RVNL vendor registration, for a works contractor, is not a certificate you hold. Rail Vikas Nigam Limited keeps no standing register of approved works contractors; you enrol on the portal where a tender is posted, either IREPS or RVNL’s own e-procurement portal (Rs 2,360 a year), with a Class III digital signature, and each tender tests your turnover, similar work and equipment again. The one standing list is a contractor and sub-contractor panel, open in October 2026 until 17 November, whose smallest category needs Rs 75 crore average annual turnover. Track and other supply items follow RDSO approved supplier lists.
RVNL’s website has a page called Vendor Information. Open it and you will not find a vendor list. You find 247 files, each one a statement of contractors’ bills passed for payment, and the last one covers the fortnight ending 31 March 2025. That page sums up how Rail Vikas Nigam Limited deals with contractors: it pays them and tests them, but it does not keep a register you can join once and rely on.
Is there an RVNL vendor registration or approved vendor list?
For civil works, no. A contractor who wants an RVNL earthwork, building or bridge job does not apply for a class or a grade. You register on the tendering portal, download the bid document free, and prove eligibility inside that one bid. The next tender asks again.
Three things look like a list, and none of them is a general works register:
- A contractor and sub-contractor panel, built through an Expression of Interest, valid three years and aimed at large firms.
- RDSO approved supplier lists for track materials.
- Project-level Expressions of Interest for a particular machine or service.
RVNL also publishes a running list of disqualified bidders, covering banning, poor performers, terminated contracts and delay damages of 5 percent or more. The copy on its disqualified contractors page is marked updated up to 5 October 2026. Being off that list matters more than being on any other.
RVNL tender registration: which portal, and what it costs
RVNL uses two portals, and the tender notice tells you which. Of the six items on RVNL’s active tenders page in late October 2026, five pointed to rvnl.ewizard.in and one, a metro carshed job in Kolkata, to IREPS.
| Portal | What RVNL posts there | Registration terms in RVNL’s papers |
|---|---|---|
| rvnl.ewizard.in (RVNL e-procurement) | EPC packages, the contractor panel, project EoIs | Online bidder registration at Rs 2,360 per year; one Class III signing and encryption DSC per bidder (RFP of 22 Jul 2026, EoI of 18 Sep 2026) |
| IREPS (ireps.gov.in) | Some works tenders, such as RVNL_METRO_NOA_CAR-12 | Registration on IREPS and a Class III DSC are mandatory (Noapara bid document, Sep 2026) |
| Per-tender charges | Tender document | Free in both cases; the 2026 panel EoI adds a non-refundable Rs 2,950 processing fee including 18% GST |
IREPS enrolment and the digital signature at login are covered in the guide on how to become a railway contractor. RVNL tenders on IREPS use the same IREPS registration a zonal railway tender needs. The ewizard portal is a separate enrolment with its own annual fee.
The RVNL contractor panel and who it is for
EoI No. RVNL/BD/EoI/2026/02, dated 18 September 2026, invites Indian companies to be empanelled as contractors or sub-contractors for highways, bridges, tunnels, buildings, marine works, irrigation and airport work. Corrigendum 3 moved the closing date to 17 November 2026 at 15:00. You must meet both the similar-work test and the turnover test for the category you apply in.
| Category | Similar work completed in last 7 years (any one option) | Average annual turnover, last 3 years |
|---|---|---|
| A | 1 work of Rs 800 crore, or 2 of Rs 500 crore, or 3 of Rs 400 crore | Rs 300 crore |
| B | 1 work of Rs 600 crore, or 2 of Rs 375 crore, or 3 of Rs 300 crore | Rs 225 crore |
| C | 1 work of Rs 400 crore, or 2 of Rs 250 crore, or 3 of Rs 200 crore | Rs 150 crore |
| D | 1 work of Rs 200 crore, or 2 of Rs 125 crore, or 3 of Rs 100 crore | Rs 75 crore |
Every category also needs five years in construction, positive average net worth and profit before tax over the last five and last three audited years, and borrowings, leaving out short-term working capital, of no more than 50 percent of net worth. Experience certificates from private individuals are not accepted. Work done as a sub-contractor counts if you can prove its scope and value.
Bidders asked RVNL to cut the Category D turnover to Rs 50 crore and to add a category for smaller players; Corrigendum 1 refused both. It also settled a machine owner’s question: the equipment annexure lists plant and machinery owned by the applicant with proof of ownership, and leased equipment will not be counted as owned. Empanelment does not guarantee work, and a panel member who neither quotes nor sends a regret letter on three or more occasions may be removed.
What an RVNL works tender actually tests
The tender a mid-sized contractor is more likely to meet is something like RVNL_METRO_NOA_CAR-12, uploaded on IREPS on 15 October 2026 and closing on 30 October: shed, drainage, flooring and store works at the Noapara metro carshed in Kolkata, to be finished in 12 months. It is a special limited tender, so it went only to agencies RVNL had shortlisted.
| Test | What the Noapara tender (Sep 2026 document) says |
|---|---|
| Advertised value | Rs 10,96,78,790.75 |
| Bid security (EMD) | Rs 21,93,600, online, e-bank guarantee or insurance surety bond, valid 42 days beyond bid validity |
| EMD relief | DPIIT-recognised startups exempt; labour cooperative societies pay 50%; MSE special-provisions clause marked deleted |
| Bid validity | 120 days |
| Similar work to be shortlisted | 0.35 times the estimated value, about Rs 3.84 crore here, under policy order of 10 Jan 2025 |
| Joint ventures | Not allowed |
| Performance security | 5% of the accepted contract amount, excluding GST |
| Additional security on low bids | If L1 is more than 10% below estimate and more than 5% below L2: the lower of (0.9 x estimate minus L1) or (0.95 x L2 minus L1) |
| Disqualification | Termination by RVNL for the contractor’s failure in the last 3 years, or RVNL delay damages of 5% or more in the last 2 years, or a running poor-performer tag |
The policy order behind this tender, No. PED PLG/Genl/220 of 10 January 2025, says RVNL normally invites open tenders and uses limited tenders where urgency or another recorded reason makes an open tender impractical. The shortlist is drawn on financial status and similar work, and written credentials are sought from agencies not already working with that project unit, which favours firms with a good record on an RVNL project. False credentials can bring a ban on business dealings of up to five years.
Larger packages carry their own numbers. RVNL’s Bacheli residential towers package for NMDC, issued on 22 July 2026 with an estimate of Rs 420.80 crore, asks for Rs 336.64 crore average annual construction turnover, Rs 84.16 crore average net worth, one similar work of Rs 147.28 crore in seven years, and Rs 2 crore bid security. Your bid capacity also matters: the Noapara bidding forms carry a line for it, and the panel EoI says bid capacity is checked again before any sub-contract.
The plant and machinery list a machine owner should read first
An RVNL works bid does not ask you to prove ownership. In the Noapara tender you sign an undertaking to provide at least the key equipment listed in Section 5 if you win. The list is specific, and so are the penalties for not bringing it.
| Equipment (civil items, Noapara Section 5) | Minimum number | Rs 25,000 a day penalty if late? |
|---|---|---|
| Excavator for excavation and loading | 3 sets | Yes |
| Dumper | 12 | No |
| Grader | 2 | Yes |
| 10-tonne vibratory roller | 4 | Yes |
| Truck-mounted water tank or sprinkler | 3 | No |
| Piling rig or percussion drilling | 2 | Yes |
| Transit mixer, 6 cum or as stated | 6 | Yes |
| Batching and mixing plant, 30 cum/hr | 1 | Yes |
| Light weight crane | 1 | Yes |
The full list runs to 36 lines, including track tools to RDSO specifications, a flash butt welding plant and a testing laboratory. The penalty is Rs 25,000 per day of delay for each marked machine against the agreed programme, and removing one without approval counts as non-availability. A different machine type may be allowed if total output is at least the same, and the batching plant may be waived where ready-mixed concrete is available nearby.
The list does not always match the job. The Noapara bill of quantities puts its whole track schedule at Rs 5,62,153.64, yet the list asks for track machinery. Read Section 5 before you price, and raise mismatches with the tender office before closing. Excavators, graders and rollers already on your books meet the civil lines without new spending; a hired machine needs a hire agreement that runs as long as the contract programme. If you plan to buy before a bid, line up equipment finance first, because the performance security and earnest money also tie up bank limits.
Supply items and machines on rent
Materials follow a separate rule. The Noapara bill of quantities says permanent way materials must come from RDSO’s Part I approved supplier list, or from a source the employer approves where no RDSO list exists. That is supplier approval, not contractor registration. It sits with RDSO, not RVNL.
Machine owners should also watch for project EoIs. On 7 October 2026 RVNL’s Rishikesh unit invited offers of flash butt welding machinery, on purchase or two-year rental, for about 180 turnouts and 2,000 welds on the Rishikesh to Karanprayag new line, closing on 30 October. It asks for each machine’s make, model and year. Calls like this appear among the live government tenders and opportunities and on RVNL’s active tenders page.
The bottom line
There is no RVNL vendor registration to buy for works. Enrol on IREPS and rvnl.ewizard.in, keep a Class III signature in the authorised signatory’s name, and build the paper trail each tender re-tests: audited turnover, completion certificates from government or listed clients, and a machinery list backed by registration papers and invoices. Apply for the panel only once turnover passes Rs 75 crore; below that, bid where the thresholds fit and expect earnest money to stay locked for months, as the guide to EMD in tenders explains. Compare the rules for Coal India vendor registration and state PWD contractor registration. Then track live railway and infrastructure tenders and opportunities and arrange machinery loans before the bid closes, not after.
Figures come from RVNL tender papers and orders dated between January 2025 and October 2026, as cited above. Rates, schemes, rules and fees change; confirm current terms with RVNL’s tender office, the portal helpdesk or your bank before deciding. DesiMachines is not liable for decisions a contractor takes on information that may have changed after publication.
