Jharkhand contractor registration is done department by department, with no single state register. Road Construction registers contractors under its 2008 rules, amended in July 2012, in four classes, and takes applications on its own portal. Building Construction uses its 2015 rules: four classes from up to Rs 10 lakh to above Rs 2.50 crore, fees from Rs 10,000 to Rs 2 lakh, five-year validity, and at least three owned or leased machines for classes 1 to 3. The old jharkhandcontractors.nic.in portal shut in 2023. Road Construction’s fees and class limits are not published online, so confirm them before you pay.
The link most Jharkhand contractors saved years ago no longer opens. The Road Construction Department’s own enlistment page still points to jharkhandcontractors.nic.in, yet a letter from its Engineer-in-Chief dated 11 January 2023 says that portal had closed for technical reasons. When we tried it in October 2026, the address did not load at all.
So the first job is to work out which department you want to work for, and which portal and rule book it uses today. This guide sets out what the published orders say, with their dates, and marks the gaps plainly.
Is Jharkhand contractor registration one register or many?
Many. Jharkhand split from Bihar in 2000, and like the Bihar contractor registration system it kept a separate register in each works department. Court records from 2024 and 2025 name separate rules for Drinking Water and Sanitation (2012) and Water Resources (2018). Road Construction and Building Construction publish their own rules on the state portal.
Some rules now apply across departments. A Road Construction resolution of 9 September 2020, approved by the state cabinet and sent to every works department, replaced older Bihar-era orders of 1983 and 1986. Where two or more valid bids quote the same rate, the work is now decided by lottery. Before that, seniority and local preference decided ties.
The online side is shared in part. The state’s “Jharkhand Contractors” portal, run by NIC, asks you to choose a department from Building Construction, Drinking Water and Sanitation, Energy, Road Construction, Rural Works and Urban Development. Water Resources is not on that list, so ask its Engineer-in-Chief’s office how it registers contractors now.
Jharkhand contractor registration classes, limits and fees
The Building Construction Department’s rules are the only full set we could read. They came with notification 3855 of 31 December 2015, which replaced the department’s 2003 rules and made registration online only.
| Class | Tender value you can bid for | Fee (non-refundable) | Experience or working capital | Engineers to employ |
|---|---|---|---|---|
| Class 1 | Above Rs 2.50 crore | Rs 2,00,000 | Rs 3 crore of work, or Rs 10 lakh working capital | 2 graduate civil engineers, 1 graduate architect, plus a diploma civil engineer |
| Class 2 | Above Rs 50 lakh, up to Rs 2.50 crore | Rs 1,00,000 | Rs 1.50 crore of work, or Rs 7.5 lakh working capital | 1 graduate civil engineer, 1 diploma civil engineer |
| Class 3 | Above Rs 10 lakh, up to Rs 50 lakh | Rs 25,000 | Rs 50 lakh of work, or Rs 5 lakh working capital | 2 diploma civil engineers |
| Class 4 | Up to Rs 10 lakh | Rs 10,000 | Rs 20 lakh of work, or Rs 2 lakh working capital | 1 diploma civil engineer |
Registration lasts five years and works anywhere in Jharkhand. You may bid up to your class limit, and a higher-class contractor may also bid one class below. The working capital figure must come as a certificate from the bank that holds your current account or cash credit account. If your balance is thin, a working capital loan for contractors is the usual way to build it up before you apply.
Road Construction is different. Its 2012 amendment speaks of “the four classes”, and lets contractors bid anywhere in the state in their own class and one class below. A separate letter of 12 December 2011 says every tender notice must state which classes may bid. Its published list of contractors names 389 contractors in class 1, 235 in class 2, 955 in class 3 and 173 in class 4. We found no Road Construction fee schedule or class limit in anything the department puts online. Do not borrow the building figures for road work; ask the Engineer-in-Chief-cum-Registration Officer at Project Bhawan, Ranchi.
Documents the rules ask for
Under the 2015 building rules, an application needs:
- A self-attested copy of your PAN, proof of address, and the fee paid online or by bank draft.
- For a partnership, company or joint venture, its registration certificate, the names of shareholders, and the partnership deed or company by-laws.
- An affidavit that neither you nor a dependent family member has ever been punished or barred for misconduct under the rules.
- Appointment letters for the engineers your class needs, and a work payment certificate or the bank’s working capital certificate.
- A character certificate from the District Magistrate or Superintendent of Police, for every class except class 1.
- Income tax and commercial tax certificates. The rules predate GST, so ask which tax papers are accepted now.
- Ownership papers or a lease deed for your machines, for classes 1 to 3.
Uploads must carry a digital signature, so get a digital signature certificate before you start. The building rules’ list has no solvency certificate; the bank’s working capital certificate is the money test instead.
Machines, staff and the class you can reach
For classes 1, 2 and 3 the building rules want proof that you own, or hold on lease, any three items from a list: dumper, truck, tractor, dozer, tanker, pumps, generator, concrete mixer and vibrator, or a rig for drilling work. The form records each item. Class 4 needs no machinery.
That list matters if you own one machine. A backhoe loader or an excavator is not named, though the list ends with “and so on”, so ask the registering office whether it will count yours. Either way, one machine alone does not meet the rule. Most owner-operators meet it by adding a tractor, a pump or a generator, or by signing a lease deed with another owner. A lease deed is expressly allowed.
The class you can reach also depends on your engineers. Class 3 asks for two diploma civil engineers on your payroll, and class 2 for one graduate and one diploma engineer. An owner who is a diploma holder still needs those appointment letters.
On the road side, machines are watched during the contract. Under a Road Construction letter of 11 March 2013, each registered contractor holds a work order register, and executive engineers record every contract in it, with notes on how machinery, technical staff and liquid assets were brought to site. Bidders must produce three years of entries when they submit a tender. If a machine decides whether you can bid, compare construction equipment loans before the tender season, not after.
How to apply online and log in
- Pick the department. For road work, go to the Road Construction Department’s portal, rcdconreg.jharkhand.gov.in, which offers new registration, renewal and online fee payment. For the other listed departments, the shared portal at dwsdreg.jharkhand.gov.in starts with three choices: department, application type (New, Edit, Payment, Renewal, Payment (Renewal) or Edit (Renewal)) and your PAN in capital letters.
- On the road portal, sign up under the Contractor menu, then log in; it also has a reset-password page and an option to authenticate a registration. The shared portal has a login, a status check, an acknowledgement-number lookup and a page to verify a registration.
- Fill in the form, upload the documents with your digital signature, and pay the fee.
- Track the application. Under the building rules, the Registration Officer must take up pending applications at least once a month.
Building Construction gives each contractor an eleven-digit registration code, and the authorised person or power-of-attorney holder gets a photo identity card showing the class and validity. The Road Construction Department’s 2012 amendment notification also lets the state issue contractor identity numbers and make online enlistment compulsory for working with government offices.
Rules that catch contractors out
Bid or risk suspension. A Road Construction press release of March 2012 recalled rule 11.1.5 of its 2008 rules: each registered contractor must bid in at least three tenders every financial year. Classes 1 to 3 must also bid in tenders worth at least five times their class’s minimum value, and contractors who fail can be suspended.
Renew on time. The Building Construction rules of 2015 let you apply in the three months before expiry. If the office has not decided by then, your registration is treated as renewed. After expiry you have six months to renew at one and a half times the fee. After that, renewal is refused and you start again.
Big works are open to outsiders. Both departments let unregistered contractors bid above Rs 2.5 crore. The winner must register in class 1 within two months of the work order or get no payment. After that, a 50 percent penalty is added to the fee, along with proof of a local residence or office.
Blacklisting follows you. Under the building rules, a blacklisted contractor is barred from work in every government department, and registration in every other class is cancelled too. Road Construction’s 2012 amendment lets it blacklist or suspend a contractor even after the registration has expired, after giving the contractor a chance to be heard.
In the coal belt, Coal India’s subsidiaries tender mine work under their own vendor rules, outside these state registers; see Coal India vendor registration if that is your market. For how state and central works registers compare, start with the PWD contractor registration guide.
The bottom line
Decide which department’s work you want, because each one registers you separately. For building work, the 2015 rules tell you exactly what to arrange: the right engineers, a bank working capital certificate, three machines owned or leased, and the fee for your class. For road work, the class structure is clear but the fees and limits are not online, so get them from the Registration Officer in writing. Then watch government tenders and opportunities in Jharkhand and bid often enough to keep your registration alive.
This guide draws on the Road Construction Department’s notification 4815(S) of 10 July 2012, its letters of 12 December 2011, 1 March 2012, 11 March 2013 and 11 January 2023, and its resolution of 9 September 2020; the Building Construction Department’s notification 3855 of 31 December 2015; and the state contractor registration portals as seen in October 2026. Rates, schemes, rules and fees change; confirm current terms with the department, bank or registering office before applying.
