SCCL vendor registration, for a machine owner, comes down to one portal account: HEMM hire and overburden (OB) removal tenders at Singareni are open bids on the Telangana e-procurement portal, and none read for this guide asked for an SCCL registration number. The only standing list SCCL runs is a four-class civil contractor register, needed for area works up to Rs 50 lakh, with fees of Rs 500 to Rs 3,000 plus GST and five-year validity. Each HEMM or OB tender then tests your own record: a dozer hire bid at Naini wants a year of past dozer hire, and a Rs 1,489.93 crore OB contract at Ramagundam wants 119.80 lakh BCM moved in twelve months.

An excavator owner stands at the edge of a bench at RG OC-III in Godavarikhani, watching loaded dumpers climb the haul road, and asks the project office where he can register his fleet with Singareni. The office has no list to put him on. He needs an account on tender.telangana.gov.in and proof of past hire work, and the next HEMM tender will test that proof. On 31 October 2026 that portal carried 146 live tenders from The Singareni Collieries Company Limited, from tyre purchases to a four-year OB contract.

Does SCCL have a vendor registration?

SCCL is a state coal company owned 51:49 by the Government of Telangana and the Government of India, running 17 opencast and 22 underground mines, according to its own website. It is not a Coal India subsidiary, so a bidder account on Coal India’s portal does nothing here. The route described in the Coal India vendor registration guide is a separate system.

Three things carry the word registration at SCCL, and only one is a live list. The civil department registers contractors in four classes. The Corporate Purchase Department once registered suppliers through a five-page “Vendor Registration Format” that still sits on the server; it gives the company’s address as Khammam district, Andhra Pradesh, and its menu link was commented out of the website when we checked on 31 October 2026. Everything else, including every HEMM hire and OB tender, runs as an open bid on the Telangana portal.

SCCL contractor registration for civil works

The GM (Civil) at Kothagudem registers civil contractors. The SCCL civil registration page sets these classes, as read on 31 October 2026:

Class Works it can bid for (Rs lakh) Annual turnover (as listed) Solvency FDR (Rs lakh) Fee
Class-I 40 to 50 30 2 Rs 3,000 + GST
Class-II 20 to 40 15 1 Rs 2,000 + GST
Class-III 5 to 20 5 0.5 Rs 1,000 + GST
Class-IV Up to 5 Site supervisor experience under a Class-I or II contractor 0.25 Rs 500 + GST

The page gives no unit for the turnover column; the other money columns are in lakh, so read it as Rs 30 lakh, Rs 15 lakh and Rs 5 lakh, and confirm before you file. Registration lasts five years, and renewal papers go to the GM (Civil) a month before expiry. You also pick one SCCL area for unit-rate tenders and can change it only after two years.

Who needs it? Civil works above Rs 50 lakh are corporate tenders, and SCCL says no registration is needed for them; they test civil turnover, quantities of prime items executed and bid capacity. Area tenders up to Rs 50 lakh, called by each Area Civil Engineer, need registration in the right class, and SCCL calls that the only eligibility test for normal works. Unit-rate outsourcing tenders, such as housekeeping or labour supply for two years, also need it. Their class is fixed on 50% of the estimate, and the winner is picked by lottery. Works above Rs 2 lakh go on the e-procurement portal.

A current example shows what an area tender asks. RG-III/CVL/ET-52/26-27, issued on 16 October 2026 for repairs to surface and quarry structures at OCM-I, Ramagundam Area-III, is estimated at Rs 15,46,284. Of that, Rs 2,88,681 is cement and steel SCCL issues against invoice; you quote one percentage on the other Rs 12,57,603, with tender premium capped at 5%. It takes Class-III registration and above, an initial EMD of Rs 15,500, and 12 months. The ET-52 tender notice adds three rules worth knowing:

  • MSME firms skip the initial EMD only if their certificate carries National Industrial Classification code 41002, and the winner still pays the full 2.5% EMD as a performance guarantee.
  • An L1 bidder who fails to produce original documents is suspended from e-procurement for three years and debarred from SCCL tenders for one.
  • SCCL reserves some civil works up to Rs 1 crore for SC, ST, Waddera, Sagara and Uppara contractors under G.O.Ms.No.59.

SCCL vendor registration on the Telangana e-procurement portal

SCCL’s material procurement notice says the company buys goods and services through the Telangana State e-procurement portal, tender.telangana.gov.in. You need a Class 3 digital signature with a dual key pair (signing and encryption), then click “New Registration” on the portal and run the eMSigner tool it asks for. The portal’s supplier manual, last revised in 2017, asks for the signatory’s PAN, GST registration and a firm registration, plus a department registration certificate in the case of civil or works contractors. The manual lists no registration fee. Each bid carries a transaction fee of 0.03% plus GST, capped at Rs 10,000 up to Rs 50 crore and Rs 25,000 above, under the RG OC-III OB tender. The portal’s notice board says G.O. Ms. No. 6 of 9 October 2026 revised these fees for tenders published from 15 October 2026, so check the figure on each tender page.

What an SCCL OB removal tender demands

Large OB work is let by the office of the General Manager (CM) at SCCL’s Corporate Office in Kothagudem. Tender E1126O0154 of 7 October 2026 covers 958.370 lakh BCM of in-situ OB at RG OC-III Expansion Mine, RG-II Area, over 48 months. You quote one rate per BCM, then face a reverse auction.

A second OB tender, for Jawahar Khani opencast mine in Yellandu Area at Rs 714.52 crore, closes on 3 November 2026. The RG OC-III tender defines similar work broadly: excavation, loading and transport of rock or earth in mining or quarrying, or similar works such as irrigation. A site visit certificate signed by the mine is mandatory. For the paperwork behind the net worth line, see this guide to a net worth certificate for tenders.

HEMM hire: the door for a machine owner

Single-machine hire is let by each area’s purchase cell, and the tests are about your machine and your record. Three hire tenders live on 31 October 2026 show the pattern.

Naini Area’s ENN26O0018 of 29 October 2026 hires one 200 to 250 HP crawler dozer for a year at Naini coal mine in Odisha: 250 hours a month minimum, 24-hour availability, estimate Rs 135 lakh, EMD Rs 1,35,000, closing 9 November 2026. You qualify as the maker, its authorised dealer, or a firm that has hired out a dozer of that size to a government body, PSU or private firm within seven years and run it satisfactorily for a year. The dozer must be manufactured or registered on or after 1 January 2024. Diesel, operators and repairs are yours, a breakdown beyond 48 hours costs Rs 5,000 a day, and hours above 250 a month pay Rs 2,947.56 each. A 217 HP Cat D6R2 (about Rs 1.20–1.45 crore, indicative, as of October 2026) or the 230 HP LiuGong B230 (about Rs 1.10–1.30 crore, indicative, as of October 2026) fits the band.

Bhupalpalli Area’s EBH26O0049 hires a 2.3 cu m front end loader for coal and sand at the KTK-1 group of mines: 6,000 hours over two years, estimate Rs 60 lakh, EMD Rs 60,000. That works out near Rs 1,000 an hour with fuel, operators and maintenance on you. The loader must be registered on or after 1 January 2025, with the RC in your firm’s name or a lease, and past hire of loaders, excavators or shovels to SCCL, CIL, government or a PSU is required. This one says a bidder who worked only as a sub-contractor is not eligible. A loader with 1.7 to 3.0 cu m buckets, such as the Hyundai HL630I-V (about Rs 46–52 lakh, indicative, as of October 2026), sits in that range.

RG-2 Area’s ER226O0161 adds a long-boom shovel of 0.50 to 0.75 cu m for clearing GL bunkers, at Rs 1.15 crore over 24 months. MSE firms can skip EMD on these hire bids only for services they render themselves, never as a dealer for another maker. New SCCL hire and OB notices are tracked on the government tenders and opportunities board with estimate, EMD and closing date.

The question to put to SCCL’s tender cell

The OB tender counts sub-contract work as experience; the Bhupalpalli loader tender refuses it. Before your next bid, write to the purchase cell named in the NIT and ask: “Will a completion certificate for HEMM hired to an SCCL OB contractor count as hire experience for this tender, and which signature on that certificate will you accept?” If the answer means buying a newer machine to meet a 2024 or 2025 cut-off, line up equipment finance before the bid closes.

Figures come from SCCL’s civil registration, procedure and tender pages, tender RG-III/CVL/ET-52/26-27, and tenders E1126O0154, ENN26O0018, EBH26O0049 and ER226O0161 on the Telangana e-procurement portal, as read on 31 October 2026. Rules, fees, classes, machine prices and tender terms change. Confirm the current position with SCCL’s tender cell, the OEM or dealer, and the tender document itself before you register, buy or bid.
