Zero is the number of contractor classes NHIDCL keeps. NHIDCL vendor registration, for a road contractor, comes down to a free bidder account on the Central Public Procurement Portal (eprocure.gov.in) and a digital signature in the name of your authorised signatory. There is no list to join and nothing carried between tenders. Each tender tests average turnover, similar NH or state highway work, owned or hired machines and bid capacity (A x N x 2.5 minus B) on its own. An October 2026 maintenance job in Sikkim, estimated at Rs 4.61 crore, wanted average turnover equal to the whole estimate and a bid security of Rs 9,22,100.

Rs 4,61,04,961 is the estimate on NHIDCL’s 20.6 km maintenance contract for NH-717A and NH-717B around Rhenock in East Sikkim, put out on 15 October 2026. To bid for it, a firm needed average turnover of that same Rs 4.61 crore over three years. The turnover bar equals the whole estimate. That one ratio decides who gets to bid for NHIDCL’s smaller jobs, so understand it before you open an account anywhere.

Does NHIDCL keep a vendor or contractor register?

No. National Highways and Infrastructure Development Corporation Limited, which works under the Ministry of Road Transport and Highways, lists its presence in the eight northeastern states, Jammu and Kashmir, Ladakh, Uttarakhand, West Bengal and the Andaman and Nicobar Islands. Its tender menu, as on 31 October 2026, has six entries: current tenders, archive, blacklist and debarment, termination, non-performer and approved banks. A search of the site for “vendor” returns nothing. The empanelment notices it has run are for tunnel, bridge and hill-road experts, consultants, land acquisition consultants and banks. None covers works contractors.

So the only register NHIDCL publishes about contractors is a negative one. The Rhenock tender shuts out any firm declared a non-performer, blacklisted or debarred by MoRTH, NHAI, NHIDCL, any state PWD or BRO. If you hold a state class, that history follows you here even though the class itself is never asked for. For a body that does enlist road contractors in the same hills, compare BRO contractor registration, and for state classes the PWD contractor registration guide.

NHIDCL vendor registration on the CPPP portal

Every NHIDCL road tender read for this guide is filed on eprocure.gov.in. The notices set out the steps:

  1. Register your firm on the CPPP portal. The user ID and password are free, the registration must be valid up to the bid date, and you are told to keep project details updated there.
  2. Get a digital signature certificate in the name of the person who holds your power of attorney. If the signatory and the attorney differ, the bid is non-responsive.
  3. Pay the tender document fee the way the notice says. It was Rs 11,800 on both percentage-rate jobs: by RTGS to NHIDCL’s Canara Bank account in Gangtok for Rhenock, and by demand draft payable at Siliguri for the West Bengal job. The Sikkim NH-10 EPC package charged Rs 94,400 through a Tender Pro portal run by IndusInd Bank.
  4. Send the hard-copy items on time. Bid security, power of attorney and fee proof often have to reach the regional office physically, sometimes a day after the online deadline.

Read the dates twice. The Rhenock notice gives the online deadline as 6 November 2026 on one page and as 5 November 2026 at 16:00 on another, so work to the earlier one.

What a 2026 NHIDCL road tender asks for

NHIDCL’s smaller works are single percentage-rate contracts: you quote one percentage above or below the estimate. Two current ones, read on 31 October 2026, show the pattern. The West Bengal job is a “risk and cost” balance work, meaning NHIDCL is re-letting the unfinished part of an earlier contract. Its notice is dated 22 May 2026 and, after nine corrigenda, its bid date now sits at 16 November 2026.

Similar work means construction or maintenance of a road; the Rhenock RFP narrows it to NH or state highway roads. Completed means at least 90% of the contract value done, certified by an Executive Engineer or higher. Older works are scaled up by escalation factors, which differ between the two documents: 5% a year in West Bengal, 10% a year compounded in the Rhenock tender. That RFP also lists the three experience thresholds in reverse order to its own NIT. When the two clash, ask the regional office in writing which governs before you build your bid on it.

The bid capacity formula NHIDCL uses

Passing turnover and experience is not enough. Your available bid capacity must exceed the value put to tender. A is your highest annual value of civil works in any one of the last three years, brought to current prices; N is the completion period in years; B is the value of work in hand that falls due within that period.

Take a firm with Rs 5 crore average turnover, a best year of Rs 6 crore and Rs 11 crore of ongoing work due in the next 12 months. On the Rhenock job, 6 x 1 x 2.5 minus 11 gives Rs 4 crore, short of Rs 4.61 crore, so the firm fails despite clearing the turnover test. A busy order book is what knocks out mid-sized firms here. The bid capacity formula guide works through more cases.

EPC tenders change the inputs: A looks back five years, a term C adds any bonus received on EPC projects, and B includes works you have won where the letter of award issues before the financial bids open.

EPC packages: technical and financial capacity

The large NHIDCL work runs on EPC mode under a model RFP. The Sikkim NH-10 package from Rangpo to Ranipool, issued on 30 September 2026, shows its scale.

Item NH-10 Rangpo to Ranipool EPC, Sikkim
Estimate Rs 706.63 crore; 36 months to build, 120 months maintenance
Bid security Rs 7.07 crore: surety bond, demand draft, banker’s cheque or e-BG
Threshold technical capacity Rs 706.63 crore of eligible road payments over 5 years (1 x estimate above Rs 100 crore; 0.75 x up to Rs 100 crore)
Similar works Two of Rs 176.66 crore or one of Rs 247.32 crore
Net worth Rs 70.66 crore (10% of estimate; 5% on projects up to Rs 100 crore)
Average turnover, 5 years Rs 141.32 crore (20% of estimate)
Specialist experience 5 of 14 slope-protection items in the last 10 years, and tunnel experience scaled to the project’s 750 m, 90 sq m tunnel
Performance security 3% of bid price, plus additional security on low bids

Two rules in the NH-10 RFP matter to smaller firms climbing up. Joint ventures are barred on projects up to Rs 100 crore, and above that a JV may have two members, with the lead meeting 60% of each test and the other 20%. Maintenance work, resurfacing, earthwork alone and border fencing do not count as eligible projects. PMGSY, rural and city roads do count, at a 0.75 weight. Bids for this package now close on 1 December 2026, after an extension.

Bid security, debarment and the missing MSE clause

None of the three tenders offers a bid securing declaration or an exemption for micro and small enterprises. Each wants the deposit up front, and bank guarantees from cooperative banks are refused; on the percentage-rate jobs the issuing bank needs a net worth of at least Rs 500 crore. The price of walking away is high. If you withdraw during validity, or win and fail to sign or post performance security, the Rhenock RFP forfeits the deposit and debars you from MoRTH, NHAI, NHIDCL and centrally sponsored works for one year from the bid date. Before you bid, browse live government road tenders with their estimate and EMD, and size each deposit against your bank limits.

The machines NHIDCL asks you to prove

Each percentage-rate tender lists key equipment, and the bid must carry papers for every item. Rhenock asks for two tippers, two hydraulic excavators with rock breakers, two backhoe loaders, two 1 cum front-end loaders, an 8 to 10 tonne tandem roller and a soil compactor. The West Bengal job adds a 100 to 120 TPH batch hot-mix plant, a sensor paver, at least six rollers, two graders, three excavators and three backhoe loaders.

Owned, leased or rented machines all count. A hired machine needs the lease or rent agreement and proof that the lessor owns it. Weak or conditional proof makes the bid non-responsive, and the financial bid is never opened.

That clause is where a machine owner fits. The Rhenock list matches a 20-tonne excavator such as the Tata Hitachi EX 210 Infra, which has factory-fitted rock breaker piping (about Rs 57 to 68 lakh, indicative, as of Oct 2026); a backhoe such as the JCB 3DX (about Rs 29.5 to 32.5 lakh, indicative, as of Oct 2026); and a tandem roller such as the 9.8-tonne HAMM HD 99i VV. Keep the invoice, registration and insurance ready to hand a bidder.

When to bid for NHIDCL work yourself, and when to hire your fleet to a bidder

Bid in your own name when your three-year average turnover equals the estimate, you hold completed NH or state highway work at the 25%, 35% or 50% marks, and your bid capacity clears the value after your current work is subtracted. If any of those fails, there is no registration that fixes it, and sub-contracting is barred on these jobs. The realistic route is to rent your excavators and rollers to a qualified bidder under a written lease that names the tender, while you build road completions with a state PWD. If renting into one of these jobs means adding a machine, compare construction equipment finance before the bid date.

Figures come from NHIDCL’s tender pages and the notices and RFPs for the Rhenock maintenance job, NH-717A Package IVB and the NH-10 Rangpo to Ranipool EPC package, as read on 31 October 2026. Tender terms, dates and machine prices change. Confirm the current position with NHIDCL’s regional office and the tender document itself before you bid, and confirm machine prices with the official dealer.
