working capital Rs 1.5 lakh (no-experience route)
V Rs 5 lakh None; petty repairs and supplies Working capital Rs 1 lakh

The works must be for government departments, bodies or corporations, certified by the client in the Annexure-IV format. Bank certificates come from a scheduled bank in a sealed cover; a working capital certificate confirms the amount has sat in your account for six months.

The no-experience route needs a qualified person in the firm. For Class II, the owner or a partner must be a graduate civil engineer with at least 10 years of experience and five years of residence in Goa. For Class III, a graduate with three years or a diploma holder with 10 years. For Class IV, a graduate, or a diploma holder with five years.

Each class has a ceiling and no floor: under Rule 31.0 a Class I-A firm may bid for a Rs 40 lakh job. You may enlist in several categories, but in only one class within each.

Electrical and furniture work have their own ladders. Electrical runs from Class IV (Rs 5 lakh) to Class I-A (no limit) and needs a licence from the Goa Licensing Board. Furniture runs from Class IV (Rs 5 lakh) to Class I (Rs 2 crore).

Fees, five-year validity and renewal

Rule 15.0 fixes the fees, which are non-refundable and the same for every category.

Class Fresh registration or upgrade Renewal
I-AA (Super) Rs 1,00,000 Rs 50,000
I-AA Rs 75,000 Rs 37,500
I-A Rs 60,000 Rs 30,000
I-B Rs 50,000 Rs 25,000
II Rs 30,000 Rs 15,000
III Rs 20,000 Rs 10,000
IV Rs 10,000 Rs 5,000
V Rs 5,000 Rs 2,500

The application form costs Rs 500 and a duplicate licence Rs 5,000. A change of partners or conversion from proprietorship to partnership or company is charged at the renewal fee of your class.

Enlistment is valid for five years, and each renewal adds five years from the old expiry date. Apply in the Annexure VIII form at least two months before expiry. Up to three months late, the application is accepted with a late fee of half the renewal fee. A Class II firm three weeks late pays Rs 15,000 plus Rs 7,500. After three months you start again as a fresh applicant.

Renewal also has a work test under Rule 22. During the five years you must have won at least one Goa government work equal to the limit of the next lower class, which for a Class II firm means Rs 50 lakh. Failing that, three certificates of valid bids, with EMD, on tenders of that value will do.

What a 2026 Goa PWD tender asks for

Two road tenders published on 30 October 2026 show the money involved. Works Division XVIII, Ponda, put a 5.3 km reinstatement and hotmixing job at Verem Vaghurme on the portal at Rs 4,10,82,391. That is above Class II’s Rs 1.5 crore and under Class I-B’s Rs 6 crore, so it needs Class I-B or higher. Division XIII, Mapusa, put a 2.605 km hotmixing job at Sodiem at Rs 78,99,693, which a Class II firm can bid for.

The EMD on both is close to 2% of the tender value: Rs 8,21,650 at Ponda and Rs 1,57,994 at Mapusa. EMD exemption is marked not allowed on both, so do not plan on an MSE waiver. Ponda also charges a Rs 20,000 tender fee and a Rs 6,000 processing fee, paid online. For how earnest money is handled, see EMD in tender.

A January 2025 quotation from Works Division XVII (Water Supply), Porvorim, shows the wording. It invited “contractors registered in appropriate class and category of Goa PWD”, named Class V and above in water supply as the requirement under the 8 May 2020 notification, and asked for a scanned PWD registration certificate. It also repeated a 2007 circular: bids more than 20% below the estimated cost are rejected.

Watch one more ceiling. Under Rule 5.2, once your PWD and WRD works in hand in a category add up to four times your class limit, you get no fresh tender forms in that category until you physically complete one work. For a Class I-B firm that cap is Rs 24 crore. See which divisions are tendering now on the live government tenders and opportunities list.

Machinery: own it or undertake to hire it

The October 2020 amendment eased the machinery test for most classes. Applicants for Classes I-A, I-B, II, III and IV now sign an Annexure XII undertaking, on Rs 100 stamp paper before a notary or executive magistrate, to own or hire the tools, plant and engineers each work needs. A firm that fails to deploy them on a job faces disciplinary action under the rules.

The top two classes still have to show a fleet. Class I-AA (Super) and I-AA applicants submit details against Table I with a year’s payroll of technical staff. For road works the list reads like this.

Machine (Table I) I-AA (roads) I-AA (Super)
Hot mix plant, 40/60 TPH 1 2
Wet mix macadam plant 1 2
Hydraulic sensor paver finisher 2 3
Static road roller 3 4
Vibratory roller (DD 80) 2 3
Truck or tipper 4 10
Water tanker 3 4
Bitumen sprayer 3 4
Hydraulic loader 2 3
Air compressor 2 3

The DD 80 entry reads as a double-drum vibratory roller in the 8-tonne class. The Volvo DD90, at 8,700 kg operating weight as per the October 2026 spec, is that size. Table I also asks for earth-moving machines “like JCB” on water supply work, and a backhoe loader such as the JCB 3DX covers that line.

Equipment matters below I-AA too. Under Rule 26.1 a contractor without adequate equipment, staff or money can be demoted, and cannot rise again for five years. If a roller or loader is the gap on your next job, compare construction equipment finance before you hire for every contract.

How to apply for Goa PWD enlistment

  1. Sign up on mapflows.sgov.in or the mapflows app, choose PWD as the project, verify the OTP and fill the contractor registration form.
  2. After the department approves your profile, log in again and apply for a class from the contractor dashboard.
  3. Submit the Annexure-I application and the Annexure-II documents: proof of constitution, PAN of every partner, the bank certificate, client certificates and award letters for your works, a list of technical staff with their degrees, and a list of machinery and shuttering you own.
  4. If you seek a higher class on the strength of an engineer partner or your own degree, add a Rs 1,500 demand draft for verification by the university or board.
  5. Pay the class fee when the committee approves, then collect the enlistment order. Classes I-B and above also get a contractor card, revalidated every December with your income tax return and staff and machinery lists.

False particulars, an unapproved change of partners or an unreported change of address can each get a firm removed from the list. Firms that also work across the border should compare Maharashtra PWD contractor registration, which runs its own classes.

Before you pick a class, count the Goa PWD road and building tenders in your taluka on the live tenders and opportunities list.
